4 March 22, 2018 City of Tacoma 747 Market Street Tacoma, WA Reference: West Coast Self-Storage; Rezone Narrative; 3001 South Mullen Street Tacoma, WA To Whom in May Concern: This project involves the redevelopment of a single tax parcel with a gross area of 3.9 acres and net developable area of 1.14 acres. Approximately half the net developable area was subject to a rezone in 1961 to C-2, the other half (25,000 Sq. Ft) of the net developable area was part of a 1998 CZA rezone to C-2 as part a collective planning effort for the commercial complex including Home Depot. This proposed Major Modification to the 1998 CZA rezone will confirm that approximately 25,000 Sq. Ft of the developable portion of the site can develop with permitted use for the C-2 zone. The applicant understands that the portion of the site zoned C-2 in 1961 can redevelop without the need for this modification. The proposed development will allow for the construction of a 3-level building with self-storage units available to the public, partially located on the area subject to the 1998 CZA. Parking for 14 cars will be provided, access to public roads and adjacent commercial areas is maintained. The onsite wetland will continue to be buffered and maintained per prior approvals. 5 March 13, 2018 RE: West Coast Self-Storage Rezone Narrative 3001 South Mullen Street Tacoma, WA We are requesting a change of use for the site located at 3001 South Mullen Street. It is currently zoned as C2, where self-storage is a permitted, but there is currently a restriction on the property that allows it to be a bowling alley. Our requested change would remove this previous conditional use and realign the parcel with its current zoning. This change would be appropriate with the land use intensity and it is consistent with the district statement. It would not result in a substantial change to an area recently rezoned. The site is located at 3001 South Mullen Street in Tacoma. At the intersection of Center Street and Mullen Street, travel south to the site on the left. Tax Assessor Parcel No B. Environmental Elements 1. Earth a. General description of the site: (circle one): Flat, rolling, hilly, steep slopes, mountainous, other b. What is the steepest slope on the site (approximate percent slope)? The slopes range from moderate, a 4% average grade from the Northeast to Southwest and then slopes to the wetland from there at approximately 4%. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any agricultural land of long-term commercial significance and whether the proposal results in removing any of these soils. According to the USDA Soil Conservation study, as shown on the Pierce County GIS the site soils are 33, Alderwood-Everett. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. None known e. Describe the purpose, type, total area, and approximate quantities and total affected area of any filling, excavation, and grading proposed. Indicate source of fill. Re-contouring of existing grades in order to accommodate construction of associated utilities, parking and storage building is anticipated. Preliminary estimates are approximately 1,000 cubic yards of combined grade & fill activity. This is subject to change during City review. Any fill (if necessary) will originate from an approved source. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. Minimal erosion could occur but is unlikely due to the soil classification, minimal slopes and developed condition surrounding site. During the construction phases, erosion is more likely to happen between the months of October and April. After construction, ths site will be commercial, largely paved and landscaping will serve as ground cover that helps prevent erosion. g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? The existing site is approximately 80% covered with impervious surfaces. The proposed site with have approximately the same coverage but the pollution generating surfaces will be reduced by the proposed building footprint. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: Temporary Erosion and Sediment Control (TESC) BMP's will be implemented during site construction as well as TESC measures carried over from clearing and grading. On site grading will be reviewed and permitted by the City of Tacoma prior to any earthwork. The TESC measures will remain in place from the clearing and grading activities until the site is stabilized and with City approval. TESC BMP's will be used as necessary. After construction; landscaping and controlled drainage features will be in place to reduce and/or eliminate erosion. 2. Air a. What types of emissions to the air would result from the proposal during construction, operation, and maintenance when the project is completed? If any, generally describe and give approximate quantities if known. During the construction process there could be a nominal increase in vehicle exhaust (diesel) and dust particle emissions into the ambient air. These emissions will be the result of soil displacement and from vehicles entering and leaving the site. The approximate quantities of dust and vehicle exhaust are not known. After the project is completed, a low level of vehicle exhaust associated with customer traffic will be generated. The proposed development is a very low generator of traffic. See the Trip Generation and Trip Distribution by TENW. b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. The City of Tacoma landfill is an off-site source of odor. c. Proposed measures to reduce or control emissions or other impacts to air, if any: All construction equipment will be in proper working order and within compliance of the State regulations regarding vehicle emissions. In accordance with City standards, the site will be watered and the streets will be cleaned, as necessary, to reduce dust emissions during construction. Emission from personally owned motor vehicles is regulated by the State. HVAC and similar commercial equipment operate under manufacturer s warranty within the applicable allowance for air emissions, as regulated by other agencies. 3. Water a. Surface Water: 1) Is there any surface water body on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. Within the southernmost portion of the site an existing Wetland A - Category III critical area with a total size of 126,203 square feet is located and is currently being buffered maintained per prior agreements. 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. Yes, the proposed construction for the site is within the developed portion of the site which is within 200 feet of the wetland. The wetland is functionally separated by an elevated existing multi-use access easement benefitting the parcel to the east. This existing access interrupts any potential buffer and any potential impacts to the wetland have already been mitigated with SEPA Environmental checklist (WAC ) July 2016 Page 4 of 13 12

