1 AQUAPROTECT PARTNERS SEARCH ATLANTIC AREA ACTIVITY WATER QUALITY IN HARBOURS CONTEXT The Basse-Normandie Region, chairing the Atlantic Arc Commission, is actually building a policy aiming at gathering Research centres, Universities, companies and regional public authorities to define an Atlantic Strategy based on Marine Innovation. MIRIADE (Regional Agency for Innovation and Business Development of Basse-Normandie) is driving this Atlantic Strategy by including a large number of partners from the Atlantic Area and get them involved into European projects around Aquaculture and Coastal Protection. Hence the organization of 2 Networking and Operating Workshops (NOW) which took place in Deauville (France, June 2008) and Brussels (Belgium, October 2008). MIRIADE has decided to resume the variety of the exchanges into one big project called AQUA PROTECT. The main objective of AQUAPROTECT is to provide an Atlantic basis for the development of modern, sustainable and competitive projects on the Atlantic Coast of Europe. AQUA PROTECT is composed of 3 main axes: AXE 1: Water Quality AXE 2: Farms exploitation AXE 3: Environmental Aspects Each Work Package is composed of 3 or 4 sub-thematics, born in Brussels during exchanges between European experts. MIRIADE is working on the coordination of the projects but will not appear as a Project leader or as a Partner in the consortium
2 PROJECT PROPOSAL Resume The transnational project Water Quality in Harbours aims at managing in a sustainable and integrated way the maritime resources located in a port area. It includes two complementary scientific approaches aiming at first testing then installing common tools of the environmental quality follow-up of harbour water. Water quality rises mainly from the activities practised in port area. Therefore a European approach is needed to its installation, following stricto sensu the European regulation. Objective Establishment of terms and conditions for the installation of a transnational expert system focused on a balanced management of the water uses and a follow-up of the environmental quality of a port area. Transversal application (optional for some partners) Capitalization of experiences for the realization of a harbour contract which aims at harmonizing the different and complementary structures working on a port area: - realization of the initial inventory - definition of an action plan including effective projects for the improvement of the harbour contract. Work Package 1 Development of a space installation system for all activities practised in harbour waters (characterization of water stretch, definition of the environmental risks ). 1. Upstream: study of the European regulation, in particular the directive of June 17, 2008 (possible translation in the Member States), but also of the green book on the maritime policy. 2. Downstream: analyze of possible repercussions of this type of device (impact on the aquicultural cultures, on tourism ). 3. In parallel: impact of the rejection of waste water coming from the urban areas located near the port: evaluation, possible actions. Work Package 2 Installation of a SQT procedure adapted to the port areas and based on the environmental quality. 1.In situ monitoring: metal rates of contamination in the macrobenthos filterer, in the sediment and in water (immersion of cages) relative abundance of two micro-organisms (bacterium and micro-algae) quality of the sediment through the characteristics of organic matter (CO, S, IH, IO)
3 2. Ecotoxicology: Biotests in mesocosme on the macro benthos, larvae (oysters and sea urchins in partnership with SMEL), and application of sponges in port areas like bio accumulating of heavy metals. 3. Monitoring Expertise in the monitoring of the quality of water (tools, procedures) and in the analyze of various types of contaminants (hydrocarbons, disturbing endocrines, ) Work Package 3 -Realistic simulation of hydrodynamic forcing, dispersion of pollutants in solution, characterization of the water masses. -Construction of modules and simulation of the transfers of pollutants towards the water, biology and sediment compartments. -Simulation of non-cohesive sedimentary transport. -Development of new methods of physicochemical analysis of the sediments or sea water. Partners involved in Cherbourg (Normandy, France) - Urban Community of Cherbourg - CORRODYS (laboratory specialised in bio-corrosion) - INTECHMER (laboratory specialised in oceanography) - IRSN (laboratory specialised in nuclear radio-protection) - LASEM (laboratory specialised in physical/chemical analysis of sediments) - Préfecture Maritime Manche et Mer du Nord - SMEL Partners involved in the Atlantic Area : - Instituto de Hidraulica Ambiental, University of Cantabria (Spain) - Plymouth Marine Laboratory (England) LOCATION OF THE PROJECT Atlantic Area EXPECTED PARTNERS Ireland, Ulster, Scotland, Wales, Portugal
