3 OVERVIEW Sep 2009, Resolution No. 41/2009/QH12 ratifying the investment policy of Ninh Thuan Nuclear Power Project, specifying public information as an important mission of the Project. The Government is assigned to properly carry out public information and communication activities to gain a high acceptance of the society towards nuclear power. In 2007, establishment of NRPB under EVN, in 2011, transformation from NRPB to EVNNPB with International Relation Dept. responsible for international relations and public relations, staffing with local residents, undertaking nuclear communication on behalf of EVN, focusing more on local communities and the people in the project affected area. Feb. 2013, approval of Project on Public Information & Communication for Nuclear Power up to 2020, hosted by Ministry of Science and Technology with participation of Ministry of Information and Communication, Ministry of Industry and Trade, Ninh Thuan Local Authorities, Vietnam Electricity, etc. Preparation for construction of a Public Relation Center in Ninh Thuan province. Project owner: EVN. 3
4 CHALLENGES Low level of public understanding of nuclear power. Stakeholder: the public, project owner, the Government; Unavailability of a national public opinion survey -> uncertainty of the public attitude towards nuclear power. Stakeholder: the public, the project owner; Limited budget for public information activities. Stakeholder: the project owner, Ministry of Finance, the regulatory body; Limited and un-experienced communication personnel. Stakeholder: the project owner, the regulatory body; Unavailability of a protocol/mechanism for good coordination in public communication activities among the stakeholders; Increasing public concerns about safety of the NPPs after Fukushima accident. Stakeholder: the public, the regulatory body. 4

6 EXHIBITIONS In 2008, international exhibition with theme Towards the first nuclear power project in Vietnam in Hanoi -Targeted visitors: the public, National Assembly members, international organizations, embassies, policy makers, local authorities -Participating countries: Japan, China, Russia, Canada, Vietnam and IAEA -4 seminars were hosted by Japan, South Korea, China and Vietnam -More than 2500 visitors to the exhibition and 700 attendees in seminars -Opinion survey was conducted. 6
7 EXHIBITIONS In 2008, Vietnam Japan exhibition with theme Nuclear power is clean and environment friendly in Ninh Thuan province -Targeted visitors: local people -Host organization: NRPB and JAIF -Activities: posters, pictures to show the friendliness of nuclear power in the normal life, benefits, contribution of nuclear power to socio-economic development of local communities; games for children; movies; -A seminar was held and attracted 400 participants; -More than 1500 visitors 7
8 EXHIBITIONS In 2010, exhibition theme Towards Ninh Thuan nuclear power project Participating countries: Russia, Japan, US, France, Canada, China, Bulgaria 3 seminars were hosted by Russia, France and the US. More than visitors to the exhibition and 500 attendees in seminars. 2012: exhibition theme Nuclear power development in Vietnam after Fukushima accident Participating countries: Japan, France, Russia, South Korea, US, Canada 2 seminars were co-hosted by the regulatory body and IAEA More than 2000 visitors to the exhibition and 400 attendees in seminars. 8
9 FACILITY VISITS From 2017 present: 20 visits to Da Lat Research Nuclear Reactor Targeted participants: local people including religious leaders, local authorities, local social-political organizations, social organizations such as woman association, youth association; teachers, students, local residents in two communes where two NPPs are located, minority people. Number of participants per visit: people Visit duration: 3 days (including one day travelling) Working agenda: - Presentation by Da Lat Nuclear Research Institute to introduce nuclear power: 1 day; - Facility tour: 1 day (including visit to control room, reactor, fuel storage facility, isotope production facility, atomic energy application center, and surrounding areas); - Talking with, interviewing local people living and earning next to a nuclear reactor; - Team building activities to enhance a good relation between the Project Owner and local people. 9
10 FACILITY VISITS Results: - Increasing the basic understanding of nuclear power and radiation; - Gaining the first good impression on nuclear energy; - Understanding the benefits of nuclear energy application in life; - Gaining the first confidence in nuclear safety and radiation protection; - Seeing is believing. 10
11 LOCAL SUPPORTING ACTIVITIES Offering school bags, notebooks and bookcases to students in elementary, secondary and high schools located at the project areas; Participating in cultural, traditional festivals, celebration events; Financial support for local funds such as fund for children, funds for the poor, fund for victims of dioxin, contribution to provide shelters for the poor, etc. Cooperation with Youth Newspaper in advising and promoting students to study in nuclear energy area, awarding scholarships to excellent students annually from
12 PROJECT ON PUBLIC RELATION CENTER Project size: construction area is of about 3000 m2 in the seaside of Ninh Thuan province. Main functions: Introduction of energy in general; Introduction of energy transformation models to generate electricity; Introduction of nuclear power development history in Vietnam; Introduction of nuclear power (technology, safety, fuel cycle, ) Exhibition. Schedule: construction commencement in 2016, operation data before the CFD of the first NPP 12
13 NUCLEAR INFORMATION ROOMS Since February 2013, a Nuclear Information Room has been opened at the headquarters of EVNNPB in Ninh Thuan province and so far, there are thousands of turns of people from international organizations, central organizations, the local areas visiting the NI Room. In 2014: Opening of the Nuclear Exhibition Room in Hanoi with the aim to spread basic nuclear power information visually to the public. Interactive dynamic models offered by JINED and MHI 13
14 CYBER PROMOTION Creating and operating website on nuclear field (dienhatnhan.com.vn) in order to provide and update the information on Ninh Thuan nuclear power project and the nuclear development all over the world 14
15 RECOMMENDATIONS Roles, responsibilities, implementation mechanisms, etc. should be legally regulated in more clear manner, particularly those of project owner and regulatory body; More close cooperation between project owner and vendors in communication activities; Further cooperation and supports from international organizations; Information should be transparent, systematic, consistent and well organized. 15
