1 Summary Energy Market EPC Long-term electric power demand forecasting for the planning needs of PSE Operator S.A. until 2030 The paper summarizes the key assumptions and calculation results of long-term peak electricity demand in the Polish power system, which are the outcome of a R&D project [1] commissioned by the System Development Department of PSE Operator S.A. Based on an advanced research and analytical methodology, the comprehensive long-term peak electricity demand report takes into account the key macroeconomic assumptions as well as the directions of changes in both the domestic and global economies following the 2008 crisis. Surprisingly enough, in the model electric power demand calculations the authors come to a conclusion that peak electricity demand in winter equalizes with that of the summer period. 5 Maciej Stryjecki (Doradztwo Inwestycyjne Sp. z o.o.) Renewable energy market development forecast to 2020 and towards 2030 The author provides a renewable energy forecast for Poland to 2020 and beyond towards 2030, identifying feasible investments in renewable resources as compared to the plans and goals specified in the documents and declarations issued by the Polish and European authorities. Planned to be prepared until the end of June 2010, the most important document setting up a 10 years perspective for renewable energy sources, the action plan to Directive 2009/28/EC shall identify measures and mechanisms to reach indicative goals regarding the participation of RES in the domestic energy mix until the year For Poland, the share of green energy in the primary energy mix is planned to reach the level of 15%. The action plan, which is supposed to define the extent to which the potentials of particular RES should be utilized for the production of electricity, heat, cooling and fuels in order to achieve the assumed goal, shall be submitted to the European Commission for approval and assessed for progress in implementation every two years
2 29 Bogdan Ekstowicz, Ph.D. (Egis Poland) - Political, social and economic determinants of nuclear power development worldwide: the French experience and its implications for Poland The paper describes nuclear energy worldwide along with technological and social conditions for its development, presenting the economics of nuclear power and the achievements and positions of the leading market players. Additionally, it focuses on France s experiences and promotion of nuclear power in Europe and worldwide: During the conference held on 12 March, 2010 in Paris, President of France Nicolas Sarkozy tried to convince the representatives of over 60 countries of the need to utilize nuclear power, presenting the French model energy mix in which nuclear power is predominant (over 75%) as a model to be followed by other countries. President Sarkozy considered it highly unreasonable that the World Bank and other financial institutions refrained from supporting nuclear power development. Moreover, the author provides an overview of the industry policy and plans for nuclear energy development, emphasizing the role of Poland s nuclear energy programme, which should be adopted by the end of June Technology 41 Prof. Waldemar Kamrat (Politechnika Gdańska), Tadeusz Szczepański (PSE Północ) Selected issues of the construction and maintenance of extra high voltage networks The authors explore the development of electric energy transmission solutions and the usage of new cost-effective overhead and cable networks technologies. This reliable and comprehensive report presents the directions of development of HV substations and key tendencies in network construction. Apart from technical aspects, the authors also emphasize the most serious investment problem in Poland, which is the complicated process of obtaining permissions, location decisions, rights of way, etc. The present formal and legal requirements are usually a major hindrance and the network condition and, in some cases, the impossibility of switching off a line, can turn simple maintenance work into a real challenge. 131
3 Ewa Strużewska Long-term strength of composite line insulators The author describes an extensive research programme in composite line insulators operating in variable load conditions, which was ordered by PSE Operator SA and carried out by the Institute of Power Engineering (Instytut Energetyki). The results were discussed during a sum-up meeting organized by the Grid Maintenance Department of PSE Operator SA and held in the company s seat on 24 Nov Grzegorz Dybka Using thermovision camera for determining the operating conditions of capacitor voltage transformers The article focuses on the results of thermovisual monitoring of capacitor voltage transformers. In Polish power system there are currently several hundred EHV capacitor voltage transformers, with half of them operating for over 25 years, thus already exceeding their design life. However, the idea of smart metering is something more than just replacing all the induction meters installed in the houses connected to low voltage networks, and initiating the transmission of measurement data to the central and local data centres

(Wrocław University of Technology) Functioning of power system operators in case of an energy security crisis The article provides an insight into functioning of TSOs and DSOs in cases of threats to energy security in the light of the currently valid laws and regulations and upon amendment of the Polish Energy Law. The presented scenarios include threats affecting energy supply and national energy security as well as system blackouts, blackout threats and threats to power system security, with each of them being analyzed in the aspect of energy supply and consumption limitations. Moreover, the blackout scenario was complemented with an analysis of loss of supply continuity. This extensive research programme was based on domestic laws and executive acts and the instructions of transmission and distribution system operation and maintenance. The paper presents various aspects of functioning of power system operators in a number of energy security crises, including their roles, duties and economic responsibility. Additionally, the relevant requirements resulting from amending the Polish Energy Law are discussed. 109 Anna Walaszek-Pyzioł, Prof. Ph.D. Information duties of Transmission System Operator after the amendment of the Polish Energy Law In force from 1 January and 11 March 2010, the recent amendments to the Polish Energy Law are aimed at implementing the provisions of the European Parliament and Council Directive 2005/89/EC of 18 Jan concerning measures to safeguard security of electricity supply and infrastructure investment (Official Journal of the European Union, L33 of 4 Feb. 2006). The article provides an 133
