2 Open Science to address shared complex challenges Open Science is essential if Europe, and the world, is to successfully address the shared complex challenges that we now face climate change, energy, food, health, resources To have impact, Open Science must be based on accessibility, transparency and integrity - enabling trusted collaboration for research excellence Four fundamental goals for Open Science: Public accessibility and transparency of scientific communication Public availability and reusability of scientific data Transparency in experimental methodology, observation and collection of data Use of web-based tools/infrastructure to facilitate collaboration

6 Achieving Open Science 1: Remove the barriers that extreme competition for limited resources creates for Open Science (a) True progress in Open Science needs: fundamental rethinking of how research is funded and researchers are rewarded. Policies to promote Open Science should include incentives and not just mandates.
7 Achieving Open Science 1: Remove the barriers that extreme competition for limited resources creates for Open Science (b) Open Science does not thrive on extreme competition. To ensure research careers are not jeopardised bring funding success rates back to a position where Europe s best researchers can reasonably expect to attract and maintain funding for their best work. Critical to support as many highly qualified, early-career researchers as possible, due to the proven difficulty in predicting productivity Allocation of funds should be adjusted so all applications that meet key evaluation quality criteria should receive appropriate funding.
8 Achieving Open Science 1: Remove the barriers that extreme competition for limited resources creates for Open Science (c) For career assessment and advancement, and for evaluation generally: metrics (e.g. numbers of publications and journal impact factors) should not substitute for the meaningful assessment of an individual s work Assessment criteria should also explicitly and directly reward: reagent and protocol sharing data sharing open resource development
9 Achieving Open Science 2: Implement Open Access publishing with publication as part of the continuum of research Monopolisation and cartelisation of the publication enterprise are not compatible with Open Science. New funding and business models are needed, to establish a sustainable and affordable Open Access publishing system, with publication as part of the continuum of research. In addition, complementary methods are needed for immediate pre-publication sharing of Open Science research, e.g. posting on: recognized preprint servers data publishing platforms self-archiving on shared platforms ( Green Open Access )
10 Achieving Open Science 3: Establish competence and confidence in the practice of Open Data Three core challenges for the practice of Open Data: Competence in data management and data sharing establishing a holistic interoperable infrastructure creating a supporting culture for openness Support these with training programmes designed to: adopt best practice for data management skills promote an increased awareness of the many existing data repository options support ways to measure and reward data reuse, e.g. encouraging direct citation of data, educating grant award committees about assessment Create explicit career tracks for data and software specialists
11 Achieving Open Science 4: Ensure research integrity Research integrity is fundamental to open science, ensuring: research findings are reliable, reproducible and trustworthy money well spent Best practice in conduct of research is essential for success of European science Support this by: A shared European research integrity code should underlie all European research key stakeholders should work together to build the ecosystem that ensures research integrity. Nurturing the culture of research integrity through training programmes tailored specifically for early and more senior researchers
12 Mallorca Declaration on Open Science Realigning funding, publishing, and data sharing with the goal of Open Science practice will promote a global shift towards a scientific culture that will enhance the acceleration of discovery and innovation in Europe and worldwide.
13 Linking Open Science to Open Innovation: EIT Knowledge Innovation Communities (KICs)
14 EIT Knowledge Innovation Communities (KICs): Climate-KIC Six KICs founded between 2010 and 2017: Climate change, digital, energy, food, health and raw materials Climate-KIC; founded 2010 >200 partner organisations from research, academia, business (large and small) and government; present in 24 countries across Europe Trusted environment for Open Innovation A demand-led innovation framework from: ideation, acceleration demonstration and scaling through to commercialisation and market 15x overall leverage of external funding on KIC investment into start-ups. Several now in second round of funding, with 2012 cohort showing leverage of 80x Focus on 4 themes: Decision metrics and finance Urban transitions, Sustainable land use, Sustainable production systems
15 Climate-KIC: some examples of Open Science to Open Innovation Climpax ( world s first climate impact rating for investment funds Currently being beta tested Oasis ( Climate modelling for insurance sector, driving adaptation and resilience open-source loss modelling kernal, with plug and play catastrophe and climate risk models with data addressing natural disasters across the world Econic Technologies ( ) CO 2 as a raw material - novel catalysts for polymerisation. Partners with plastics manufacturers, providing an alternative to oil Physee ( Transparant double-paned windows that convert light into electricity Pilot with VG Real Estate (The Netherlands)
16 EIT Knowledge Innovation Communities (KICs): boosting innovation and an entrepreneurial culture A unique model for open innovation Bring together partners from academia, business and government Integrate knowledge triangle: research, business, education build on the research output from Open Science, taking this into an Open Innovation ecosystem, commercialisation and the market
