6 Eco-industrial parks: Global Assessment - Findings EIP is a valid approach for scaling up resource efficiency and cleaner production in industrial zones in developing and emerging economies! However: EIPs mean different things to different people Practice does not yet match ambition Process based interpretation appears most useful Good practice elements exist, yet need of a standardized approach in planning, development and management of industrial parks.

14 Compliance with national regulations An Eco-Industrial Park, as a collective entity and its residing companies, should be in compliance with all national and local level laws, regulations and standards that are set in scope of environmental and social management. In general, the compliance provisions are explicitly detailed in the environmental and social impact assessment of the industrial park The compliance with national regulations is the baseline for an industrial park to apply for becoming an eco-industrial park. It is recognised that compliance and enforcement levels can vary between countries. Therefore, in countries where regulatory frameworks have not yet fully matured, compliance refers also international conventions applicable to the park and its residing companies.

21 EIP: Bronze, Silver & Gold requirements Work in Progress Aim: to achieve a balance between developing a meaningful level of requirements and indicators that can appropriately distinguish genuine Eco-Industrial Parks from traditional or poorly performing industrial parks. Structure of the requirements: Topics: key topics and sub-topics which are considered relevant as components/ requisites of Eco-Industrial Parks and their environmental, social and economic performance. Criteria: performance indicators for each of the (sub-) topics, including clarification if the indicator is applicable to greenfield and/or industrial park. Requirements: minimum (bronze level), silver and gold performance level requirements for each indicator.
22 Defining the specific requirements for EIPs Work in Progress Focus on key environmental, social, and economic impacts, rather than focusing on very detailed requirements which may differ per industrial park Key focus on compliance + types of indicators as compliance with national and local regulations should be the minimum requirements for all industrial parks Aim for maximum three indicators per (sub-) topic in order to keep indicator set practical and manageable Include indicators which can be monitored, managed or influenced by the park management or companies in the industrial park Consider data availability, measurability and confidentiality. Indicators should not extensively burden the park operator entity or companies Achieve a balance of qualitative and quantitative indicators
