3 9TH NUCLEAR ENERGY CONCLAVE THEME: NUCLEAR POWER: GROWTH PROSPECTS PROCEEDINGS The flagship event of India Energy Forum (IEF) - the 9th Conclave in the series was inaugurated on 27th October, 2017 in Delhi by Hon ble MoS(IC) for DONER, Personnel, Public Grievances and Pension, Departments of Atomic Energy and Space, Dr. Jitendra Singh. The theme of the Conclave Nuclear Power: Growth Prospects was well received at the time when India is poised to maximise the share of non-fossil clean energy including Nuclear Power. As part of its mission, IEF has institutionalised the mechanism wherein policy makers; Nuclear energy experts from India & Abroad; Industry leaders; Nuclear utilities & Research organisations come together every year and deliberate contemporary issues on Nuclear energy. This year besides Nuclear Energy issues like Regulatory Challenges, Industry preparedness to meet capacity addition challenges, making India a global manufacturing hub; there was a nonpower application session on Emerging Nuclear Technologies for Medical Applications as part of its public outreach efforts. The Conclave was addressed by Chairman / AERB on Regulatory challenges and presentations were made by senior representatives from Rosatom / Russia; Westinghouse USA; BHAVINI;NPCIL; IGCAR; Industry leaders from BHEL; Godrej Boyce; Walchandnagar Industries;Avasarala Technologies; AdorFontec; Siemens healthcare India ; Mahajan Imaging; Panacea Medical Technologies, Nuvia Technologies on the issues selected for various sessions. This paper aims to capture key takeaways and recommendations coming out of this Conclave. KEY TAKEAWAYS FROM INAUGURAL SESSION In his opening remarks, Mr. V P Singh, Convenor, Nuclear Group, IEF explained the context of the theme as a very relevant one when India is on the threshold of adding non-fossil clean energy in a big way to its total energy basket. While renewables will play a major role in clean energy future, there will be no credible path to climate stabilisation that does not include a substantial role of Nuclear Power. Nuclear Power has a great potential in India to supplement coal in the medium term and substitute coal in longer term as a source of 24x7, base load non-fossil clean energy resource. Mr. Anil Razdan, President IEF and Former Secretary, Ministry of Power welcomed the Chief Guest - the Hon ble Minister for his support, other distinguished speakers, panellists, industry leaders, experts and emphasised that Nuclear Power is a non-fossil clean energy source vital for the energy security of the country. Besides power, its applications in Medical, Agriculture etc. instils public confidence in safety and utility of Nuclear energy. Renewables are clean energy source with no inflation in fuel cost but being intermittent needs support of other base load energy sources like Nuclear. Regarding safety and NIMBY (Not in my backyard) syndrome, AERB gave ample confidence of regulatory systems and experience they have to ensure the safety of Nuclear power plants and devices. 1

4 Dr. Anil Kakodkar, Chairman, Nuclear Energy Group, &President, National Academy of Sciences India, Chairman-TIFAC and Former Chairman, Atomic Energy Commission, highlighted the key role Nuclear Power has to play in the non-fossil energy future of India. Nuclear Energy is the only practical source with 24x7 base load capability which is non-fossil in nature and a clean source of energy vital for the energy security of the country. The Government s decision of approving 10 sets of 700MW PHWR s in one go is a historic one. It gives Industry, NPCIL afair degree of continuity to utilise their infrastructure and mobilise other resources needed for speedy implementation of the projects. Moving towards non-fossil energy future has become important not only in the context of our commitments in CoP21 for protecting our climate but also for long term sustainability of energy supplies to meet growing energy needs. India s additional energy needs are largest in the world and its import is going to be a significant fraction of the global and volatile energy market saddling India with large import bill. In this context, we must recognise the importance of Nuclear energy alongwith renewables to be the main stay of our energy supplies as soon as possible. Plans have also to be made to use non-fossil energy sources Nuclear & Solar particularly to carry out energy conversion operations and meet the requirements of other segments other than electricity. Speaking on the topic Regulatory and Safety Challenges in rapid growth scenario in India with diverse technologies Mr. S A Bharadwaj, Chairman, AERB emphasised that the AERB s stakeholder is public and the institution works for public safety. Natural radiation is all around us in the range of 1000 to 13,000 microsieverts per year as per a UN committee report which AERB cannot regulate. What it regulates is man-made radiation from Nuclear Power Plants (NPP s), and other devices using nuclear energy (X-ray, gamma rays etc.) as a source. The mission of AERB is to ensure that ionising radiation alpha, beta, gamma, rays do not cause undue risk to health of people and environment. Besides its own experts, AERB is supported by a number of committee of experts and resource people from outside. It also has a safety research institute. In the last peer review, IAEA acknowledged that AERB has functional independence and is well equipped with quality assurance and other methods necessary for regulation. AERB issues documents detailing the regulatory requirements from siting of NPP s / X ray machines etc. till the life of the equipment; quality assurance manuals; operating manuals; trouble shooting etc. to enable entities to meet all regulatory requirements. AERB has 34 years of experience and has already developed regulatory requirements for diverse nuclear technology reactors Boiling Water Reactor, PHWR, LWR, FBR of Indian & Foreign design. It can be seen that requirements are of two types generic and applicable to a given technology or technology specific. AERB has developed expertise with its own resources and also with access to International Research & Development Facilities / experts. As far as diverse technologies are concerned and the large numbers of reactors are concerned, it is not a big challenge but safety by itself must remain a matter of continuous concern. Both user and regulator have to have knowledge and expertise to achieve the Regulatory standards prescribed for Nuclear Power Plants as well as other equipment. Competency development is on-going and public communication is required with the assurance that India has a strong regulatory framework. The Hon ble Minister appreciated that IEF has institutionalised the Nuclear Conclave on annual basis and takes up issues concerning the growth of Nuclear Energy. The Minister reaffirmed the policy support of Govt. of India under the able leadership of Prime Minister to the cause of growth and development of Nuclear Energy in the country. The Country is developing at a fast pace and its growing energy needs have to be met with a clean non-fossil source like Nuclear Power. The Nuclear programme for peaceful purposes started by visionaries like Dr.Homi Bhabha 60 years back - has come a long way to success. Today India has proved to the world its capability of using Nuclear Energy for purpose of electricity generation, medical,agricultural development and many other fields. Irradiation benefits to 2

