9 Calgary Airport Authority Environmental Policy The Calgary Airport Authority is committed to protecting the environment and will operate the Calgary International Airport and Springbank Airport to serve the community in a safe, secure and efficient manner while protecting the quality of the environment. 11 Norcal Construction s Environmental Policy Laying out expectations and making people accountable is the first step practicing environmentally friendly construction and using best management practices. Norcal Construction Inc. Statement of Environmental Policy It is a company policy and practice: To assess the potential hazards to the environment found in the workplace To ensure all site personnel are aware of these hazards and the appropriate abatement measures To make certain workers receive training in the proper handling, storage, use and disposal of all hazardous products Environment management encompasses more than just waste management. It includes utilizing effective materials management systems to minimize the consumption of materials. Proper waste management means not only disposing of your waste in a safe and responsible manner, but minimizing the amount of waste you generate in the first place. Norcal Construction Inc.is committed to waste reduction, recycling, re-use and recovery as part of a sound waste management program. Our objective is to meet all municipal, federal, and provincial environmental regulations, acts and laws. Our goal is to utilize the highest level of waste control technology. Managers, workers and subcontractors are encouraged to look for ways to minimize waste and, where feasible, to replace the use of hazardous materials or products with environmentally friendly ones. Subcontractors are expected to follow Norcal Construction s safety and environmental program. 13 2.0 SITE SETTING 2.1 Site Location and Description The proposed Project is located in the northeast quadrant of the city of Calgary in the Calgary Airport Industrial Park. The project is located at 5255 McCall Way NE Calgary Airport Property MS-01 - MS-02 and consists of 7.27ac of warehouse and office development, parking lots, access roads and landscaping. See Figure 1 for the site location plan. The project entails the construction of a sq.ft. warehouse including earthwork, foundations, structural steel, precast wall system and EPDM Roofing Membrane. The site work includes concrete sidewalks, concrete dolly pads, asphalt paving and landscaping. 2.2 Land Use Adjacent to the Project Area Norcal Construction Inc. is committed to maintain all forms of erosion and weed control on the leased lands until such time the Airport Authority is satisfied they are no longer needed. Material lay down will be at the SE corner of site. Waste disposal containers, C-can, MSDS sheet binder, fire extinguishers, spill kits, emergency response kits will all be located at the site trailer. Location of portable toilets will be at the site trailer. 3.0 ENVIRONMENTAL FRAMEWORK 3.1 Airport Park Project Background Project entails the construction of a 88,368 sq.ft. warehouse including earthwork, foundations, structural steel, precast wall system and EPDM Roofing Membrane. The site work includes concrete sidewalks, concrete dolly pads, asphalt paving and landscaping. 14 3.2 Project Schedule A tentative schedule has been developed to begin work March 1, Completion of all aspects of construction is scheduled for September 1, ECO Plan Responsibilities and Contact Information Table 1 outlines the list of responsibilities and corresponding personnel accountable to implement and fulfill the ECO Plan requirements. Norcal Construction Inc. is the Contractor for this project, and will be carrying out their own weekly inspections of the site. Working for the City of Calgary Airport Authority it is important to realize that performance of all contractual obligations is critical to the Airport Authority s commitment to protect the environment and comply with all environmental laws and regulations. Recognizing a commitment for the protection of the environment will fulfill the ECO Plan obligations and responsibilities throughout the duration of the contract. 16 3.4 Regulatory Approvals and Mitigation Measures Anticipated regulatory approvals for the Airport Park Warehouse Project, and associated environmental requirements, conditions or mitigation measures includes, but is not limited to the following: A. Airport Authority B. City of Calgary Updates regarding regulatory approvals, requirements, conditions and mitigation measures will be provided in future revisions to the ECO Plan Template and contract-specific ECO Plans. 3.5 Environmental Best Management Practices Environmental Best Management Practices (BMPs) are actions or modifications to a project that will reduce or eliminate potential environmental impacts. Best Management Practices are suggestions, and the intent of each BMP is always to minimize the potential for the environmental impact to occur. See Table 2 for a list of BMPs for the Airport Crossing Warehouse Project. Alberta sustainable resource development will be contacted if active bird nests are discovered. Birds pose a safety hazard to aircraft Asphalt and concrete work should only be done during the summer (dry) months in order to reduce contaminated run off from freshly laid surfaces A natural drainage concept should be adopted involving the siting of impermeable surfaces as far as possible from ground water recharge zones Locate catchment facilities around the periphery of airport runways and aprons t channel run off to one location (storage location) for possible separation and recovery Only approved sealants should be applied to asphalt areas Eco Plan for Airways Crossing McCall Way NE 8

