1 INFORMATION NOTE CENTRAL ASIA ENERGY-WATER DEVELOPMENT PROGRAM WORLD BANK PROGRAM FOR ROGUN ASSESSMENT STUDIES AND RIPARIAN CONSULTATIONS PANELS OF EXPERTS 1. Background The World Bank recognizes the complexity and magnitude of the proposed Rogun Regional Water Reservoir and Hydropower Project ( Rogun HPP ), its potential benefits and possible tensions and controversies. The World Bank has made no financial commitment to support construction of the proposed project. The World Bank has committed to assist in ensuring a credible, transparent process to support the Assessment Studies, strengthened by international scrutiny and riparian dialogue. In this context, the World Bank agreed to select, manage and finance two international Panels of Experts that will participate in the studies and provide independent advice, guidance and quality assurance. The Assessment Studies for the proposed Rogun HPP include (a) Techno-Economic Assessment Study (TEAS) to carry out an engineering study; and (b) Environmental and Social Impact Assessment (ESIA) to examine the viability of the proposed Rogun project and address World Bank safeguards 1 and other relevant technical, economic, social and environmental issues. The TEAS and ESIA (the Assessment Studies ) will be undertaken by international firms selected though International Competitive Bidding (ICB). They will be guided by two Independent Panels of Experts. 2. Panel Mandate The two independent Panels of Experts are: (i) a Panel for Engineering/Dam safety aspects (Engineering Panel); and (ii) an Environmental/Social (ESIA Panel). The overall objectives of the Panels are: (a) to ensure due diligence and international quality standards in the Assessment Studies and other studies as needed 2, including integration of international standards for data, methodologies, benchmarks for impacts, and design criteria; (b) to provide high level and professional independent advice and guidance to support objectivity and credibility in the assessment process, and (c) to share technical expertise and knowledge and so contribute to dialogue amongst international experts, the Government of Tajikistan and riparians. Panel members will have access to studies produced by the Assessment Study consultants, as well as other studies relevant to determining quality, comprehensiveness and objectivity of the analyses. 1 Specifically for OP4.01 on environmental assessment, OP4.12 involuntary resettlement; OP4.37 on dam safety, and OP7.50 on international waterways. Such Panels constitute a standard arrangement for projects of this type and magnitude according to the Bank s safeguard policy OP 4.37, if large dams are involved (>15m height), as well as OP 4.01, if the project poses a significant, potentially adverse and irreversible environmental and social impact (environmental category A), and OP7.50, if the project is located on or influencing international waterways. 2 For example, Bank-funded studies on energy options, possible mechanisms to manage reservoir operations with transboundary impacts; and verification of hydrologic data and analysis.

2 The Panels will ensure international standards of design, risk evaluation and impact assessment, and help establish confidence amongst the international community in the quality and integrity of the Assessments. 3. Membership Panel members will be contracted directly by the World Bank and funded by World Bank or World Bank-managed trust funds. The Panel members will be responsible to the Bank. The World Bank will arrange meetings of Panel members with the Assessment Studies consultants, the Government of Tajikistan and its agencies and, through a structured consultation process, riparian governments and stakeholders. These meetings are opportunities for information exchange, technical guidance, identification of outstanding issues, and advice on study process and/or findings. The Bank selects Panel members who are well-known and internationally recognized in their fields of expertise. The expertise includes environmental, social experts, water resources, hydropower, rock mechanics, dam safety and dam engineering expertise. Each Panel will consist of four core team members (see below). As the Assessment Studies evolve, additional expertise will be identified and secured as needed. Members have no personal commitments to the proposed Rogun project; none are citizens of the five countries of Central Asia. 4. Meetings Meetings of the Panels will be scheduled at key points in the Assessment study process, with specific outputs or issues. Every effort will be made to combine meetings of the two panels for efficiency and, more importantly, to strengthen linkages among the engineering, economic, social and environmental aspects of the assessments. Some key milestones, which may be combined for Panel meetings, are: Inception reports Salt dome assessment (Phase 0 of Techno-Economic Assessment) Screening of environmental and social impacts (ESIA) Assessment of current works (TEAS study) Assessment of an intermediate height dam (ESIA and TEAS) Power supply options and Strategic Environmental Assessment (World Bank-funded study) Draft Environmental and Social Impact Assessment (ESIA) Draft Project Definition Options (TEAS) Draft Assessment the Selected Option (TEAS) The schedule of meetings will be determined by the progress of the Assessment Studies and availability of Panel members. The first meeting is expected in mid May 2011, with at least three meetings over the 18-month study period. Meetings will have two parts: meetings with the Government of Tajikistan and agencies; and consultations with riparian governments and NGOs/civil society. A combination of in-country meetings and video-conferences will be used. Meetings materials will be sent in advance to the Panel members and an agenda determined by the Panel chairs in consultation with the World Bank. The agenda will take into consideration issues raised by the parties. Each Panel meeting will be managed by the Panel chairpersons and the World Bank.

