3 Why are we Here? To present BBK Bottle Depot s business plan to expand recycling services in Prince George To ask Council to rezone the subject properties to C6: Highway Commercial To ask Council to amend the C6 zone to include Intermediate Recycling as a permitted use 3

8 Official Community Plan Properties are designated for Urban development. In order for commercial development to be approved without an amendment to the OCP, the following policies must apply: Policy Where existing neighbourhoods are well served by local commercial uses, any expansion is supported only in compliance with Policy 8 under Established Neighbourhoods in Chapter 6. 8
9 Official Community Plan Policy Non residential use in established neighbourhoods should be considered only where the proposed use: a. Is situated at the perimeter of the neighbourhood, fronts a major road, OR is part of or adjacent to an established neighbourhood focal point, such as... local commercial service centre b. Incorporates building design and landscaping that provides an appropriate and compatible physical transition from adjacent residential use c. Allows for suitable buffer and landscape screening from adjacent residential use d. Does not contribute intrusive vehicular to local streets in the area 9

12 C6: Highway Commercial Existing Permitted Uses (non-exhaustive) Arcades, Auctions, Building & garden supply, Offices, Indoor recreation, Restaurants, Drive in restaurants, Convenience retail stores, Liquor retail stores, Recycling Centre, minor, Financial services, Household repair services, Service Stations, Vehicle Rentals, and Vehicle Wash. Additional Proposed Permitted Uses Recycling Centre, Intermediate Definition: buying, selling, collection, sorting, bailing, packing, and temporary storage of recyclable materials including cardboard, plastics, glass, paper, bottles, cans and similar household goods and electronics (computers, TVs, cell phones, radios, stereos), household appliances (blenders, toasters, coffee makers, vacuums), office equipment (photocopiers), and batteries (dry cell, rechargeable, wet cell), where all storage is contained within an enclosed building. This use does not include waste management or wrecking yard. 12
