1 VACANCIES NILE BASIN INITIATIVE NILE EQUATORIAL LAKES SUBSIDIARY ACTION PROGRAM Background The Nile Basin Initiative is a partnership of the riparian states of the Nile. The Nile Equatorial Lakes Subsidiary Action Program (NELSAP), a subsidiary action program of the NBI, covering the countries of Burundi, Democratic Republic of Congo, Ethiopia, Egypt, Kenya, Rwanda, Sudan, Tanzania, Uganda and South Sudan. Its mission is to contribute to the eradication of poverty, to promote economic growth, and to contribute towards reversal of environmental degradation in the NEL region. NELSAP promotes investments in power development and trade and Natural Resources Management and development, oversees the preparation of the jointly identified Subsidiary Action Programs and promotes cooperative investment projects related to the common use of the Nile Basin water resources. The NELSAP now wishes to recruit for the following three positions to support its functions. 1-Finance and Administration Manager Purpose The Finance and Administration Manager will support the Coordination Unit in the management and implementation of financial and administration functions of the various projects under the NELSAP in accordance with various Financial Rules and Regulations and requirements of multilateral donors financing the NELSAP. Accountability and Reporting The Finance and Administration Manager will report and be accountable to the Regional Program Coordinator in a format and schedule as required. He/she will supervise the Financial Accountants, information and technology officer, the Administrative/public relations assistant, the Customer Care Assistant and the information management officer. Scope The functions and responsibilities include, but are not limited to: Supervise financial management at NELSAP CU On behalf of the NELSAP and the NEL Council of Ministers, ensure high standards of fiduciary control and transparency in project implementation Provide overall strategic leadership in financial management and reporting systems in the NELSAP. This includes implementation of NELSAP CU financial management strategy and plans in the short, medium, and long term in collaboration with the Nile basin Initiative Secretariat. Ensure preparation of Financial Management Reports that meet requirements of NEL TAC, NEL COM, Donors and other stakeholders. Participate in the preparation of projects' work plans in terms of financial security, Provide leadership in development of uniform financial management and reporting systems designed for implementation of NELSAP projects. Provide leadership in collaboration with the Nile SEC in the development of a common Chart of Accounts to be used for the NELSAP projects Provide leadership in adoption and use of generally accepted accounting practice for financial reporting by all NELSAP reporting entities, and preparation of consolidated financial statements. Ensure that administrative and management arrangements within NELSAP CU are appropriate, adequate and responsive. Design, establish and operationalize financial management systems at the NELSAP Coordination Unit (CU). Design, set up and maintain strong internal control systems for effective and efficient financial management. Ensure strict compliance with the financial management policies, procedures and regulations. Establish a common, computerized financial management/accounting system at the NELSAP CU. Monitor and analyze financial transactions through the computerized financial management accounting system. Keep under review the financial and reporting systems. Coordinate and maintain a cash forecasting system to ensure that adequate funds are available to meet the working requirements of the programs. Manage the program bank accounts and make monthly bank reconciliations. Operationalize disbursement procedures at the PMUs and national levels, and make monthly inter-projects reconciliation. In consultation with the NELSAP Regional Program Coordinator, prepare and justify budget revisions as required. Arrange for the annual audits of the accounts of the NELSAP CU and projects. 2 Facilitate internal audits for the projects, to ensure that all financial and administrative procedures are carried out properly. Provide financial management support to the Project Management Units Ensure Coordination with partner institutions and donors Any other duty as assigned by the NELSAP Regional Program Coordinator from time to time. Specific Administration Tasks Provide administrative and logistical support and services to NELSAP CU in the preparation and implementation of the NELSAP CU Work Plan Arrange, prepare and co-ordinate logistical matters pertaining to NELSAP CU meetings and follow-up on administrative matters. Coordinate of logistical support and monitoring of the NELSAP Projects where appropriate Ensure that excellent coordination and communication exists among the various NELSAP Projects Provide administrative support to the NELSAP CU in its liaison with the World Bank and other donor partners for advice and technical support, as appropriate. Provide support to the NELSAP CU Regional Program Coordinator in the preparations for the Nile Basin Trust Fund Committee meetings Ensure that audit requirements of the cooperating partners are accorded due attention to ensure that the NELSAP CU projects meet expectations Ensure that hiring and supervision of Human resources of the