Oshkosh Water Filtration Plant Clearwells Replacement Project Public Information Meeting October 16, 2017

Agenda Background City of Oshkosh Water System Need for Clearwells Replacement Project Project Alternatives Project Design Development Construction Schedule and Impacts Project Cost and Funding

Oshkosh Water System Overview

Oshkosh Water Filtration Plant Site

Need for Clearwells Replacement Project 2007 Wisconsin Department of Natural Resources Sanitary Survey cited deficient clearwells below groundwater do not meet current state administrative code The 2 high lift pump station wetwells similarly deficient Not subject of a Consent Order yet

Need for Clearwells Replacement Project Aging infrastructure subject to past repairs North Clearwell 1.10 MG, built before 1915 (est s) Center Clearwell 0.58 MG, built before North Clearwell South Clearwell 0.75 MG, built 1961

Clearwells Replacement Project Overview

Clearwells Replacement Project Alternatives Alternatives Analysis Construct new clearwells within existing clearwells Construct containment barrier around existing clearwells Construct new at-grade reservoirs and pump stations Selected: At-grade Reservoirs and Pump Stations Reservoirs located above groundwater and the 100-year flood plain elevation comply with regulations and are more protective of public health than the other alternatives Less risky construction compared to unique clearwell retrofit ongoing operations and maintenance efforts to monitor double containment systems provides greater utility reliability New facilities designed energy efficiency optimize life cycle costs High Lift Pump Station located on top of a Clearwell

Project Design Considerations Service life of proposed facilities: years Projected service area population and water demand forecasts Optimize use of existing assets Address projects constraints Maintain reliable Water Filtration Plant operations Construct improvements in small, congested site Manage high groundwater during construction New facilities to match or blend with Water Filtration Plant architecture

Clearwells Replacement Project Improvements Two new 1-million gallon capacity reservoirs A new 16-million gallons per day (mgd) Intermediate Pump Station A new 16 mgd High Lift Pump Station Two new standby electrical generators to replace undersized, unreliable equipment New surge tank and variable speed pump drives to mitigate water hammer and watermain breaks WFP Chemical Building 20-year rated membrane roof replacement

Project Construction Schedule and Impacts Construction is scheduled to start early 2018 and be complete by late Lake Shore Drive closure for public safety and construction staging Construction vehicles Access site from Merritt Avenue Washington Avenue will only be used for construction vehicles when Merritt Avenue is closed. $200 fine per violation of designated truck route

Estimated Project Cost Project Component Estimated Cost Demolition & Site Work $3,300,000 Intermediate Pump Station $2,300,000 North and South Reservoirs $3,300,000 High Lift Pump Station & Surge Tank $4,500,000 New Emergency Generators $3,500,000 New Chemical Building Roof $400,000 Estimated Project Construction Cost $17,300,000 Alternatives Evaluation, Final Design, Permitting $1,100,000 Construction Management, Inspection, Engineering $1,600,000 Estimated Total Project Cost $20,000,000

Project Features that Drive Construction Cost Need a new facility to pump water to fill reservoirs Construct new facilities in same location as existing facilities on a small site Installing new buried utilities in an already congested site Maintain continuous plant operation during construction Mobilizing temporary emergency generators Managing high groundwater conditions during construction Partial demolition and/or reuse of existing assets Meet community aesthetic and stormwater management requirements

Project Benefits Beyond Regulatory Compliance New reservoirs are more protective of public health than existing facilities New replacement storage and pumping facilities are reliable and efficient New surge tank and high lift pump variable speed drives will help mitigate watermain breaks Planned Chemical Building roof replacement is implemented after emergency generators roof exhaust fans installation Stormwater discharges directly to Lake Winnebago reduce annual Water Utility payments to Stormwater Utility Reuse of existing assets optimizes life cycle costs

Project Funding Project coincides with Water Utility debt retirement Project funding source Wisconsin Safe Drinking Water Low Interest Loan Program Repayment source will be through water user rates Anticipated water rate increases, rate case in final stage of preparation