16 ongoing maintenance of the existing wetland area proposed to continue per the existing approvals. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. None anticipated 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. None anticipated 5) Does the proposal lie within a 100-year floodplain? If so, note location on the site plan. No, see FEMA Panels 53053C-0301E and -0282E. 6) Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. No. b. Ground Water: 1) Will groundwater be withdrawn from a well for drinking water or other purposes? If so, give a general description of the well, proposed uses and approximate quantities withdrawn from the well. Will water be discharged to groundwater? Give general description, purpose, and approximate quantities if known. No. 2) Describe waste material that will be discharged into the ground from septic tanks or other sources, if any (for example: Domestic sewage; industrial, containing the following chemicals... ; agricultural; etc.). Describe the general size of the system, the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s) are expected to serve. None. This project will connect to the City of Tacoma public sanitary sewer system. c. Water runoff (including stormwater): 1) Describe the source of runoff (including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. Storm drainage from the private parking lot and building rooftops was designed as part of the collective site planning for the commercial complex in The site will continue to use the exisiting storm water facilities designed for the site as the proposed impervious surfaces are less than the existing impervious surfaces. 2) Could waste materials enter ground or surface waters? If so, generally describe. Oils, hydrocarbons, heavy metals and other pollutants associated with concentrated automobile use on impervious surfaces could enter the storm water system. Additionally, surface water runoff crossing landscaped areas and roads could pick up traces of fertilizers and pesticides. However, the proposed redevelopment will decrease the total amount of pollution generating impervious area which reduces the potential for waste materials entering surface water. 3) Does the proposal alter or otherwise affect drainage patterns in the vicinity of the site? 17 intended to be utilized by the proposed project and therefore will not be altering the existing drainage patterns. d. Proposed measures to reduce or control surface, ground, and runoff water, and drainage pattern impacts, if any: Temporary erosion and sediment control (TESC) measures will be used both for the clearing and grading.tesc measures will remain in place and TESC best management practices (BMP's) will be applied as necessary through completion of the site work. The existing storm facilities are designed to remove sediments and pollutants in order to protect water quality. All disturbed areas will be stabilized by land cover. 4. Plants a. Check the types of vegetation found on the site: x deciduous tree: alder, maple, aspen, other x evergreen tree: fir, cedar, pine, other x shrubs grass pasture crop or grain Orchards, vineyards or other permanent crops. x wet soil plants: cattail, buttercup, bullrush, skunk cabbage, other water plants: water lily, eelgrass, milfoil, other other types of vegetation b. What kind and amount of vegetation will be removed or altered? Shrubs and grasses will be removed and/or altered for the redevelopment of the parking areas, utilities, and building. c. List threatened and endangered species known to be on or near the site. None known. d. Proposed landscaping, use of native plants, or other measures to preserve or enhance vegetation on the site, if any: The site will be landscaped in conjunction with City of Tacoma site development and building permit requirements. e. List all noxious weeds and invasive species known to be on or near the site. None known. 5. Animals a. List any birds and other animals which have been observed on or near the site or are known to be on or near the site. The Puget Sound is part of the Pacific Flyway, birds that inhabit the region vary seasonally; however, no portion of the site constitutes a significant habitat area. c. Proposed measures to preserve or enhance wildlife, if any: Continued maintenance of the wetland and wetland buffer area. d. List any invasive animal species known to be on or near the site. None known. 6. Energy and Natural Resources a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. Electricity will power lighting and outlet loads. Gas fuel heaters will be used in the storage area. b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. Some shadows are anticipated on the parcel to the north and east. Those areas are currently paved drive aisles, so solar potential should not be affected for those parcels. c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: The project will comply with the latest energy code in the WSEC. The project will utilized LED light fixtures with occupancy sensors to reduce electrical loads. 7. Environmental Health a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste, that could occur as a result of this proposal? If so, describe. None known. 1) Describe any known or possible contamination at the site from present or past uses. None known 2) Describe existing hazardous chemicals/conditions that might affect project development and design. This includes underground hazardous liquid and gas transmission pipelines located within the project area and in the vicinity. None proposed. 