5 Agriculture is another field where nuclear energy can be gainfully used for preserving and increasing the life span of products and states are being encouraged to use the same. Public outreach in explaining the existing and newer applications of Nuclear Energy is key to its acceptance and growth for the benefit of society. In the last three years under the able leadership of Prime Minister Modi, great impetus has been given to both Atomic Energy & Space. Some of the steps taken for atomic energy are:- Bulk approval of 10 sets of 700 MW PHWR s has been accorded. Public sector units have been allowed to form J.V s for utilising their funds giving additionality of resources for the sector. In this regard ONGC is considering to join NPCIL for J.V for NPP. Sites for Nuclear Power Plants are being explored and cleared in North India also. The Hon ble Minister appealed to scientific fraternity and organisations like IEF to educate the public so that the benefit of Nuclear energy is explained effectively to public at large not only for electricity generation but also for other applications like medical and agriculture. The Hon ble Minister emphasized that India is emerging as a great nation and making non-fossil clean energy like nuclear power available is a strategic need. Mr. S K Sharma, CMD, NPCIL made a presentation on the important topic of Vision and Strategy for growth of Nuclear Power in India. On vision he said that a mix of 700MW PHWR s for which Govt. of India has given approval of 10 sets (in addition to six under construction) and LWR s of 1000 MW to 1600 MW unit size from international co-operation, would form the bulk capacity addition in future. The capacity built-up would be as follows. Projects Present Installed capacity Ongoing projects (including PFBR) Sanctioned projects Total Capacity 6780MW 6700 MW 9000 MW ,480 MW In addition to 22,480 MW, further projects planned to be completed by 2030, for which sanctions would be accorded would be LWR s and FBR s. Total 22,480 MW LWRs (24 Nos.) = MW Future FBRs (4 Nos.) = Total This would take the total capacity build-up to 59,344 MW. Strategy to be followed includes: MW MW Fleet mode implementations giving industry continuity of orders and capacity expansion. Bulk ordering with staggered delivery schedule of projects with prior clearance and inputs. Retaining flexibility in realigning priorities to ensure completion of 10x700 MW reactors by Industry expected to maintain adequate skilled manpower; internal quality control set-up; ensure timely delivery of equipment & settle all issues at pre-bid meeting to avoid delays during execution of contract. 3