18 Construction Activity and/or Environmental Sensitivity Placing Concrete Building/Erecting Laying Topsoil Planting/Seeding Mitigation & Best Management Practices Asphalt and concrete work should only be done during the summer (dry) months in order to reduce contaminated run off from freshly laid surfaces from entering watercourses Wash-down material or run off from exposed cast-in-place concrete and concrete trucks should be trapped on-site by interceptor dikes, setting ponds, storage lagoons or other facilities. The sediment must be allowed to settle out and reach neutral ph before the clarified water is released to the drain system or allowed to percolate into the ground (48 hours). Failure to do this could lead to serious water quality and fisheries impacts. 19 3.6 Erosion and Sediment Control The Erosion and Sediment Control (ESC) Plan addresses the potential for erosion throughout and following construction. Norcal Construction shall install and maintain ESC measures and implement site controls as prescribed in the ESC Plan. ESC measures will be inspected Norcal Construction Inc. and maintained to ensure integrity and effectiveness. All non-functioning ESC measures will be replaced with effective measures. Norcal Construction Inc. is responsible for preventing sedimentation of receiving water bodies and may need to implement measures additional to those specified in the ESC Plan to remain compliant with City bylaws and provincial and federal regulations. Norcal Construction Inc. will carry out ESC inspections on a weekly basis and following heavy rainstorm or snowmelt events. Inspection logs will be kept on-site for record purposes. Inspection reports will follow the format provided in Appendix C, or other formats developed during preparation of the contract-specific ECO Plans. These inspection reports will be distributed by Norcal Construction to the Airport Authority Project Managers. Norcal Construction Inc. will be responsible for implementing required maintenance as needed to ensure continued performance. 3.7 Tree and Plant Protection No city owned trees or private owned trees will be disturbed during the course of the project. 4.0 Site Management 4.1 Site Layout Norcal Construction Inc. will carefully control all equipment and work operations so that operations do not extend beyond the designated working limits unless otherwise authorized. Care shall be taken to ensure that disturbances outside of the proposed construction limits are kept to a minimum. Localized temporary fencing shall be installed around specific work zones as necessary to prevent the public from entering the work zone. Temporary Keep Out or Construction Area warning signs shall also be posted as necessary. 4.2 Site Plan The site trailer, tool crib and portable toilets are located at the East side of the site off McCall Way NE and laydown area will be East and West sides of building foot print. Waste disposal containers, C-can, MSDS sheet binder, fire extinguishers, spill kits, and emergency response kits will all be located at the site trailer location. 20 4.3 Equipment Maintenance During the project, various pieces of construction equipment will be utilized, stored, and maintained on site. Regular inspections and maintenance will minimize the risk of equipment leaks leading to environmental degradation. Norcal Construction Inc. will comply with the Airport Authority s no idle policy during construction; vehicles will not be parked with the engine operating for more than five minutes unless it is essential for performance of work. 4.4 Equipment Inspections Prior to bringing equipment on site, an inspection of the equipment will be conducted and documented; copies of vehicle and equipment inspections shall be available upon request to the Airport Authority s Project Manager or a regulatory agency. The inspection will cover the following items: Equipment is clean (free of mud, dirt and oil) Equipment is in good working order A drip pan is available and used for all equipment stored on site, and while refueling or conducting any maintenance on the equipment/vehicles. A spill kit is available Employees are trained on refueling; maintenance and emergency spill procedures (see Section 6.2) Daily visual inspections will be conducted during the construction period. The inspection will ensure that the equipment remains in good working condition and the exterior is free from oil, grease and hydraulic fluids. 4.5 Refueling and Servicing Fueling and Servicing will take place at least 30 meters from any catch basin. A mobile fuel truck will be used for on-site refueling, topping up of fluid levels, and minor lubrication. The fuel truck will be equipped with no-drip refueling nozzles and spill containment kits. Spilled fuel will be handled immediately and containment wastes will be properly disposed of. Norcal Construction Inc. should consider using drip pans or absorbent matting during equipment servicing, refueling, or equipment change-outs wherever fluids may be released. In case of any spills or releases; the Contractor will follow procedures outlined in the Incident Response Procedures. Used filter, oils, lubricants, antifreeze and other waste materials will be transferred off-site to appropriate recycling or disposal facilities. At the end of the project, maintenance areas will be inspected for contamination. If required, remediation will be conducted, including the appropriate disposal of contaminated material and restoration of the area. Eco Plan for Airways Crossing McCall Way NE 11