NELSAP is met appropriately. Qualifications and experience: An honors degree in finance, accounting, commerce, or any other relevant degree in business studies from a recognized university with post qualification experience of at least ten years and a demonstrated track record of experience in a senior finance role within the NELSAP region. A Masters Degree in Business Administration, Finance/ Accounting or equivalent Professional accountant in good standing with any of the internationally recognized accountancy bodies (e.g. CPA, ACA, ACCA, CIMA, CIFPA); Have detailed knowledge of IFRS, IPSAS and donor funded reporting requirements. Have demonstrated computer literacy, in all MS Office and Windows-based applications, accounting software like Sun Systems, FMS, etc. Have working knowledge of Sida, African Development Bank and World Bank Procurement procedures. Demonstrated writing, presentation and reporting skills. Should be a trainer, results oriented, self motivated and possess high level interpersonal and management skills. Demonstrated experience in human resources management. Experience working in Africa, particularly the Nile Basin countries, is an advantage Fluency in oral and written English. 2- Social Development and Communication Officer Purpose Ensure effective program/project design and implementation in three areas: (i) strategic social analysis, participation advice, and program planning, for the preparation of NELSAP projects; (ii) confidence building to build trust and joint collaboration across borders; and (iii) stakeholder involvement to create greater inclusion, program visibility to key stakeholders and accountability within each country with regard to NELSAP programs and projects. The position focuses on social development, gender participation, and communication inputs to regional multi sector investment projects of the NBI/NELSAP. The position takes responsibility for providing senior technical expertise and leadership for the inclusion of relevant social, gender and participation analysis in NBI/NELSAP activities and contributes to the design and implementation of regional and country specific social, gender and participatory sector strategies. The position undertakes technical analyses of social, gender and participatory development; leads and participates in operational missions, in particular, those aspects related to social development, gender mainstreaming and stakeholder engagement and partnerships; provides technical advice to clients, governments and NBI/NELSAP Units/programs/projects on the inclusion of key social development aspects, including approaches for dealing with vulnerability, poverty, gender equity, and other social dimensions; The position s role is in ensuring effective sub-regional strategies and program implementation in three key areas: Strategic social and gender analysis, participation and partnership advice, and program social, gender and participatory Page 2 of 6
3 planning during the design, preparation and implementation phases of NBI/NELSAP regional trans-boundary infrastructure investment programs and projects; Capacity development and dissemination of best practice in the inclusion of social, gender dimensions and participatory methodologies in the design and preparation of large public infrastructure investment projects in the water and power development sectors; and Stakeholder engagement and partnership development meant to create greater inclusion and program visibility and accountability with regard to NELSAP Sub programs. In addition, the position aims to support the Project Management Units (PMUs) in the day-to-day activities related to preparation and implementation of Communication Strategy and Communication Action Plan (CAP) for projects under implementation. Accountability and Reporting The Social Development and Communication Officer will report and be accountable to the Senior Economist/Monitoring and Evaluation Officer. Scope The functions and responsibilities include, but are not limited to; a) Review and appraise feasibility and design study documents to incorporate social and gender analyses and ensure social and gender dimensions are captured; b) Review and appraise Environmental and Social Impact Assessments and Resettlement Action Plans, providing strategic guidance on social safeguards compliance requirements and enhancement measures, in adherence to the policies and procedures of individual countries and international funding agencies; c) Prepare and update Gender Audit and Action plans of NELSAP and projects with a view to assessing capacity to mainstream gender and providing practical recommendations for strategies and processes to enhance gender integration; d) Prepare and update Gender Mainstreaming Guidelines and Checklists for NELSAP projects e) Prepare Terms of Reference and Concept Notes for Social Impact Assessments, Gender Analysis, Conflict Analysis, Resettlement Management and Local Area Development for NELSAP projects f) Prepare and update Resettlement Policy Frameworks for the Nile Equatorial Lakes countries with regard to the World Bank and other donor funded projects as per existing policy requirements; g) Prepare and update a monitoring checklist for Social Safeguards in project design and preparation; h) Prepare and update Social Impact Assessment, Gender Analysis, Resettlement Action Plan, Public Consultation, Communication and Disclosure