3 Introduction The Ontario Ministry of Energy recently introduced requirements for energy reporting for the broader public sector. Ontario Regulation 397/11 (O.Reg.397/11) under the Green Energy Act, 2009 requires certain public agencies Municipalities, Municipal Service Boards, Universities, Colleges and Hospitals to report on their energy consumption and greenhouse gas (GHG) emissions annually beginning in 2013, and to develop and implement five-year energy conservation and demand management (CDM) plans starting in O.Reg.397/11 Energy Conservation and Demand Management Plans, took effect on January 1, The requirements to be implemented in 2013 and 2014 are: By July 1, 2013: report to the Ministry of Energy on the organization s 2011 energy consumption data; Publicly post the organization s energy consumption and GHG emissions data annually starting with 2011; and By July 1, 2014: update annual energy consumption data (report for 2012) and develop and post a 5-year energy conservation and demand management plan. More information on the Ontario s Green Energy Act and O.Reg.397/11 can be found at NBRHC Facilities covered by this CDM plan. Under O.Reg. 397/11, NBRHC is obligated to report energy data for facilities used for hospital purposes and for which we are invoiced and pay the utility. Please note that NBRHC s Kirkwood Place facility located at 680 Kirkwood Drive in Sudbury, Ontario, is reported by Health Sciences North at North Bay Regional Health Centre, 50 College Drive (Main Campus) The North Bay Regional Health Centre, is a joint redevelopment project between the former North Bay General Hospital and the former Northeast Mental Health Centre. The new Regional Health Centre provides residents of Northeastern Ontario with state-of-the-art acute and mental health care close to home. This campus is our largest consumer of energy. The facility was constructed on a common 32-Hectare greenfield site and offers both a state-of-the-art acute care hospital and a modern, long-term mental health facility. The acute care component of the facility is a 53,353 m 2, four-story, concrete structure including a penthouse level. It accommodates 275 beds, as well as support services. The mental health facility component is a 13,970 m 2, two-story, steel and wood structure with penthouses in the pitched roof structures. It accommodates 113 specialized and forensic mental health beds, associated outpatient services, a client services mall, a gymnasium, workshops, and psychiatric offices. The project included construction of all site services, roadways and civil works. Construction was completed in June The building has been designed and constructed to achieve LEED certification. Plenary Health partnered with the North Bay Regional Health Centre and Infrastructure Ontario to build, finance and maintain our new facility for 30 years. Under the terms of our project agreement with Plenary Health, we jointly engage an Energy Surveyor to complete an energy analysis, set energy benchmarks and to identify opportunities for energy conservation and demand management. 3
4 Nipissing Detoxification and Substance Abuse Program, 120 King Street West NDSAP is a community-based substance use treatment program that offers a variety of methods of working through substance use, including residential treatment. The focus of therapy is solution-based, highlighting on self-determination and the patient s taking responsibility for their life and recovery. The Program occupies 2,185 m2 at the King Street facility, and provides 29 Residential Treatment beds, 10 Flex beds, and 6 Withdrawal Management beds. Mental Health Clinic, 120 King Street West Located in the same King Street West complex as NDSAP, the Mental Health Clinic (MHC) offers a variety of community-based mental health supports to people who reside in the District of Nipissing. Services include interdisciplinary mental health counseling, Early Intervention in Psychosis, Eating Disorders Program, Concurrent Disorders, and a Healthy Living Clinic. Other group programs include Anger Management, Anxiety and Coping Skills, and Psychotherapy. The 3-storey, 870 m2 facility was occupied by the existing NBRHC-sponsored Programs in July Regional Outreach Services, 1164 Devonshire Avenue Regional Outreach Services (ROS) is comprised of a number of outreach services which provide an array of support to individuals living across Northeastern Ontario who experience severe and persistent mental illness. This specialized tertiary mental health outreach care is guided by recovery principles and founded in clinical best practices. ROS works in collaboration with local community mental health agencies providing support to individuals, families, professionals, and para-professionals. The 1,230 m2 facility was occupied by the existing NBRHC-sponsored Programs in July Energy Management Vision NBRHC s mission statement is As partners in care, we restore and maintain health for mind and body. Our Vision is Leading Care, Improving Health, Enriching Communities We consider our facilities a primary source of giving care and an integral part of the healing environment. Key to this equation