21 4.6 Materials Management Norcal Construction Inc shall ensure that its crew and sub-contractors has a clear understanding of the appropriate procedures for handling all materials and waste, with a particular emphasis on hazardous materials management and spill response procedures. Hazardous materials are to be handled, stored, transported and disposed as recommended by Alberta Environment. All hazardous materials will be stored at least 30 m away from storm sewers and catch basins and any container in excess of 5 kg should be stored in a secondary structure. Norcal Construction Inc. shall maintain current Material Safety Data Sheets (MSDS) and materials labeling as required by Workplace Hazardous Materials Information System (WHMIS). Some Hazardous materials that could be found on the site include but are not limited to: diesel, gas, oil, hydraulic fluids, coolant, asphalt, concrete, paint and epoxies. Two (5) gallon containers of gasoline and four (1) liter containers of oil will be stored on the site in a locked C- Can. Contractors will use them according to the manufacturers specifications 4.7 Waste Management Plan The City of Calgary has a goal to significantly reduce the amount of waste going to landfill. Construction will be undertaken in such a way as to minimize waste generation. Reuse or recycling of wastes is encouraged. Wastes must be transported properly; permits and other documentation required by legislation for the transportation and disposal of waste must be maintained. 5.0 ECO Plan Implementation 5.1 Environmental Training and Awareness The Project Manager and Site Supervisor will understand their roles and responsibilities in implementation, monitoring, and reporting of the ECO Plan prior to starting and throughout the project. Norcal Construction Inc. will ensure that all construction and management personnel, including subcontractors, are aware of the environmental obligations and commitments that must be met throughout the construction project. Norcal Construction Inc. will provide environmental training and awareness at orientation sessions and during toolbox meetings, and shall retain documentation of training sessions. Norcal Construction Inc. will be responsible for informing their staff and sub-contractors on the environmental regulations and requirements of the project in addition to the potential environmental impacts and relevant environmental BMPs prior to construction. Norcal Construction Inc. will keep records of environmental awareness sessions at the site to be available to the Airport Authority s Project Manager upon request. 22 All permits obtained or required will be posted and available upon request. Norcal Construction Inc. will ensure that environmental considerations are part of all activities and operations. The Contractor must be familiar with and communicate The City of Calgary s Environmental Policy, the Airport Authority s Environmental Policy and Norcal Construction s Environmental Responsibilities Package and Acknowledgement Form to all on-site personnel, including Subcontractors that are engaged in the work. The Contractor must maintain documentation and records as evidence that the environmental requirements for the work have been implemented and are being maintained. Verification of Compliance may include requests for documents and for worksite inspections 5.2 Monitoring and Reporting The Project Coordinator will conduct formal inspections for ESC measures and environmental performance. Substances and locations to be inspected as part of the Monitoring and Reporting Program may include, but are not limited to: Dust throughout site and on haul roads Mud, gravel on roads at access/egress points and throughout contract area Weekly monitoring of ESC measures during construction activities and within 24 hours of a rainfall or snowmelt event Monitoring of equipment by the Contractor prior to bringing equipment on site: equipment exterior to be free of mud, grease, fuel, hydraulic fluid and weeds ESC/ECO inspection(s) will be conducted every 7 days or after every major precipitation event by the Contractor and reports will be prepared and submitted to the Project Coordinator and the Airport s Duty Manager. A copy of the ESC/ECO Inspection Form is available in Appendix C. It will be used by the Contractor to record environmental conditions on a weekly basis. The Contractor will be responsible for implementing maintenance activities. 5.3 Documentation Norcal Construction Inc. shall be responsible for maintaining ECO Plan documents on-site. Records and documents to be maintained on-site include, but are not limited to the following: Copy of Project ECO Plan Copy of Project ESC Plan Copy of Prime Contractor s Health and Safety Procedures ECO Plan Table 1 - Roles and Responsibilities All Environmental monitoring reports Emergency Contact Information posted in a highly visible location on-site Record of ECO Plan training sessions for crew and sub-contractors Pre- and post-construction photographs of project area Tipping receipts Eco Plan for Airways Crossing McCall Way NE 13

