12 Environment: Potable water savings Economics: Revenue Source, Tax payer Savings Total Potable Water Savings equal to double the water savings achieved from 1999 to 2004 from the CRD rebate program for efficient toilet and washing machine replacement Based on CRD slow growth projections with no climate change considerations it is anticipated that the Leech River treatment (cost $100 million) could be delayed 23 years under high growth scenario assuming no climate change and commitment to spend $1.1 million annually in DSM programs. The NPV of this program is $24.32 million. Goal to save annually 2.5 billion gallons of water cost of program 1cent per gallon.

13 Environment: Potable water savings Economics: Revenue Source, Tax payer Savings Equivalent to 30 package Dockside Green treatment facilities which would treat 1.1 billion gallons of sewage and produce.9 billion of treated water. If combined with water efficient appliance strategy, total saving is 2.2 billion gallons for same cost as DSM. Operating costs covered by treated water revenues therefore essentially the capital cost of sewage treatment is free and avoid upgrading new water supply.

14 Evaluating Cost Cost measured as follows: Total Cost of system (treatment and distribution changes) plus Sewage operating costs divided by borrowing cost (5%) less. Energy generated from heat recovery/biogass divided by 5% less cost of energy equipment (Capitalization of revenues) less Treated water reuse * water/sewage charge dividend by borrowing cost (5%): Capitalization of Revenues Less Potential capital savings of deferral of new water expansion through use of treated water. Less Total water savings over 23 years times 1 cent per gallon (cost of existing DSM strategies.