3) Describe any toxic or hazardous chemicals that might be stored, used, or produced during the project's development or construction, or at any time during the operating life of the project. The completed project will be served by basic emergency services (Fire, Police, etc.). 5) Proposed measures to reduce or control environmental health hazards, if any: West Coast Self Storage has policies which prevents the public from storing any items that have health hazarads. Payment of property tax will help support emergency services to the site. Site design meets emergency vehicle access standards. b. Noise 1) What types of noise exist in the area which may affect your project (for example: traffic, equipment, operation, other)? The completed project is surrounded by commercial and retail businesses which will produce typlical noise during weekday and weekend hours. 2) What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site. During construction, short-term noise emitted from the use of construction equipment and activities would be created during permitted hours of construction. Long-term noise would be generated by activities typically associated with residential dwellings and neighborhoods. The majority of this noise will occur during the day time hours. 3) Proposed measures to reduce or control noise impacts, if any: All vehicles, both construction and future users, are required to be muffled per existing vehicle regulations. Construction will be limited to normal construction day time hours between approximately 7 AM to 7 PM. The completed project will maintain hours of operation typical for a self-storage facility, 6 am to 10 pm. 8. Land and Shoreline Use a. What is the current use of the site and adjacent properties? Will the proposal affect current land uses on nearby or adjacent properties? If so, describe. Since the Bowling Alley was demolished the site is currently used as a parking lot, and open unstripped paved area. The adjacent uses are commercial, fast food and retail. The completed project will enhance the aesthetics of the existing commercial complex, which serves to revitalize the immediately adjacent area. b. Has the project site been used as working farmlands or working forest lands? If so, describe. How much agricultural or forest land of long-term commercial significance will be converted to other uses as a result of the proposal, if any? If resource lands have not been designated, how many acres in farmland or forest land tax status will be converted to nonfarm or nonforest use? None known. 1) Will the proposal affect or be affected by surrounding working farm or forest land normal business operations, such as oversize equipment access, the application of pesticides, tilling, and harvesting? Yes, there is a wetland on the southern portion of the site, see surface water/wetland section above. i. Approximately how many people would reside or work in the completed project? The project will include an office for 1-2 people to work during business hours. j. Approximately how many people would the completed project displace? 0. k. Proposed measures to avoid or reduce displacement impacts, if any: None proposed. L. Proposed measures to ensure the proposal is compatible with existing and projected land uses and plans, if any: Compliance with zoning code, building code, and development standards. m. Proposed measures to reduce or control impacts to agricultural and forest lands of long-term commercial significance, if any: None proposed. 9. Housing a. Proposed measures to reduce or control aesthetic impacts, if any: The overall building mass is broken into smaller masses to lessen the visual impact. What type of light or glare will the proposal produce? What time of day would it mainly occur? The completed project will have lighting surrounding the building for safetly and security purposes. Proposed fixtures will have cut-off devices to restrcut light pollution. Any proposed uplighting will be limited to signage or architectural features. b. Could light or glare from the finished project be a safety hazard or interfere with views? It is not anticipated that light or glare from the project will impact adjacent properties. The light and glare of the finished project is not likely to be a safety hazard, interfere with views, or affect wildlife. c. What existing off-site sources of light or glare may affect your proposal? None known. d. Proposed measures to reduce or control light and glare impacts, if any: The completed project will comply with City of Tacoma commercial light design standards. It is not anticipated that light or glare from the project will impact adjacent properties. 12. Recreation a. What designated and informal recreational opportunities are in the immediate vicinity? Oakland- Madrona Park is located approximately.6 miles to the east. A designated walking trail along S. Tyler St is approximately.5 miles to the east. Cheney Stadium/ Henry Foss HighSchool and the Scott Pierson trail are located approximately 1 mile to the NE, across Hwy 16. The City of Fircrest, Masko Park is approximately.5 miles to the west. b. Would the proposed project displace any existing recreational uses? If so, describe. None anticipated. c. Proposed measures to reduce or control impacts on recreation, including recreation opportunities to be provided by the project or applicant, if any: The 1998 CZA included construction of sidewalks along S Mullen and Center Street for pedestrian connections in the area. 13. Historic and cultural preservation a. Are there any buildings, structures, or sites, located on or near the site that are over 45 years old listed in or eligible for listing in national, state, or local preservation registers? If so, specifically describe. Registers: According to the Washington Information System for Architectural and Archaeological Records Data (WISAARD) There are no listed places or objects on or adjacent to the site. No structure on site or adjacent to the site is listed on, any national or state preservation registers. National/State Eligibility: SEPA Environmental checklist (WAC ) July 2016 Page 10 of 13 18

