2 Law of Ukraine «On Use of Nuclear Energy and Radiation Safety» of 08-Feb-1995 Article 22. The State regulation of safe use of nuclear energy envisages: Set criteria and requirements (NORMATIVE REGULATION); Grant permits/licenses (LICENSING); Supervise over compliance with criteria / requirements and licensing conditions, including enforcement (SUPERVISION). 2
3 The State Nuclear Regulatory Inspectorate of Ukraine (SNRIU) Established as SNRCU according to Decree of the President of Ukraine 1303 of 5 December 2000; The SNRCU was renamed to the SNRIU according to Decree of the President of Ukraine 1085 of 9 December 2010; The SNRIU Provision was approved by Decree of the President of Ukraine 403 of 6 April 2011 SNRIU reports to the Cabinet of Ministers of Ukraine; SNRIU is independent from the State agencies, establishments and officials whose activity is associated with the use of nuclear energy. 3

6 Design - documentation for the construction of architecture objects, consisting of drawings, graphic and text materials, engineering and cost calculations that determine urban, spaceplanning, architectural, structural, technical and technological solutions, cost parameters specific object architecture, and meets state standards, building codes and regulations. 7 Design documentation & work Design documentation - approved text and graphics, which are determined by urban development, space-planning, architectural, structural, technical, technological solutions and cost estimates of construction projects; design work - the work associated with the creation of design documentation for construction projects; 7
8 Design stages of Nuclear Instalations (NI) NI design is performed in three stages: Feasibility Study; Feasibility study is developed on the basis of the customer task for production facilities and linear facilities engineering and transport infrastructure that require detailed study of relevant decisions and identify options for and feasibility of construction. Design; The design is developed on the basis of design task, initial data and approved the previous stage under three-stage design. Detailed documentation. 8
9 NI Configuration & Modification Configuration NI - NI condition, which is defined in the NI design and operational documents, developed on the design basis. Modification - Any change approved in due course of the NI design and / or NI management system under NI life-cycle stage "construction", "commissioning", operating" on modernization / renovation or other purposes. Modification object - an object which is supposed to modify, or one that is under modification before its introduction into operation. 9

11 The decision on modify The operator determines the need for modifications on their own initiative based on the analysis of operational experience (national or international), the results of periodic safety assessments, analyzes operational reliability of system components important for safety (SCIS), or pursuant to the regulatory requirements of the SNRIU to bring NI safety in accordance with applicable rules and regulations on nuclear and radiation safety. 11
12 The purpose of modification Modifications are held to enhance NI safety and reliability of its systems, elimination of failures detected during operation NI, increasing capacity factor, improving the maintainability of systems, reducing radiation exposure to personnel, reducing maintenance costs of SCIS, reducing the probability of human error, extend the lifetime of the individual SCIS etc. 12
13 Modifications associated with changes in NI configuration changes in NI buildings and structures design, SCIS designs or specifications, software of safety related process; safe operation limits and conditions change, established by NI design and technical specification of NI; Changes in technical specification, instructions to eliminate accidents, radiation control regulations and other operational documents, which must be approved by the SNRIU in accordance with the requirements on nuclear and radiation safety; combination of the above changes. 13
14 Responsibilities of the operator regarding storage of data on modifications The operator must provide the collection, analysis and storing information of all modifications of the nuclear installation. Information regarding implemented modifications must always be kept until the end phase of decommissioning of a nuclear installation. 14
15 Stages of modifications When design changes, construction or performance of SCIS, software, NI buildings containing SCIS, the operator shall develop and agree with the SNRIU technical solutions to established stages of modification (concept development, installation and commissioning, introduction to the research and / or industrial operation): conceptual solution on the modification; technical solution on the commissioning; technical solution on the introduction into research operation; technical solution on the introduction into industrial operation. 15
16 Justification modifications Documents regarding changes in limits and conditions of safe operation, set by design and technical specification of NI, changes in technical specification, instructions to eliminate accidents, radiation control regulations and other operational documents to be agreed with the SNRIU in accordance with applicable rules and regulations nuclear and radiation safety, must be provided to SNRIU for agreement, together with the documents justifying them. 16
17 Approval and agreement of modifications Technical solutions must be approved by the operator, agreed with project organization (if applicable), other supervisors (if necessary) and provided to the SNRIU for agreement. Every next stage of modification on NI may begin only after appropriate technical solutions agreement. Operator has to provide the required documentation within the time period sufficient to examine and evaluate appropriate technical solutions by SNRIU. 17
18 Conceptual solution on the modification Conceptual solution on modification of NI developed by the operator, agrees SNRIU before any work on modification of NI. Conceptual solution must contain the following information: modification object definition; modification goal, justification of its necessity to the definition of safety deficiencies or deviations from the safety requirements, rules and regulations, that the proposed modification eliminate; brief description of the modification; assess the impact of modifications on NI safety, NI staff and environment; proposals for the establishment of safety class and classification designations modification object; possibility and feasibility of keeping some elements of the object that modified, taking into account their technical condition and compliance with rules and regulations on nuclear and radiation safety; other (except of safety impact) expected technical and economic results of modification; list of modification participants (designers, suppliers of equipment and services, software developers, etc.); the results of operation of similar modification objects abroad (if any); schedule of work with definition of the necessary types of tests. If necessary, after consideration of the conceptual technical solutions by SNRIU shall develop an appropriate plan for the safety assessment of modification project. Expert organizations may be involved to develop modification safety assessment plan. 18
19 Technical solution on the commissioning Technical solution on the commissioning of modification object developed by operator for the purpose of such works: dismantling (if required) of the old equipment, new equipment installation, commissioning, pre (standalone and integrated within NF) test facility modifications. For justification of the possibility of these works operator adds to the technical solution on the commissioning of modification object such documents: technical conditions or technical requirements to modification object, agreed by the established procedure with the SNRIU; specifications for technical means and equipment of modification object agreed by the established procedure with the SNRIU. For one-off products may be provided specification. In the case of equipment supply by foreign manufacturers instead of technical conditions can be considered other documents (technical specifications, supply contracts, etc.); NI modification target safety analysis report (SAR) (preliminary); program and methods of preliminary tests of modification object (standalone and integrated with the NI); modification quality assurance program; software verification plan and verification report; Hardware / software solution validation results; algorithms verification materials, changed when implementing modification. In the case of control systems modifications extra added: reliability project evaluation (analysis) of hardware and software tools and the system in general; system failure response analysis; control and regulation circuits stability analysis. These documents can be represented by a separate document in the SAR. 19
20 Technical solution on the introduction into research operation technical solution on the introduction into research operation the operator is developing for conducting and approval the introduction of the modification object in trial operation. To justify possibility of safely putting the modification object into research operation technical solutions accompanied by the following documents: report or other documents (acts, reports) on the results of the installation and commissioning works; report on the results of preliminary trials of modification object integrated with the NI with acts and reports of testing; information on the results of the metrological calibration measurement channels (if necessary); Information about training staff involved in the modification object operation; Information on introduction of temporary changes in design and operational documentation; research operation program; program and methodology of acceptance testing modification object (may be provided later, but must be approved before acceptance testing). 20

To justify possibility of safely putting the modification object into industrial operation technical solutions accompanied by the following documents: Report or other documents (act, protocol) about research operation; Act and Protocol of acceptance tests; Final PSA, updated on results of Trial operation; Information about introduced changes into design and operation documentation; Information about results of metrological certification of measuring instruments (if need). 21
