1 Invitation Danish District Heating Road Show POLAND - MAZURIAN REGION From 8-12 October 2012 In cooperation with the Danish Embassy in Warsaw and The Polish Chamber IGCP, DBDH takes pleasure in inviting you to join a District Heating Road Show in Poland which will take place during 3-5 days from 8 October-12 October in the north-eastern part of Poland. The proposed road show is a follow-up on our good relations in Poland, most recently in March this year, when a District Heating Conference in Wroclaw had significant Danish presence. We are aiming at establishing a cooperation platform between the members of DBDH and IGCP (Polish Chamber for District Heating).

2 BACKGROUND HEAT PLAN FOR DENMARK SHOULD BE TRANSLATED INTO A HEAT PLAN FOR EUROPE said Frederic Hug from GDF Suez during The District Heating Forum held in Wroclaw in March Poland is now facing more challenges regarding the implementation of EU solutions, especially when it comes to RES and energy efficiency. Looking at the quality level of district heating in Denmark, IGCP is convinced that Denmark has successfully dealt with the problems, hence IGCP would like to learn from the Danish experience by establishing a Polish- Danish District Heating Platform. On the basis of the Polish Act on Support of Heating Modernization and Renovation, financial support may be granted for projects aimed at district heating modernization understood as: activities in the result of which heating demand of a building decreases activities in the result of which heat losses in heating networks decrease interconnection to a central heat source (instead of local heat source) exchange of a conventional energy source for renewable energy source or combined heat and power generation source The major expected outcome of the Road Show will be the heating/cooling knowledge and technology transfer from Denmark to Poland, contributing to the Danish export increase in the district heating market and at the same time developing the Polish market for district heating and cooling into more innovative and energy efficient one. 3 THE PROJECT The Road Show will bring a Danish business delegation to Poland for a week of practical seminars and B2B meetings taking place at Polish DH companies sites in the north-eastern part of Poland, the so-called Mazurian region (MAZURY). Most of the DH companies in this region are still communal ones and at the beginning of their transformation phase. The sites have been identified in advance in cooperation with the Polish Chamber IGCP. The identification has put focus on finding those DH companies in Poland that are planning investments in DH renovation or development (i.e. transformation to another energy source, CHP, etc.) and are interested in being visited by the Danish delegation and in establishing cooperation. Snapshots from Polish DH delegation visiting Denmark, Autumn 2010 The agenda for the whole week of the Road Show in Poland will cover the most interesting topics for the Polish and Danish group with a view to future possibilities for cooperation. DBDH has invited Managing Director of VEKS, Mr. Lars Gullev, to participate in the Road Show as an energy expert, and further the delegation will be accompanied by Katarzyna Wojda, Danish Embassy, and Pia Zimmermann, DBDH. In general, the visits begin with a theoretical introduction a brief presentation of the Polish hosting company (its technology, solutions, business scope and challenges) and the Danish delegation members. The Danish delegation is also offered a site tour around the running power plants in Poland to see the challenges in practice. The visits during the week will give your company a first hand insight in the challenges and need of your potential customers in Poland, and bring you in close contact with the sector and companies that are prioritizing new investments in the District Heating Sector with a wish to cooperate with Danish companies.