for the NELSAP Environmental and Social Management Guidelines; i) Participate in NBI Task team (Environment and Social Task Team and Communication and Stakeholder Engagement Task Team) activities; j) Develop and maintain credible stakeholder databases for NELSAP projects; k) Establish partnerships with a diverse range of stakeholders, broadening engagement to include local communities, civil society and the media, and ensuring their inclusion in NELSAP project preparation processes; l) Provide strategic guidance to management and projects on the most optimal stakeholder engagement and partnership structures for NELSAP projects; m) Maintain NELSAP communication stakeholders database; n) Prepare and update Stakeholder and Partnership Guidelines and Management Plan for NELSAP investment projects; o) Capacity Building and Knowledge Development in the areas of: Management of Land Acquisition, Resettlement and Rehabilitation; Gender Mainstreaming in Integrated Water Resources Management and Social Analysis Tools and Techniques for project preparation and development; p) Provide support to supplemental project preparation processes including procurement processes for evaluations of technical and financial proposals, EOIs and contract negotiations for hiring consultants undertaking Environmental and Social Impact Assessments and Resettlement Action Plan studies for NELSAP projects; q) Develop and implement a Communication strategy and associated action plans; r) Conduct a Communication Environment Assessment for the NELSAP Projects, including qualitative research of opinion within the projects member countries; s) Regularly review the Communication Strategy for the Project to align with different stages of project development; t) Develop Information, Education and Communication (IECs) materials/products to support communication interventions; u) Participate in procurement process and manage contracts related to communication including advertising agencies for production of communication materials; v) Work closely with the advertisement agencies in the preparation and development of relevant communication materials for the targeted audiences including radio programs, television, and online service providers; Ensure that appropriate messages and information packages are made available during consultations with each key audience; Page 3 of 6
4 w) Develop content for NELSAP website and ensure is regularly updated with the help of the ICT officer; x) Prepare a series of advocacy briefs, communication messages and awareness raising materials targeting advocacy efforts to a broader range of stakeholders, both public and civil society to support smooth implementation of NELSAP projects; y) Maintain and expand linkages with public and media networks and take appropriate action as necessary to ensure that NELSAP projects are positively reported in the local, national and regional media; z) Support the NELSAP Projects PIUs to establish a mechanism for collecting and managing complaints from the PAPs following the already established Grievance Redress Mechanism Manual; aa) Support in the documentation of success stories and other themes that can be used in communication campaigns; bb) Identify communication risks as they arise, working with PIU staff to fashion plans to address information gaps, misunderstandings or perceived shortcomings related to the project; cc) Act as the project's spokesperson as and when the Regional Coordinator delegates this responsibility or not readily available for comment; dd) Ensure effective day to day liaison and communication with Stakeholders and PIU regarding the delivery of the agreed outputs; ee) Secretary to the Steering Committee of the project - write minutes of key official meetings; ff) Involved in coordination of project events that call for gathering of many delegates including Council of Ministers (COM), Project Steering Committee (PSC), Owner's Engineers, etc.; gg) Involved in editing of project communication documents before they are shared with various stakeholders; hh) Involved in various committees that provide support in recruitment of new staff, procurement of various products, goods and services; and Perform any duty and responsibility as may be assigned by the supervisor. Job Specification Academic/Professional Qualification and Experience A Masters degree in Social Development level with expert knowledge in areas of social development communication and development studies; and The staff should have at least a Diploma in Communication studies. Minimum Work Experience Required Overall experience of 7years with a minimum of 4 years relevant experience at expert level of practical hands-on skills in communication and development related discipline; and Experience working for international organizations would be an asset. Skills Required Human relations skills; Analytical skills; Leadership skills; Communication skills; Monitoring and evaluation skills; Objective setting and planning skills; Environmental scanning skills; Negotiation skills; Diplomacy; Knowledge of matters of protocol; Organizational and management skills for crisis management; and Understanding of budget formulation and control. 3- Power Engineer Generation Key responsibilities and Scope of Work The Power Engineer reports to the Program Officer-Power Projects. He/she will provide technical support to the NELSAP Power Department in the coordination of the preparation and implementation of energy projects. Her/his functions and responsibilities will include, but are not be limited to the following: Engineering support to the member countries during the feasibility study preparation, tender documents preparation and bid evaluation phases of projects in benefiting countries. The Power Engineer will review the documents to confirm technical and commercial viability of projects and will interact with the clients and consultants to solicit Page 4 of 6