23 Copies of the following inspections and reports: i. ESC inspections ii. Vehicle inspection and maintenance logs (may be kept at the vehicle yard, to be available upon request) iii. Incident reports iv. Hazard assessment inspection reports v. Spill reports 5.4 ECO Plan Review Copies of the Project ECO Plan will be available at the construction site, at the Contractor s office and with the Airport Authority Project Manager to ensure that it is readily accessible and updated as necessary. Norcal Construction Inc. will evaluate the appropriateness and effectiveness of the implementation of the Project ECO Plan following any significant environmental impacts, regulatory requirements, and emergency preparedness needs. This evaluation of the Project ECO Plan will also consider the findings of any Environmental Inspection Logs, documented non-conformances and suggestions from any employees. 6.0 ENVIRONMENTAL INCIDENT PREPAREDNESS AND RESPONSE 6.1 Environmental Incident Preparedness Norcal Construction Inc. will implement environmental incident preparedness activities to reduce risk to worker and environmental health and safety. Incident preparedness will include preplanning and operational practices to minimize the potential for incidents and emergencies during construction. Spill Kits and MSDS can be found on-site Pre-Planning Pre-planning practices for incident preparedness may include, but are not limited to the following: Review the contract documents and project schedule and make preparations for those activities that could adversely affect the environment Identify and clearly mark the locations of all underground and above ground utilities, including power, gas, phone, cable, water, storm water and sewer lines Compile a list of Emergency Contact Information (appendix D) Identify environmentally sensitive sites based on the ECO Plan Compile appropriate MSDS sheets, spill kits, fire extinguishers, and first aid kits for Eco Plan for Airways Crossing McCall Way NE 14

24 materials and wastes expected or potentially on the construction site Review the Airport s Standard General Conditions and Contractor Environmental Responsibilities Package, ensure that Contractor and crew are aware of prescribed responsibilities and requirements Operations Operational practices for incident preparedness may include, but are not limited to the following: Post Incident Response Procedures (Section 6.2) in a highly visible location on-site and implement immediately following incidents on-site Keep list of emergency contact numbers on-site (appendix D) Ensure that vehicles and equipment are inspected, maintained, and operated correctly and are in good working order 6.2 Incident Response Procedures This section lists potential environmental incidents and emergencies that may result during construction and the response procedures that are appropriate to each incident. It is recommended to post the Incident Response Procedures and an Emergency Contact on-site in a highly visible location. Norcal Construction Inc. may post and implement their own incident Spills and Releases response procedures provided that they are appropriate. Norcal Construction Inc. will exercise their own approved response procedures. These procedures can be found in Norcal Construction s Safety manual which will be located on site. For spill response procedure see Appendix B Transportation Infrastructure Release Reporting Requirements As per the Release Reporting Flowchart, all spills and releases shall be reported to the Project Manager via phone. The Contractor shall immediately fill out and submit a Calgary Airport Authority Substance Release Report to the Airport Duty Manager. A copy of the Substance Release Report is provided in Appendix B. Norcal Construction Inc. shall immediately contact Alberta Environment (Spill Line ) if the spill is thought to be reportable under the Environmental Protection and Enhancement Act and Regulations (Government of Alberta, 1992). Any spill that has or may have an adverse effect should be reported to Alberta Environment. Substances that may cause an adverse effect on the environment include (but are not limited to) the following: gasoline, Eco Plan for Airways Crossing McCall Way NE 15