6 DISTRICT HEATING COMPANIES IN THE NORTH-EASTERN REGION OF POLAND CLIMATE: The North-Eastern part of Poland is featured by the lowest temperatures in the country. For instance, in Białystok, the average temperature in January over the last five years was -3.1 C and remained the lowest in Poland. The temperature during the cold season in the last few years was recorded to range from 0.7 to 4.1 C. The average temperature in the cold season was 2.2 C. The amount of cold days amounted to 50-60, while frost days from 110 to 138 and the snow cover lasts for THE NUMBER OF COMPANIES: The region has over 60 functioning district heating companies, mainly small and medium sized. Big companies are MPEC (municipal district heating company) Białystok, EC (combined heat and power plant) Białystok and MPEC Olsztyn. THE COMPANIES PROFILE: Most of the companies specialise in heat production and distribution. EC Białystok focuses only on heat production. Some district heating companies, besides their main activities, deal with other areas of municipal economy waterworks and waste management. THE STRUCTURE OF OWNERSHIP: The majority of district heating companies are municipally owned. Some district heating companies located in the small towns are owned by Dalkia Term part of Dalkia consortium. In contrast, Energa OPEC Ostrołęka belongs to Energa Group. The heat and power plant Białystok is owned by Enea Group which is part of the State s Treasury. THE TECHNICAL STRUCTURE: The listed companies own district heating and heating plants. Only in very few instances the companies own also district heating companies (EC Białystok, PEC Płońsk, PEC Suwałki). The main source of fuel used in heat energy production is culm (fine coal). The examples of investments carried out by district heating companies in this region which are based on renewable energy resources or CHPs: A) PEC PŁOŃSK After its modernisation, PEC Płońsk was re-opened in 2008 for exploitation as combined heat and power plant powered by biomass. Every year, the plant combusts more than 25,000 tons of biomass and the use of culm is limited to over 10,000 mg (approximately 70%). The wood chips are basic fuel used to produce over 67% of heat energy and 100% of electricity. The district heating company in Płońsk is considering carrying out a new investment: a construction of CHP powered by natural gas. B) PEC SUWAŁKI In 2008, PEC Suwałki completed an investment of CHP bloc which produces both heat and electricity fuelled by culm. Moreover, PEC Suwłaki also considers building another CHP bloc which would be powered by liquid gas (LPI). C) MPEC BIAŁYSTOK MPEC Białystok is preparing to build a CHP within the district heating plant West ( Zachód ) which exploits natural gas in the production process. Its foreseen heat capacity will be 7 MW and electric capacity 8 MW. DBDH - direct access to district heating technology

7 D) MPEC RYPIN In 2012, MPEC Rypin initiated a project aiming at reconstructing the existing heat and power plant fuelled by coal and replacing this source by a heat source which would be generated from combined heat and power obtained from natural gas combustion. On the account of this investment, local coal boiler-rooms will be removed, CO2 emissions and culm usage will be reduced by nearly 50%. In consequence, dust, carbon monoxide, nitric oxide and sulphur dioxide emissions will reduce considerably. E) MPEC OLSZTYN Olsztyn is planning to build a new district heating plant by 2017, which besides providing heat and electricity supplies, may also resolve the problem of municipal waste. The most beneficial fuel in case of combined heat and power production would be natural gas. At present, the residents of Olsztyn are supplied with heat from MPEC Kortów and district heating plant of Michelin consortium. The municipal company supplies the city with 60% of heat, while Michelin with the remaining 40%. F) ZEC WOŁOMIN The company has initiated an investment project of building CHP fuelled by natural gas. The CHP will consist of cogeneration networks with total capacity of approximately 8 MW electricity and heat capacity of around 8 MW, fuelled by natural gas. In the summer season the energy production generated by CHP will satisfy the demand for hot water in town. Some of the projects carried out by other district heating companies from the region are funded by the Eco Fund ( Eko Fundusz ), for instance in Czarna Białostocka or by the preferential loans provided by the National Fund of Environment Protection and Water Management (PEC Pisz). Besides using culm in heat energy production, some other companies set up installations fuelled by biomass made of wood chips (EC Białystok), energy tree such as hybrid poplar, tree and plant waste (PEC Grajewo) or bark and finely ground wood (PEC Pisz). GENERAL POLITICAL COMMENT: During the European Economic Congress (14-15th May 2012), the Former Polish Prime Minister and the President of European Parliament Prof. Jerzy Buzek, has underlined the significance of decentralised energy sector as well as heat pumps technology in Poland. According to Prof. Jerzy Buzek, Poland possesses the necessary conditions to apply heat pumps technology on a large scale. It is necessary to increase the energy efficiency and develop small-sized power plants driven by renewable energy sources, he said. The Former Prime Minister has presented the relevance of the decentralised energy sector on the examples of such countries as Denmark or the United Kingdom. Supporting decentralised energy production may help promoting the trend which would lead to more eager implementation of RES technology in buildings. It would allow activating considerable but unused energy saving potential slumbering within the Polish society. The example of Energy Agreement which Denmark has adopted, shows how important is the energy strategy for long-term internal country security. In March 2012, the Danish government and Danish Parliament adopted the Energy Agreement which is the long-term national energy strategy aiming at providing the energy security for the country. The presumption is that by 2050 Denmark will be entirely independent from energy derived from fossil fuels. It means that in 2050 total energy consumption in Denmark will originate from the renewable energy resources. Poland is now on the stage of adopting the new Energy Law (so called tri-pack), and highly efficient cogeneration as well as decentralised energy production, with a focus on RES as fuels, is one of the key elements of the upcoming changes in the Polish energy landscape.