is the ability to use our facilities efficiently and effectively allowing us to direct more resources toward patient care. Also, by reducing our environmental footprint, we are doing our part to create a healthier environment, something that is essential to the people we serve and helps them to lead healthier lives. North Bay Regional Health Center (NBRHC) is committed to energy conservation through ongoing evaluation and management of energy usage. Initiatives to identify areas of potential energy reduction and cost savings through Energy Benchmarking and monitoring are in progress. These initiatives will help NBRHC and the Province of Ontario to achieve demand savings and GHG emission reduction targets. The design of the new North Bay Regional Health Centre incorporated the philosophy of LEED and the facility has been granted LEED Certification by the USGBC. The design incorporates high efficiency equipment such as fan motors, boilers and lighting. All potential changes and renovations are required to take into consideration the whole impact on operations including possible implications to the building energy performance and longevity of the fixtures and finishes from a durability and lifecycle perspective. This philosophy of striving to minimize our environmental footprint is applied to all of our facilities. 4
5 Energy Management Goals and Objectives Goal: Energy Management Plan Approval, Resources to Implement Executive approval and resources. Support from key staff (financial management, purchasing/procurement, building operations, etc.). Goal: Adopt the Energy Benchmark as determined by our Energy Surveyor for 50 College Dr. Utilize the terms of our Project Agreement with Plenary Health to establish and maintain performance to an established energy benchmark. Through regular reporting on energy, verify performance to the established benchmark. Goal: Establish Purchasing Specifications for Energy Efficient Equipment and Services Establish and consistently use purchasing specifications that minimize life-cycle costs for energy efficient equipment and services. Goal: Implement Cost-Effective Facility Upgrades Implement equipment and system upgrades where justified by life-cycle cost analysis. Investigate opportunities for funding energy efficiency upgrades through energy savings. Goal: Actively Manage Energy Commodity Minimize utility costs and exposure to market risks. Utility costs include natural gas, electricity, water, and sewer. Participate in the energy/utility regulatory process. Goal: Monitor, Track, and Reward Progress Track progress on our Energy Management and Demand Management Plan Track energy reductions [quarterly][annually]. Reward staff for successes. 5

9 Energy Analysis Report (April 2012 March 2013) 50 College Drive Location Please refer to Appendix A for the Energy Analysis Report which was produced by Halsall Associates for our 50 College Drive location. The purpose of this report is to: Present the Initial Energy Benchmark of the North Bay Regional Health Centre (the expected energy consumption of the facility for the agreed upon 12 month period). Compare the calibrated energy model results to the electricity and natural gas utility bills for the benchmarking period. Compare the calibrated energy model results to the hourly electric interval data for the benchmarking period. Detail the methodology for development of the as-built, calibrated energy model to be used for benchmarking of energy use at the North Bay Regional Health Centre as per the procedures of the International Performance Measurement & Verification Protocols (IPMVP) Volume III Option D Calibrated Energy Simulation and ASHRAE Guideline Identify potential energy and energy cost saving opportunities at the facility. Provide estimates of potential annual electricity and natural gas consumption savings with the overall opinion of implementation cost and payback. Identify how methods of energy management should be developed to achieve, maintain and recognize further potential savings. 9
10 Proposed Measures for Energy Conservation and Demand Management As greater than 98% of total energy usage is at our 50 College Drive location, the primary focus of our proposed measures is on this location. However, as each measure is further investigated, it will be reviewed for potential implementation at our other facilities. The Energy Analysis Report produced by Halsall Associates identified ten potential energy conservation measures which could potentially provide a 14.6% reduction in energy consumption. Next steps Review the identified opportunities and decide which will be pursued; Where necessary, conduct additional in-depth investigation and analysis of savings and implementation costs; Engage competent individuals to prepare a detailed design for each selected measures (note that some measures may only consist of changes to how current systems are operated and can likely be implemented by the Operations Team); Ensure that all implemented measures are properly commissioned; Develop documentation manuals for new equipment (or update current documentation for operational measures); and Provide training. 10
