Historically Clayton, and surrounding suburbs were used for sand quarrying dating back to the 1890s. Since acquiring the sites, Transpacific has continually strived to provide open and honest communications to meet community needs and has made substantial investments in best practice technologies and infrastructure upgrades to ensure our facilities remain environmentally compliant. As Australia s leading waste management company, sustainability is fundamental to the way we operate and we incorporate our recovery recycle reuse philosophy throughout our operations. 2 Recover Recycle Reuse Above: Transpacific s progressive rehabilitation of the Victory Road site is visible along Clayton Road. Remediation Remedies Transpacific conducts rigorous and ongoing environmental monitoring and engineering activities across our Clayton sites to ensure we meet environmental compliance and can respond to any issues as a matter of priority. A vital part of our ongoing remediation plans is the substantial investments we ve made in infrastructure upgrades at our landfills and transfer stations. We undertake numerous actions to minimise odour, dust and litter which are all identified in our Remediation Action Plan Summary. You can access a copy at our Clayton community webpage or by visiting our Community Information Centre located on Victory Road in Clayton. 24/7 hotline Transpacific has implemented a 24/7 hotline so you can talk with us about any concerns more easily and at any time. Please rest assured we take your concerns and questions seriously and ALL calls are registered and responded to within 24 hours. Above: Litter monitoring is undertaken daily across our sites.
3 Planning for the Future Transpacific expects current landfill activities to be largely complete by 2017, however this is dependent on a number of variables so this date should be treated as a guide only. Although landfills cease to operate once filled, our environmental management of the sites will continue for up to 30 years after closure, depending on the site. In the meantime, Transpacific is working closely with Kingston City Council and other governing and regulatory bodies to plan and discuss potential future uses of our sites post closure. The Victorian Government, supported by Sustainability Victoria, developed a 2013 Draft Statewide Waste and Resource Recovery Infrastructure Plan (SWRRIP) for industry and public consultation. The plan outlines Victoria s waste management and resource recovery infrastructure, and assesses projected waste volumes and infrastructure gaps as a consequence of Melbourne s rapid population growth and urban development. It also identifies key residential and industrial growth areas, strategic freight corridors and logistics hubs. Clayton is highlighted as a Strategic Hub in the Victorian Government s plan, due to its central location within the geographical population centre of Melbourne, well serviced by major arterial roads including the proposed Dingley Bypass, and its vibrant retail and commercial precincts. Our Vision for Clayton Fraser Road Transpacific s Fraser Road site is located on the corner of Deals Road and Osborne Road in Clayton South. Landfill operations are expected to cease in 2017, at which time we will commence an extensive rehabilitation program to remediate the site. Whilst landfill operations at Fraser Road will cease, Transpacific is proposing to construct and operate a fully enclosed stateof-the-art Waste Recovery and Transfer Centre to process green organic, commercial, industrial and municipal waste There will be NO on-site storage of waste or composting of organic material. Once materials have been received and de-contaminated, the residual waste will be transported off-site to either composting or other landfill facilities. The facility will replace a large inactive shed that already exists at the site in the north western area surrounded by an industrial precinct. The construction works for the new facility will not impede on our landfill rehabilitation efforts. Most importantly, the Waste Recovery and Transfer Centre aligns with community aspirations and Kingston City Council s vision to phase out landfills in the Clayton area. Our mission is to accomplish innovative waste and environmentally sustainable resource recovery procedures with no impact on the community. As the Melbourne metropolitan region continues to grow, a 30 year vision for managing Victoria s waste and resource recovery challenges was developed in the 2013 Getting full value: the Victorian Waste and Resource Recovery Policy. The policy is a component of the Victorian Government s economic and environmental strategies to resolve Victoria s rising waste management challenges and to guide actions over the next ten years to improve waste management and resource recovery industries and generate economic productivity. As an established operator in Clayton, Transpacific remains strongly committed to the safe and responsible management of waste, regulatory compliance, environmental protection and enhancement of the communities in which we operate. Waste Recovery and Transfer Centre The Waste Recovery and Transfer Centre at Fraser Road, will receive waste that is currently sent to landfill. Waste vehicles will drop their loads in an enclosed facility with sealed roads, odour suppression and noise reducing features. The current issues