Table of contents 1. Regulatory bodies and their tasks in the context of the SNF removal 2. Documental background of nuclear and radiation safety regulation at the STS 3. Regulatory process and findings of supervision over the SNF removal 4. Further steps
Part 1 Regulatory bodies and their tasks Scope regulation of radiation and environmental safety and supervision over implementation of the remedial operations at the SevRAO facility
State regulation of radiation safety
State supervision of nuclear and radiation safety is implemented by: The Federal Medical Biological Agency (FMBA of Russia) The Department for the State Supervision of Nuclear and Radiation Safety under the RF Ministry of Defense (DSS NRS MoD RF)
State Supervision implemented by the RF Ministry of Defense Objectives PREVENTION REVELATION STOP violations by organizations involved in the SNF and RW management, requirements for NRS&S Tasks Periodic surveillance of compliance with the requirements Arrangement and performance of execution tests Taking measures aimed at stopping and/or mitigation of consequences of the revealed violated requirements for NRS&S
Tasks of FMBA of Russia Independent analysis of the situation Assessment of radiological threats Development of the regulatory documents Supervision, control, monitoring Emergency response Expert review Order over FMBA of Russia of 20 November 2001 No 110 on «Medical and Sanitary Support of Workers at the SevRAO Facility» The RF Government Directive of 21 August 2006 No 1156-r
Agreement on cooperation Between Ministry of Defense of the RF and NRPA Project for Development of documents on implementation of the NRS supervision during manufacture, tests, operation, storage and decommissioning /dismantlement of Nuclear Facilities and Nuclear Powered Installations involved Was signed on December 12, 2007
FMBA NRPA Regulatory Support Projects FMBA of Russia NRPA Agreement between Russian & Norwegian Ministries of Health Was signed on November 13, 2008
Part 2 Documental background of nuclear and radiation safety regulation at the STS
Regulatory Documents developed by the FMBA for SevRAO Requirements to provide radiological protection of the personnel and the public Criteria and norms on remediation of sites and facilities contaminated with man-made radionuclides Arrangement of the environmental radiation monitoring in the operational area of the STSs Requirements for industrial waste management The Operational Radiological and Medical Criteria for the Initiation of Emergency Protective Actions
Norms of remediation
Regulatory Document developed by the DSS NRS MoD RF for SevRAO Guidance «Safety assurance during management of radioactive waste containing nuclear materials at the facilities under the State Atomic Energy Corporation «Rosatom» in the Northwest Russia»
Requirements to support safe management of products containing nuclear materials (NM) Radiation hygienic and organizational, including those concerning: Safety and protection of workers Technological processes and equipment Radiation monitoring Personal protection of workers Radiation protection optimization The procedure of ascription of the NM containing products to the RW category is specified PBYa Workshops for SRW and LRW management do not assume to Accept the NM containing RW in amounts > 300 gram
FMBA expert review of the design documentation Technological regulation on discharge and removal of conditioned SFA (designer VNIPIET) Technological regulation on inspection and preparation for removal of unconditioned SFA (developer RRC Kurchatov Institute) Special conditions for SFA acceptance at the PA Mayak (developer RRC Kurchatov Institute) The goal of the expert review: Analysis of compliance of the made design decisions with the laws and documents of the supervision bodies, which regulate the requirements for protection
Part 3 Regulation process and findings of the SNF removal supervision
Experience of the SNF removal from Gremikha (2008) Prediction of doses to workers involved in the RW and SNF re-loading from 2 to 15 msv Real dose values injured by workers when the SNF reloading from 0.02 to 0.95 msv
Operational stages at Andreeva Bay (2010) Stage I - January-June preparation for discharge and the SNF discharge from the Dry Storage Facility (DSF) Stage II July-September - change of container location with unconditioned SNF Milestones: 8 June termination of planned SNF re-load from the DSF No2 to the Serebryanka 10 June «Serebryanka» provides Atomflot with 6 protective containers TUC-18 containing 290 SFAs 18 June termination of TUC-18 relocation from Serebryanka to the accumulation site of the Atomflot facility 19 July arrival of the special train for the SNF removal
Assurance of Radiation Safety and Protection Restricted permission to handle the radiation sources Recognition and observance of the norms and rules Sufficiency of the containment barriers Work conditions, PPE application Reference levels, arrangement of radiation monitoring Arrangement of the system for informing about the radiation situation Measures when planning the excessive exposure in case of emergency Over the operational period, Facility has developed the plan of organizational technical measures and reference levels and coordinated those with FMBA
Radiation situation parameters
FMBA Supervision Radiation situation monitoring was being performed using portable and stationary measuring tools available at the Facility and at the Serebryanka. ASKRO at the 2А unit and near decontamination unit of the Dry Storage Facility has the following detection units: BDMG100-07, BDMN100, UDRG50, RAV20 Personal dose monitoring was being carried out using DKG-АТ2503; in addition, the Serebryanka screw members have dosimeters DVG-01 of the AKIDK-301 system
Average doses to the different categories of the STS personnel in comparison with the permissible ones
Doses during the stages of preparation and the SNF removal
Doses during the stages of preparation and the SNF removal
International Exercise in case of emergency at Andreeva Bay (2006)
Training in Gremikha (2009)
Monitoring of performance reliability Personal Digital Assistant Cordless unit to record ECG and psycho-physiological characteristics
Datamap Computer map of radio-ecological data over the STS at Andreeva Bay has been arranged

Part 4 Next Steps in Regulation 1. To ensure and support performance of independent expert review of the design documentation; safety justification over the new-built facilities and radiation hazardous operations at the SevRAO
2. To analyze safety justification of the design decisions on arrangement of the container site for the SNF and RW storage, as well as of hot chamber at the premises of NIIAR in Dimitrovgrad city, Uliyanovsk region. 3. To provide control of the SNF and RW transportation over the territory of Russia and to ensure preparedness of powers and resources of the FMBA of Russia for operation under conditions of potential radiation accident in respect to the cargo transported.