25 diesel fuel, hydraulic fluid, antifreeze, paint, solvents, sewage, acids, and excessive smoke/fumes/odours Discovery of Historic Contamination Reporting Procedures Upon discovery of suspected historic contamination, the Contractor shall immediately contact the Project Manager, and contact the Fire Department HazMat. The Contractor shall complete the Substance Release Report and submit it to the Airport Duty Manager. During construction, indications of possible historic contamination include, but are not limited to: Rusted barrels and containers Stained or discoloured earth in contrast with adjoining soil Fill material containing debris Household trash covered by earth or industrial waste debris Non-earthy odours which emanate when the earth is disturbed Oily residue intermixed with earth Sheen on groundwater Cinders or other combustion products like ash Structures such as asbestos cement pipe, abandoned foreign pipes, and underground storage tanks 7.0 Regulatory and Contractual Requirements The legal, regulatory, City of Calgary and the Airport Authority s contract environmental requirements that may be applicable to the Airways Crossing Warehouse Project are listed below. This list includes environmental legislation, authorizations, contracts and approvals that may be required for the projects as well as construction and operational guidelines that may be relevant: 7.1 Federal Hazardous Products Act controls the handling and use of flammable and combustible materials, corrosive materials, oxidizing materials, poisonous materials and dangerously reactive materials. The Contractor is responsible for complying with this Act throughout the construction project, including proper labeling, containment and inspections (Department of Justice Canada (DJC), 1985). Migratory Birds Convention Act This Act protects migratory birds, their nests, and habitat. Section 12 (1) prohibits the killing, harm or disturbance of migratory birds and and damage or removal of their nests and habitat. Section 5 also prevents the deposition of harmful substances in their habitat (Environment Canada, 1994). Eco Plan for Airways Crossing McCall Way NE 16

26 Transportation of Dangerous Goods Act - Dangerous goods can only be transported when applicable safety requirements are complied with, appropriate documentation has been obtained, and goods are labeled and properly contained (Section 5). Prior to the transport of any dangerous good covered by the Act, the Contractor must have emergency response assistance plans in place (Section 7) (Transport Canada, 1992). Explosives Act This Act controls the packing, transportation, handling and use of explosives. The contractor is responsible for complying with this Act whenever explosives are required, which included making provisions for proper packing and inspections. Alberta considers explosives to be dangerous, but not hazardous (DJC, 1985). 7.2 Provincial Environmental Protection and Enhancement Act (EPEA) The purpose of EPEA is to promote and support the protection and wise use of the environment. It addresses the release, whether knowingly or unknowingly, of harmful substances into the environment that can cause significant adverse effects (Part 5 (109)). The Contractor must take all precautions necessary to prevent any accidental release of harmful substances. Appropriate mitigations and emergency response protocols must be in place prior to construction. If an incident occurs that is deleterious to the environment, then the Contractor must immediately control the situation, dispose of the substance and satisfactorily restore the affected area (Part 5 (112)) (Government of Alberta (GOA), 1992). Release Reporting Regulation This regulation is administered under EPEA (GOA, 1994) and outlines the protocol to follow when reporting levels of potentially harmful substances that have been released into the environment (Section 3(1)). The Contractor must report the release of any substance referenced in the Federal Transportation of Dangerous Goods Act (see above). A verbal notification of the release is required, followed by a written report within 7 days (Section 4(1-3)). A report may not be required where no adverse effects are likely to occur and the release has been adequately controlled. If a report is required, it must contain the following information: Date, time, location, duration and rate of release Composition, concentration, weight, quantity and amount of release Detailed description of circumstances leading up to the release Procedures used to control, minimize and stop the release Measures taken to prevent future releases Waste Control Regulation This regulation is administered under EPEA (GOA, 1996) and outlines the procedures for storing and handling both hazardous and nonhazardous substances. This includes protocols for labeling, storing, and inspecting such materials. The Contractor must comply with this regulation and follow recommended Codes of Practice. The Alberta User Guide for Waste Manager (Alberta Environment Protection, 1996) helps in understanding this regulation. Eco Plan for Airways Crossing McCall Way NE 17

27 Wastewater and Storm Drainage Regulation This regulation is administered under EPEA (GOA, 2000a) and states that no person responsible for drainage systems may allow the release of a substance that will impair the functioning of the stormwater collection system (Section 7(1). The City of Calgary and the Contractor must ensure that the storm water collection system receives only water of the quality and quantity for which it was designed. - Intake protection at the catch basins (donuts and socks) shall be used to prevent any unwanted materials from site to enter the sewer system. - Sediment Filter Bags shall be used at any pump discharge location to collect sediment from water being removed from site. Soil Conservation Act This Act states that Landowners must take measures to control erosion on their property (Section 3). (GOA, 2000b) The City of Calgary and the Contractor must use Best Management Practices and undertake proactive measures to minimize soil disturbance and erosion. BMPs are outlined in the ESC Plan and The City of Calgary s Field Manual for Effective Erosion and Sediment Control (City of Calgary, 2001a). Weed Control Act The components of this Act that are relevant to the project regulate the movement of machines and equipment that can potentially transport weed seeds (Section 35). During construction in or around parks and/or natural areas, machinery may come into contact with non-native vegetation that can potentially transfer weed seeds. The Contractor is responsible for inspecting and cleaning construction vehicles prior to their movement on and off site. The Contractor must also appropriately dispose of any fill that may contain nuisance or noxious weed seeds and prevent their transport (Section 33) (GOA, 2001). 