8 INIR Mission in Belarus (June 2012) The mission developed 17 recommendations in the following fields: Safety Management Legislative framework Safeguard Regulatory framework Human resource development Stakeholder involvement Security Radioactive waste management National complex plan to follow the mission recommendations (37 actions with different deadlines, for the period ) is adopted and approved by the Government

11 Creation of Strong Regulatory Body: Changes in Gosatomnadzor Structure (since 1 July 2013) 39 staff units in the beginning of since 1 July new sub-division created 38 new specialists recruited since 1 July 2013 up to now, among them 16 young specialists (graduate students)

12 Internal: Instruments to manage this growth and change State Staff Training Programme for (increased 10 times in 2014) Special programmes for getting access to self-guided work for newly recruited specialists Internal traineeship for 16 young newcomers (6-month period) Information hours with the young specialists held by the Head of Gosatomnadzor Sharing of regulatory experience (internal and external) by participating in training abroad, on-the-job training, workshops, missions, etc. SSG-16: Action 76. The regulatory body should develop competences in managing the growth of and change in the organization

15 Strong emphasis on safety culture development Belarus - RCF membership benefits: Not to get lost in the vast community of regulators Increase the level of transparence on nuclear safety Make part in common contribution to the global nuclear safety Involvement into common safety principles development RCF- place of multilateral brainstorming to generate approaches in strengthening embarking safety infrastructure in order to do right things at right time by right people SSG-16: Action 75. The regulatory body should start developing and implementing effective management systems and should promote a strong safety culture.