5 information to enable the validation of these documents. The Engineer will brief and liaise with the Program Officer, Environmental and Social Experts and other relevant experts at NELSAP. Engineering support to the project to ensure effective project coordination in order to reach a synchronized implementation of all project components in benefiting countries. Engineering support during the project implementation. The Power Engineer will Undertake monitoring, supervision and evaluation of the physical implementation of the projects to ensure satisfactory completion and compliance with the terms and conditions of the financing agreements. The Power Engineer will review the technical progress reports from the management and supervision consultants and benefiting countries reports. He/She will play an active role in monitoring contracts in place in the various countries. He will review activity reporting from these consultants and the appropriate actions taken where required. In the event of any problems or difficulties with the contracts, the Engineer will report to Program Officer to resolve such issues in consultation with NELSAP-CU and the Financiers. Implementation of procurement procedures - The project follows public procurement in accordance with the Financing Agencies, benefiting countries' and NELSAP-CU procurement policies, rules and guidelines. The Engineer will be responsible, with assistance from the procurement specialists within NELSAP-CU, for the detailed implementation of such procurement procedures by the project executing entities in the benefiting countries. Ensure effective liaison with national institutions, particularly the national power utilities participating in the project implementation, and other NELSAP projects, development partners and the international community. Prepare terms of reference for the studies and otherwise as the need arises. Play an active role in organizing Project Technical and Steering Committees meetings in liaison with RPSC and NELSAP-CU, assist with preparation of minutes and follow up the implementation of agreed recommendations/decisions. Monitor project progress, report to the Program Officer and prepare consolidated monthly, quarterly progress reports and work plans and in accordance with the NBI rules and the financing agreements. Develop strategic relationships with organizations and individuals which can both better inform NELSAP power development agenda and also result in higher quality project preparation, implementation and impact NELSAP supported projects. This will require effective communication and outreach to key stakeholders - client governments, academia, civil society organizations, media as well as development partners Academic Qualifications and Experience a) Bachelors degree in Civil or Electrical Engineering with expertise in a combination of several of the following themes: Regions specific experience and expertise, especially with respect to development and operation of complex transformational projects will be greatly valued, clean energy (renewable and energy efficiency), energy access, power systems and development of competitive power markets and hydropower. b) A Masters Degree in Civil or Electrical Engineering or other relevant field will be an added advantage. c) A degree or diploma in management and/or project management or hands on experience at managerial level of at least five years. d) Significant exposure to the electricity sector, with a minimum of 10 years relevant experience in the power sector e) Demonstrable experience, of not less than 5 years, and understanding of the process of executing large engineering projects in the power sector, including inter alia power generation and transmission project. f) Experience and understanding of methodologies for generation/power system planning and management and use of generation/power system planning and analysis software. g) Familiarity and experience with international public procurement practices and experience in vetting major construction and engineering consultancy contracts h) Strong analytical and demonstrated computing skills i) Excellent written, presentation, and reporting skills. j) Fluency in English or French. Working knowledge of the other language is an added advantage. k) Experience working in Africa, particularly the Nile Basin countries, is preferred. l) Being a registered/ registrable member of a recognized engineering or project management institution will be an added advantage. Duty Station. The positions are all stationed at the NELSAP CU Offices in Kigali, Rwanda, but shall require travelling extensively in the Nile Equatorial Lakes Region accordingly. Employment Terms. The employment appointment will be on a 12 month contract period. The contract may be extended on renewable terms based on satisfactory performance, availability of funds and need for services.