3 PANELS OF EXPERTS: BIOGRAPHIES ENGINEERING PoE CORE TEAM Roger Gill [Australia] Hydropower Policy Expert Roger Gill, an Australian citizen, is a Vice President of the International Hydropower Association and has over 30 years experience in the renewable energy sector. His career has included hydropower scheme investigation, design and construction. He has executive experience in corporate strategic planning, finance and administration. He is currently Principal Consultant at Hydro Focus Pty Ltd, a consulting business specializing in providing advice on the sustainable development of renewable energy projects and the efficient operation of renewable energy businesses. He has a particular interest in the development of renewable energy in Sub-Saharan Africa and is deputy Chair of the Tasmanian Irrigation Development Board. Prior to embarking on his consulting practice in 2007, Roger was Executive General Manager at Hydro Tasmania directly responsible for the trading and operations of 2,300MW of hydropower in the Australian electricity market. Roger also has management experience in the development of several wind farms in Australia up to 130MW in size. He has a background in Civil Engineering and has undertaken business studies at Harvard. He is a Director of several corporations in Australia related to water and transport services. He has post-graduate training from the Harvard Business School of Advance Management Program and, as the Vice President of the International Hydropower Association, has overseen the recent publication of the Hydropower Sustainability Assessment Protocol. Paul Marinos [Greece] Engineering Geology/Rock Mechanics Expert Paul Marinos, a Greek citizen, has been Professor of Engineering Geology in the School of Civil Engineering in the National Technical University of Athens since 1988 and has served as head of the Geotechnical Section of the School for several years. He is a past President of the International Association of Engineering Geology and the Environment (IAEG). Dr Marinos has extensive industrial experience having served as consultant, independent reviewer and member of consulting boards or panel of experts on major civil engineering projects in Greece, France, India, Iran, Jordan, Morocco, Portugal, Saudi Arabia, South East Asia, Spain, Sweden, and Turkey. He worked for French and Greek design and construction companies until 1977, when he was elected as Professor at Democritus University in Northern Greece. Dr Marinos and his team conduct research on a variety of applications of geology to engineering. His work also covers landslides, dam geology, and engineering in karstic terrain. His other significant interest is the protection of historic monuments and archeological sites. Dr Marinos has authored or coauthored over 300 papers in journals or and been a key lecturer in numerous conferences. He has edited proceedings published by international publishers. Dr Marinos is a member of the Editorial Board of a number of prominent geological journals. Dr Paul Marinos has received several awards; in 2010, he was named the Jahns Distinguished Lecturer by the Association of Environmental & Engineering Geologists (AEG) and the Engineering Geology Division of the Geological Society of America (GSA). Dr Marinos received Doctorate in Engineering Geology from the University of Grenoble. Ljiljana Spasic-Gril [Great Britain; Serbia] Dam Engineering/Dam Safety/Seismic Engineering Expert Ljiljana Spasic-Gril, a British citizen, is a civil engineer and Associate Director, Arup Infrastructure, London Group. She has twenty-nine years experience in embankment dams, earthquake engineering and dam safety on major projects in Europe, Africa, the Middle East, Central, South and East Asia, and North America. She has worked on 195 dam projects in 30 countries, including the Nurek dam, the tallest dam in the world. Projects have included desk studies, site investigations, earthfill and rockfill dam design, contract and tender documents for dams; dam safety assessments, risk analysis, sitespecific seismic hazard studies; seismic wave propagation in soils and various problems related to seismic designs of dams. Ms. Spasic-Gril has wide experience in managing the activities of multi-disciplinary teams of engineers, hydrologists, geologists and scientists, involved in developing major dam projects from inception through to implementation on projects funded by World Bank, Asian Development Bank, MCC, EBRD and other international and UK funding agencies. She is a fluent Russian and French. She also has an excellent knowledge of Russian and French design standards and codes. Ms. Spasic-Gril is a member of several professional associations. She received her MSc, DIC and MSc in Soil Mechanics &Engineering Seismology from Imperial College, London

4 Hydrologist (Pending due to health circumstances of the identified expert) ESIA PoE CORE TEAM Torkil Jønch Clausen [Denmark] International Water Resources Expert Eric Helland-Hansen [Norway] Water Resources Expert Richard Fuggle [South Africa] Environmental Expert Torkil Jønch Clausen, a Danish citizen, is currently Water Policy Adviser to the DHI Group (DHI) and Adjunct Professor at the Technical University of Denmark. He was one of the founders of the Global Water Partnership (GWP) for which he is now Senior Adviser. He currently serves on a number of international committees and boards, including Chair of the Flood Management Programme of the World Meteorological Organization (WMO), member of the World Bank s Hydrology Expert Facility, and Member of Asia Pacific Steering Group on Water and Climate Change. He received the King Hassan II Great World Water Prize, awarded by the Government of Morocco