7.3 Municipal City of Calgary Airport Guidelines for Erosion and Sediment Control These guidelines help construction personnel to better understand and integrate sound erosion and sediment control practices into project activities and planning. The guidelines outline erosion and sediment processes as well as methods to achieve their control through proactive planning and mitigations. An ESC Plan must be completed for each project, and must follow these guidelines. The Contractor will implement the ESC Plan and incorporate these guidelines wherever possible, including adjustments to meet the project s specific requirements. City of Calgary Field Guide for Effective Erosion and Sediment Control This field manual assists construction personnel with the implementation of erosion and sediment control guidelines. The document describes the technical standards and specifications for using a variety of BMPs relative to sediment and erosion control. The manual is designed to be used at the construction site level and will be available to the Contractor when performing work for the project. Both the field guide and supporting guidelines must be reviewed and thoroughly understood prior to the commencement of any work requiring sediment and erosion control (City of Calgary, 2001a). City of Calgary Development Guidelines and Standard Specifications Landscape Construction This document outlines the procedures for undertaking design and construction in parks and natural areas. Approaches are described for restoration activities in these areas relative to re-establishing ground cover and preparation for seeding. When Eco Plan for Airways Crossing McCall Way NE 18

28 implementing a Landscaping Plan and Restoration Plan, the Contractor and its landscaping contractor will be responsible for following these guidelines and Best Management Practices (City of Calgary, 2007). Acquire from Airport Authority Manager a list of preferred plant material for landscaping. City of Calgary Community Standards Bylaw 5M2004 Precautions must be taken to ensure that smoke, dust or other airborne matter does not leave the construction site (Part 10 Section 42). Construction noise can be generated between 7:00 am and 10:00 pm on Monday to Saturday and between 9:00 am and 10:00 pm on Sunday and Holidays (Part 9). A temporary permit to exceed the levels of noise permitted during these hours may be required. Building materials should be stored and stacked in an orderly manner and only kept on-site when in use (Part 10 (1 and 2)). Site should be cleaned and free of garbage and construction debris (Part 8 (3)). City of Calgary Drainage Bylaw 37M2005 The Drainage Bylaw deals with water drainage within The City of Calgary. The following sections of the Drainage Bylaw apply to the project: Water is not allowed to flow across city streets (Section 6 (1)) Intake protection such as catch basin donuts and socks to prevent unwanted materials from entering the sewer system will be used. Sediment Filter bags shall be used at any pump discharge to collect sediment from water being removed from site. Prohibited materials such as soils, sediments, vegetation, sewage, wood and other construction materials are not allowed to enter the storm sewers (Section 4) Maintenance of catch basins should be conducted on a regular basis in order for them not to get overloaded with sediment (Section 9) City of Calgary Sewer Service Bylaw 24M96 The Sewer Bylaw states that the following may not be discharged into the wastewater collection system ( Section 8-Schedule A): Waste which causes or will cause an adverse effect Hazardous waste or hazardous materials Pesticides and herbicides City of Calgary Waste Bylaw 20M2001 The Contractor must have bins at the job-site to contain any waste generated as a result of construction activities (Section 37). Disposal of the waste must occur at an appropriate site that has been specified for such materials by the Director of Waste and Recycling Services (Section 39(a)). City of Calgary Tree Protection Bylaw 23M2002 No trees or shrubs on city property can be removed, cut or pruned without authorization from the General Manager of Parks (Section 4). The intent of this bylaw is to protect all parts of the tree, including the bark, entire canopy and the root system. City of Calgary Parks Department Development Guidelines and Standard Specifications Landscape Construction, Tree Protection Plan (Section 2.5) If trees are damaged or removed without an approval the Contractor must replace two trees for every one they damaged) (Section 2.6) Eco Plan for Airways Crossing McCall Way NE 19
