3 Actions to reduce drinking water demand (WMP-RER, 2005) Water Conservation Plans Installation of water meters for each user Installation of basic technological devices such as: flow regulators, flow reducers, lowflow toilets, etc Promotion of more technologically driven experimental applications aimed at saving domestic, civil, etc Tariff policy rewarding water conservation, with progressively higher rates for higher consumption Awareness and information campaign about the importance of saving water, available technological solutions and adoptable behaviors, as well as the economic aspects related to the pricing policy adopted Programs of water losses research annualy involving at least 15-30% of the network, with a critical value below 6% Bring, within 2016, the percentage of older than 50 years pipes in operation at not more than 10%, with a critical value of 30% Achieve, by 2016, relatively to the water system, a water storage capacity (for compensation and reserve) at least 50% of the average daily volumes distributed, with a critical value of 20%. 5 Actions to reduce industrial water demand (WMP-RER, 2005) Measurement requirements of withdrawals from ground and surface water Application of annual fees commensurate with the consumption level, and possibly, with water use efficiency in production processes Economic incentives, administrative incentives, promotion campains for virtuous companies, incentives to adopt environmental policies and to implement management systems such as ISO 14000, EMAS Analyze the feasibility of achieving industrial aqueducts or increase existing aqueducts capacity, assessing water supply from surfacewater

6 The Water Saving Kit has been applied to 15 companies, selected among the members of Legacoop and taking into account their importance in the regional agro-food sector. Results: Water saving achieved ( The project highlighted that: water consumption of selected companies are in line with the average consumption of the agro-food sector; different time horizons for monitoring water saving targets are identified; investments are oriented around water recycling and innovative production techniques Action plans adopted by the 15 companies estimate a water saving of about m3/year or 10% of total consumption (about m3/year).

8 National Adaptation Strategy to Climate Change (Italy) Work in progress Italy does not have a National Adaptation Strategy (NAS) and/or a National Adaptation Plan (NAP) to date. The process to set up a national strategy is ongoing. The national climate strategy only includes specific mitigation measures to comply with the Kyoto targets. Many Italian regions are active in the field of mitigation and some regions have started working on adaptation, particularly with respect to aspects such as research and monitoring. In view of these strategic elements, and in order to define a framework for adaptation measures, the Italian Ministry for the Environment, land and sea (IMELS) decided on the preparation of a "National Adaptation Strategy to Climate Change Impacts" (NAS), still being completed.

10 Strategia di Adattamento ai Cambiamenti Climatici (Emilia-Romagna Region) Emilia-Romagna is engaged for years in adopting a regional targets for climate change mitigation established at Community level (initially following the ratification of the Kyoto Protocol and more recently under the "Strategy "). The initiative called "Climate Plans in Emilia-Romagna", funded with the DGR n. 2262/2010, directly engages provinces and municipalities in the construction and implementation of their own territorial climate plans. The processes are developed trough direct participation in a regional working group: sharing methods, criteria and common content for climate plans, as tools for coordination, monitoring, reporting and communication of transversal policies to mitigation. In April 2013, the Emilia-Romagna Regional Council approved a resolution engaging the Regional Government to implement a process that will lead to define and implement of a climate change mitigation and adaptation Regional Plan, according with procedures already in use in other european countries, with directions of the EU white Paper and with the national strategy being developed by the Ministry of the Environment.