and the World Water Council, at the Fourth World Water Forum in Mexico Previously Professor Jønch Clausen was Managing Director of DHI Water Policy and Deputy CEO of the DHI Group, Senior Adviser to United Nations Environment Program (UNEP), Secretary-General of the International Water Resources Association (IWRA), Founding Chair of Danish Water Forum, first Chair of the GWP Technical Committee, CEO of the Danish Water Quality Institute, Counsellor in the Danish Ministry of Foreign Affairs/Danida and Head of the Hydrology Department of DHI. Prof. Jønch Clausen has worked for 40 years with environment and water resources in more than 60 countries worldwide. He has worked with water resources in Asia since 1980, in some 15 countries in Central, South and Southeast Asia. He has worked extensively with the Mekong River Commission and recently assisted Viet Nam, Cambodia and Lao PDR on IWRM and river basin management. Dr. Jønch-Clausen received his PhD in Civil Engineering from Colorado State University. Eric Helland-Hansen, a Norwegian citizen, is an environmental and water resources planner. Until 2002, he was a Senior Advisor in Water and Environmental Management at Norconsult. He has worked in countries around the world and has nearly forty years of experience with planning within wider water, infrastructural and environmental planning field as a consultant, civil servant, project manager, consultancy executive, donor adviser and World Bank expert. He has consulted for IFC, NDF, NORAD, Sida, UNDP, the World Bank, and national governments, carrying out strategic evaluations, planning, reviews/evaluations and appraisals. He has a strong background in project management and linking technical planning, water resources strategies and environmental assessment work with focus on multi-sectoral planning, and establishing environmental criteria and mitigation options. Mr. Helland-Hansen has particular competence in multi-purpose/infrastructure water resources/environmental planning, EIA/EMP processes, IWRM, sediment transport, environmental management and participatory planning and capacity building. He was the Environmental/Social Expert Panel Chairman on World Bank supported hydropower project in Georgia; Independent Reviewer for the World Bank on SEA for power development options within the Nile Equatorial Lake countries; and recently invited by IDB to be a POE Chairman for an assignment in Guyana. He has also been a team leader for environmental planning for hydropower projects in Asia, Africa and Latin America. Mr. Helland-Hansen is a member of ICOLD and other professional water associations and has contributed to numerous publications and international conferences. He received his M.Sc. in Water Resources Engineering and Economics from Oregon State University, USA. Richard Fuggle, a South African citizen, is Emeritus Professor of Environmental Studies at the University of Cape Town. Professor Fuggle is a Member of the Academy of Science of South Africa, a Registered Natural Scientist, a Certified Environmental Practitioner in South Africa and a Professional Member of the South African Institute of Ecologists and Environmental Scientists. He was instrumental in developing environmental impact assessment and integrated environmental management in South Africa. He is a former President of the International Association for Impact Assessment. Professor Fuggle has wide international experience, having participated in investigations of the World Bank s Inspection Panel in Africa, Asia, Europe and Latin America. He was also an advisor on the Caspian Development Panel and a consultant for environmental and social aspects of the Baku-Tbilisi- Ceyhan pipeline in Azerbaijan, Georgia and Turkey. Professor Fuggle has served on numerous Commissions of Enquiry related to Environmental Assessments. He has edited two books on environmental management in South Africa and has published over 100 academic papers on environmental topics. Professor Fuggle has received a number of awards and distinctions for his contributions to the advancement of environmental impact assessment both nationally and internationally. A native of South Africa, Prof. Fuggle earned his Ph.D from McGill University in Montreal.

5 Frederic Giovannetti [France] Social Expert Frederic Giovannetti, a French citizen, is a specialist in the assessment and management of social impacts of resettlement. He has nearly thirty years experience in providing due diligence for environmental and social impact assessments. He has significant practical experience in assessing impacts and implementing mitigation measures in major infrastructure projects, including those with a focus on water. He conducted the Environmental Impact Assessment for the Riviera Marcory Bridge and Highway in compliance with IFC requirements, prepared the Resettlement Action Plan, then managed its implementation that is still considered a model. After many years in the nongovernmental sector, Mr. Giovannetti has worked the last ten years as a consultant specializing in environmental and social impact assessments and focusing on resettlement. He participated in some of the largest projects of the decade in the mining, Oil & Gas sectors, including for example the Exxon- Mobil led Chad Cameroon, and BP led BTC crude oil pipelines. Mr. Giovannetti was also a Senior Environmental and Social Advisor at EBRD, focusing on due diligence for EBRD investments in the former Soviet Union. Mr. Giovannetti has worked in countries across the globe and speaks French, Russian and English. He holds an MSc from Institut National Agronomique, the leading French higher education institute in the fields of biology, agronomy and environmental engineering.