22 No structures on or adjacent to the site have been formally shown as eligible for the national/state register. However, an above ground tank north of Lowes, approximately 0.3 miles to the north west, has been determined eligible. Additionally, it is possible that properties in the vicinity built more than 50 years ago could become eligible. b. Are there any landmarks, features, or other evidence of Indian or historic use or occupation? This may include human burials or old cemeteries. Are there any material evidence, artifacts, or areas of cultural importance on or near the site? Please list any professional studies conducted at the site to identify such resources. None known. c. Describe the methods used to assess the potential impacts to cultural and historic resources on or near the project site. Examples include consultation with tribes and the department of archeology and historic preservation, archaeological surveys, historic maps, GIS data, etc. The Department of Archaeology and Historic Preservation (DAHP) is Washington State's primary agency with knowledge and expertise in historic preservation. They provide an online search for registered and inventoried properties, known as WISAARD. WISAARD was reviewed for this checklist. d. Proposed measures to avoid, minimize, or compensate for loss, changes to, and disturbance to resources. Please include plans for the above and any permits that may be required. If ground disturbing activities encounter human skeletal remains during the course of construction, then all activity will cease that may cause further disturbance to those remains. The area of the find will be secured and protected from further disturbance. The finding of human skeletal remains will be reported to the county medical examiner/coroner and local law enforcement in the most expeditious manner possible. The remains will not be touched, moved, or further disturbed. The county medical examiner/coroner will assume jurisdiction over the human skeletal remains and make a determination of whether those remains are forensic or non-forensic. If the county medical examiner/coroner determines the remains are non-forensic, then they will report that finding to the Department of Archaeology and Historic Preservation (DAHP) who will then take jurisdiction over the remains. The DAHP will notify any appropriate cemeteries and all affected tribes of the find. The State Physical Anthropologist will make a determination of whether the remains are Indian or Non-Indian and report that finding to any appropriate cemeteries and the affected tribes. The DAHP will then handle all consultation with the affected parties as to the future preservation, excavation, and disposition of the remains. 14. Transportation a. Identify public streets and highways serving the site or affected geographic area and describe proposed access to the existing street system. Show on site plans, if any. The site is served by Center Street and Mullen Street in the City of Tacoma. The nearest highway is HWY 16 with an on and off ramps located just north of the intersection of Center and Mullen St. SEPA Environmental checklist (WAC ) July 2016 Page 11 of 13 19

23 b. Is the site or affected geographic area currently served by public transit? If so, generally describe. If not, what is the approximate distance to the nearest transit stop? Yes. The site is served by Pierce Transit. The nearest stop is located at the intersection Mullen Street and Center Street. c. How many additional parking spaces would the completed project or non-project proposal have? How many would the project or proposal eliminate? The property in the past has had agreements with Home Depot, Jack in the Box and the bank for shared parking. All agreements have been terminated. The project is proposing 14 parking spaces 10 of which are designed as loading zones. d. Will the proposal require any new or improvements to existing roads, streets, pedestrian, bicycle or state transportation facilities, not including driveways? If so, generally describe (indicate whether public or private). None proposed. e. Will the project or proposal use (or occur in the immediate vicinity of) water, rail, or air transportation? If so, generally describe. None proposed. f. How many vehicular trips per day would be generated by the completed project or proposal? If known, indicate when peak volumes would occur and what percentage of the volume would be trucks (such as commercial and nonpassenger vehicles). What data or transportation models were used to make these estimates? According to the Trip Generation by TENW the proposed project is estimated to generate 136 new weekday daily trips, with 9 new trips occurring during the weekday AM peak hour (5 in, 4 out) and 15 new trips occurring during the weekday PM peak hour (7 in, 8 out). g. Will the proposal interfere with, affect or be affected by the movement of agricultural and forest products on roads or streets in the area? If so, generally describe. None anticipated. h. Proposed measures to reduce or control transportation impacts, if any: Due to the low traffic generation proposed there is no anticipated adverse impact to transportation facilities. 15. Public Services a. Would the project result in an increased need for public services (for example: fire protection, police protection, public transit, health care, schools, other)? We are requesting your review and approval of this information and confirmation that no additional analysis will be required for this project. Project Description The proposed development would include up to 90,000 square feet of self-storage space on a site that is currently vacant. Vehicular access to the site is expected to occur via the existing full access driveways on S Mullen Street and Center Street that serve the existing Home Depot shopping center. A preliminary site plan is included in Attachment B. The project is expected to be completed in Trip Generation The trip generation estimates for the proposed West Coast Self-Storage project were based on methodology documented in the Institute of Transportation Engineers (ITE) Trip Generation Manual 10 th edition for LUC 151 (Mini-Warehouse). The resulting net new weekday daily, AM and PM peak hour trips are summarized in Table 1. A detailed trip generation estimate is included in Attachment C.