with birds, odour, dust, mud, noise will be largely eliminated. The centre will receive commercial and industrial waste as well as household waste. All waste will leave the centre once it is compacted into container style trailers and NO waste will remain overnight. Transpacific will also construct an education facility at Fraser Road, to expand its education program to provide local school children with the opportunity to witness the sorting of waste and to educate them on the benefits of recycling, the waste management hierarchy and the role of landfills and transfer stations. Our focus will be to implement best practice techniques over our day to day operations to minimise any impact on the community and apply continuous improvement practices to sustainably divert waste from landfill. Green Waste and Organics Transfer In 2014, Transpacific was awarded a portion of the South East Organics Contract for the provision of organic waste processing services on behalf of eight councils: Kingston, Monash, Bayside, Casey, Cardinia, Frankston, Glen Eira and Greater Dandenong. The contract is designed to meet the needs of these communities over a fifteen year period and takes effect in April The objective of the South Eastern Organics Contract is to establish a strategic network of organic processing facilities across metropolitan Melbourne to achieve the Victorian Government s long term objectives to manage different waste streams produced as Victoria s population increases and to minimise waste to landfill. NO composting or on-site storage of organic waste will occur at the site. Currently, green waste processing facilities in the south east region do not have the capacity to meet future demand. Consequently, there is a genuine need for best practice organics waste processing facilities that are conveniently located and that use leadingedge technologies.
5 CLAYTON Community website Our community website provides access to a range of information about our operations and residents can register for a site tour. More Grounds for Kingston City Football Club An exciting component of Transpacific s rehabilitation program for the Fraser Road site, will be to work with the Kingston City Football Club to hand over an allotment of land. The additional area will assist the club to prosper by expanding its training facilities and attract more memberships. Transpacific will continue to support the community as part of our ongoing operations at Fraser Road and aim to generate economic benefits for the community and employment through our business growth. Deals Road - closed Although the site is inactive, Transpacific continues to monitor any surface emissions and maintains 25 air pumps that are installed in gas extraction wells to maintain permissible leachate levels. Results from this monitoring are used to identify where to top-up interim cover with clay to minimise any surface odour. The site is not yet capped and may require further filling of the existing cell so that capping works can progress and our rehabilitation program can be completed. Henry Street Landfill - closed Whilst the site is closed, clean fill is received for rehabilitation activities only. Transpacific is using the clean fill material to shape the site to its approval final contour level so that rehabilitation works can be completed. Above: Kingston City Football Club. Carroll Road Transfer Station Also known as the Clarinda Landfill and Transfer Station, our Carroll Road site in Oakleigh South contains an active solid inert landfill and transfer station. Filling in the current landfill cell commenced in February 2014 and is expected to cease in The transfer station is open to the public for disposal of hard green waste, solid inert waste such as timber, metal, mattresses and demolition waste including concrete and bricks. Transpacific leases the site from the Commonwealth Golf Club and will hand back the site once rehabilitation works are completed. Clayton Road - closed The site was a putrescible landfill which closed in 1989 and has since been fully rehabilitated and landscaped. Ryans Road - closed This former solid inert landfill closed in A portion of the site is used for a range of recreational activities including the Go Kart, motorcycle and pistol clubs. Transpacific is planning further rehabilitation works for the site which will result in a fully grassed area. Victory Road Green Waste Transfer Station The site is active with transfer station activities to be relocated to Fraser Road in However, the landfill which is currently closed at the site, will re-open in late The landfill will accept solid inert waste and is expected to fill by 2016, at the same time, Transpacific commenced its rehabilitation program for the site.
6 Community Engagement We know the key to being a long-standing and successful business in Clayton is not just focusing on the business operations but also being a good community member, which is why we proudly support the Clayton community through sponsorships, grants, education and community support programs. Transpacific understands the importance of supporting the local community in areas of its operations and has placed great emphasis on building relationships with residents and stakeholders in Clayton. The program has hosted: Heatherton Christian College, Westall Secondary College, Geelong Grammar and Emerald Secondary College.
