21 Illinois Power Agency Act Signed into law August 2007 Has three components IPAA created a new state government agency IPA Illinois Power Agency Introduced State of Illinois Renewable Portfolio Standard (RPS) IPAA provided new rate relief over 4 years to residential and certain non-residential Requires 25% of Illinois electricity to be sourced from renewable energy technologies by 2025 IPA responsible for meeting these goals

23 Part 468- Distributed Generation Installer Certification Starting December 31 st, all entities installing distributed generation shall be certified Install means to complete the electrical wiring and connections necessary to interconnect the distributed generation facility with the electric utility's distribution system at the point of interconnection between the facility and the utility. Install specifically does not include: Electrical wiring and connections to interconnect the distributed generation facility performed by utility workers on the electric utility's distribution system
24 Part 468- Distributed Generation Installer Certification Friday April 22, 2016, there are 115 entities registered with ICC and have installer certification The applicant certifies that every installation of a distributed generation facility will be performed only by: 1) a qualified person; or 2) an electrical contractor who is not a qualified person, provided he/she is directly supervised by a qualified person; or 3) a person who is not a qualified person but is enrolled in a training program that, upon satisfactory completion, will meet the requirement to become a qualified person provided he/she is directly supervised by a qualified person.
25 Part 468-Qualified Person "Qualified person" means a person who performs installations on behalf of the certificate holder and who Has either satisfactorily completed at least five installations of a specific distributed generation technology or Has completed at least one of the following programs requiring lab or field work and received a certification of satisfactory completion: an apprenticeship as a journeyman electrician from a DOL registered electrical apprenticeship and training program; a North American Board of Certified Energy Practitioners (NABCEP) distributed generation technology certification program;
26 Part 468-Qualified Person "Qualified person" means a person who performs installations on behalf of the certificate holder and who an Underwriters Laboratories (UL) distributed generation technology certification program; an Electronics Technicians Association (ETA) distributed generation technology certification program; or an Associate in Applied Science degree from an Illinois Community College Board approved community college program in the appropriate distributed generation technology. To be considered a "qualified person", the experience and/or training relied upon must be with the same type of distributed generation technology for which the qualification status is sought.
27 Part 469 Certification for the installation, maintenance or repair of electric vehicle stations After January 1, 2014, all persons or entities that install, maintain or repair electric vehicle charging stations in the State of Illinois shall be certified by the Commission under this Part prior to installing, maintaining or repairing electric vehicle charging stations in the State of Illinois.
28 Part 469 Qualified Person "Qualified person" means a person who performs installation, maintenance or repair of electric vehicle charging stations and Who has either satisfactorily completed at least five installations of an electric vehicle charging station or Has completed at least one of the following programs requiring lab or field work and received a certification of satisfactory completion: An apprenticeship as a journeyman electrician from a United States Department of Labor Registered Electrician Apprenticeship and Training Program or An Underwriters Laboratories (UL) electric vehicle charging station installation certification program.
