1 Background MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT SCHEDULE B REPORT MUNICIPALITY OF TRENT HILLS CAMPBELLFORD POTABLE WATER SUPPLY AND DISTRIBUTION SYSTEM - EXECUTIVE SUMMARY - The Municipality of Trent Hills (Municipality) is located along the Trent Severn Waterway in Northumberland County, north of Highway 401, in eastern Ontario. Campbellford, one of three urban communities within the Municipality, has a population of approximately 3,800 people and is serviced by a dedicated water supply and distribution system that is owned and operated by the Municipality. Refer to Figures ES-1 and ES-2 for a Location Plan map. A 2012 Inspection and Report for the Campbellford potable water storage tank identified that the community s single welded steel standpipe, originally constructed in 1996, is in need of interior and exterior rehabilitation. The rehabilitation work will require the standpipe to be out of service for approximately 8 to 12 weeks, during which time the community will require provisions to maintain water service and reduce risks associated with current treated water storage volumes. This need, coupled with the existing reliability and redundancy of the water treatment and distribution system, has led the Municipality to consider permanent upgrades that will not only service the Campbellford community during the standpipe rehabilitation, but also ensure the continued provision of safe drinking water well into the future. In January 2014, the Municipality retained (JLR) to undertake a Schedule B Municipal Class Environmental Assessment (Class EA) for the Campbellford Potable Water Supply and Distribution System (Potable Water System) to address both short and long-term storage needs and evaluate servicing solutions for the 20- year planning horizon. Public Consultation A consultation plan was developed for the project and a Notice of Commencement was published in the local newspaper, posted to the Municipality s website ( and mailed directly to mandatory stakeholders in January A Public Information Centre was held on June 14, 2014, to allow public review and comment on Phases 1 and 2 of this Class EA. A Notice of Filing the Schedule B Report was published in the local newspaper in August and September 2014, posted on the Municipality s website, and mailed directly to mandatory and interested project stakeholders. To date, all comments have been addressed, and there are no known outstanding requests related to this project. Basis of Design (20-year) During Phase 1 of this Class EA, future water demands for 2034 were projected by applying a 0.7% annual growth rate in Campbellford over the next 20 years to historical water demands. The following table identifies the existing (2009 to 2013 average) and projected (2034) water demands, used as a basis for this Class EA. August 28, 2014 ES - 1

The following table summarizes the primary and secondary system constraints identified with the Campbellford Potable Water System. 3 Municipality of Trent Hills Campbellford Potable Water Supply and Distribution System Class Environmental Assessment Schedule B Report Executive Summary Phase 1: Problem/Opportunity Statement The following Problem/Opportunity Statement was used as the basis for proceeding into Phase 2 of this Class EA: The Municipality of Trent Hills owns and operates a communal potable water supply system for the community of Campbellford that generally consists of a surface Water Treatment Plant, a potable water storage standpipe, and an underground network of distribution piping. While the system has been operating in accordance with all applicable legislation and is achieving all required water quality standards, there are certain constraints associated with the existing system that pose potential risks. In particular, the system is highly dependent on the existing potable water storage standpipe to provide emergency storage and supplement peak demands within the system during certain times of the year and under certain possible circumstances (e.g., fire incidents). This tank is nearing 20 years of service and a recent inspection indicates that rehabilitation work (i.e., coatings replacement) is required in order to maintain it in good operating condition. Taking the tank out of service to facilitate this work without backup would be challenging and a risk. In addition (and somewhat related to the above), the limited available storage at the WTP combined with the overall configuration of the high lift pumping and UV disinfection system poses certain operational challenges and other potential risks to the overall supply system. Phase 2: Identification and Evaluation of Alternative Solutions The following servicing alternatives were reviewed and evaluated in the context of their impact to the natural, social, economic, and cultural environments and in its effectiveness at addressing the various constraints associated with the Campbellford Potable Water System: Option 1: Do Nothing Maintain status quo, and consider investments the Municipality would consider within the next 5 to 10 years, regardless of the outcome of this Class EA (replace high lift pumps and UV disinfection system). Option 2: New Standpipe at the Existing Standpipe Location Install a new 5,200 m 3 glass-fused-to-steel standpipe immediately adjacent the existing standpipe, consider potential chlorination upgrades, and replace high lift pumps and UV disinfection. Option 3: Option 4: New Storage at an Alternate Location Install a new 4,300 m 3 elevated steel tower across the river from the existing standpipe, new chlorine injection system and replace high lift pumps, and UV disinfection. New Storage at the WTP Site Construct a new 1,800 m 3 capacity two-cell, below grade clearwell complete with baffling and a new high lift pumping station building, including high lift pumps, backwash pumps, and disinfection (if required) on the WTP site. 4 Municipality of Trent Hills Campbellford Potable Water Supply and Distribution System Class Environmental Assessment Schedule B Report Executive Summary Based on the detailed evaluation of servicing alternatives and input collected through the project consultation process, the preferred alternative was identified as Option 4: New Storage at the WTP, as it was the solution that had the most positive impact to public health, with the least overall negative impacts on the social, cultural, natural, and economic environments. Project Description In general, the proposed upgrades are described as follows: Construction of a new two-cell, below-grade 1,800 m 3 capacity (sizing to be confirmed during preliminary design) clearwell to be located at the existing WTP site. A preliminary review of the site has identified the Municipality-owned lot located northeast of the existing WTP/Firehall/Clock Tower Building to be the preferred location; however, this should be confirmed during preliminary design. Refer to Figure ES-3 for a preliminary site plan concept. Demolition of existing equipment (high-lift pumps, UV disinfection, and potentially the filter backwash pump) in the basement of the WTP and construction of a new pumphouse, disinfection (if required), and control building located immediately adjacent to the new clearwell. Refer to Figure ES-4 for a conceptual layout and process schematic currently envisioned. The new high-lift pump discharge would be equipped with a pressure relief valve and bypass line during existing standpipe shutdown to bypass flows beyond the system demand and reduce system pressure as required. The upgrades would include twinned forcemains leaving the WTP to provide redundancy, in case of a forcemain break. The Municipality would develop an action plan for taking the existing standpipe out of service for its required rehabilitation, which would limit the season that the work can be completed (i.e., during lower demand seasons) and include provisions for firefighting strategies and other emergencies. Opinion of Probable Costs A Class D level cost projection was prepared for the proposed upgrades and is presented in Table ES-3 in 2014 dollars. Class D estimates are defined as follows: Work Definition: A description of the intended solutions with such supporting documentation as is available (definition of project typically in the order of 1 to 5 %). Intended Purpose: To aid in the screening of various options prior to recommending a preferred solution (not intended to establish or confirm budgets). Level of Effort: is limited and expected accuracy could range from -25% to +50%. August 28, 2014 ES - 4

It is recommended that the proposed upgrades proceed as soon as economically and reasonably possible. August 28, 2014 ES - 5