6 Nuclear power being a non-fossil clean energy source with high energy intensity and amongst the lowest land requirement; capable of providing stable, bulk 24x7 power is the key technology for meeting INDC objectives as well as the large electricity required by India. The Session was chaired by Dr. R B Grover and facilitated by Shri S M Mahajan. The main points made by them are as under: LWRs (Rosatom & Westinghouse) 1. Despite challenges like large capex; scarce, high cost finance; safety concern from general public & low cost power from Renewables; Nuclear Power as a non-fossil clean energy source would continue to be a strategic and significant component of energy basket of many countries. So the growth prospects of nuclear power would continue and capacities will be added. 2. Regarding making India, a global manufacturing hub, an agreement between India and Russia has already been signed in 2015 charting out the strategy and main steps for NPPs planned for India. The capability and facilities thus developed to Russian design NPPs could also be utilised for third country / neighbouring country projects. 3. Rosatomis prepared to provide support to enhance collaboration to cover complete Nuclear Power life cycle from uranium mining, fuel manufacturing, equipment manufacturing to backend and decommissioning solutions. 4. Stagewise approach for localising in India signed in Dec 2015 (with Rosatom) outlines steps like assessing capability of local manufacturers, approval of technical norms and standards, developing requisite skills required for local manufacturing and identifying source of finance. 5. Westinghouse presented main localisation considerations as follows: Requires a mature manufacturing base with nuclear experience that can address nuclear codes, standards, specifications; qualify manufacturing and quality assurance processes.project financing, material cost etc. should be factored in product cost. Most successful localisation programmes have utilised a fleet based procurement model to be implemented in phases. 6. Fast Breeder & Pressurised heavy water reactors Director (Technical) BHAVINI listed out the specifications of raw materials and components, list of parts, components, equipment required to manufacture the FBRs for the benefit of Industry. The Indian Industry like L&T, BHEL, WIL, NFL, MTAR, Godrej, KBL etc. have already manufactured parts/equipment for PFBR. The specifications of materials of FBRs would help industry to prepare in advance. 4

7 ED(Procurement) NPCIL detailed the actions taken after sanction of 10x700 MW fleet reactors like procurement action initiated for free issue material, long delivery equipment approval and place order for most of the equipment in fleet mode. He also explained the challenges with the Indian Industry to be overcome for execution of the projects on schedule and of requisite quality by strengthening their skill sets, quality assurance and quality control functions. The main points made by them are as under: 1) The Indian Nuclear Industry felt very encouraged at the prospect of getting sizeable business, in convoy mode, with the govt. approving 10x700 MW PHWRs. 2) The industry representatives presented their design manufacturing facilities capable of manufacturing 700 PHWRs and LWRs. 3) Indian Steel Industry has to come up with the Development of Nuclear Steam Supply Systems (NSSS) category of steel (41000 Tonnes) for the FBR programme as outlined by IGCAR. 4) The fleet mode of implementation is a new paradigm and Industry has to gear-up. Some of the recommendations are:- 4.1) Manpower and skills have to be enhanced both at NPCIL & by Industries. 4.2) Quality control, quality assurance systems have to be strengthened and minimum deviations should be the 5

8 goal. 4.3) The problems have to be anticipated and prepare in advance to tackle them. 4.4) The projects could best be executed in time, in the partnership mode with mutual confidence between manufacturer and customer. 4.5) Industry has to augmentits facilities, manpower and site management has to be improved to manage well the fleet mode of implementation. The Session was chaired by Dr Harsh Mahajan and facilitated by Shri V P Singh. The main points made by them are as under: 1. Besides producing electricity,nuclear Energy has a whole lot of other applications in medical diagnostic,(people undergo so often) Nuclear medicine in treatment of cancer, thyroid and other applications likeagriculture, sewage treatment etc. Public education of such benefits would allay their fears of radiation from Nuclear Power Plants also. 2. Nuclear medicine, in a sense is radiology done inside out because it records radiation emitting from within the body rather than radiation that is generated by external sources like x-rays. Nuclear medicine is applied both for diagnostic & therapeutic purposes. Critical need of the hour in this area is to train more physicians & introduce more Nuclear medicine courses. There is need to produce Radio Isotopes in India being imported at present at great cost. 3. A wide variety of Nuclear products & services are being offered for health care where Nuclear Energy is gainfully used. Main areas of ionising radiation in medical use are: Radiotherapy Irradiation with an external source of ionising radiation. E.g. Linear accelerators, proton therapy, gamma knives, brachy therapy. Radiodianostics Use of an external source of ionising radiation for body imaging. E.g. X-rays machines, CTs. Nuclear Medicine Application of radioactive substances to the human body. E.g. imaging methods PET, SPECT. Radiopharmacy not directly connected with patients production of radiopharmaceuticals in Nuclear Medicine. Conclusion 1. Indian Nuclear Industry is at the cusp of boom with the Govt. of India approving 10x700 MW PHWRs and other measures like J.V.s with PSUs and budgetary support providing additionality of funds. Aspirational India could be a global manufacturing hub for Nuclear Industry worldwide. 2. With Industry ready to augment its resources & skills to meet the challenges of fleet mode of implementations, the commissioning of 10x700 PHWRs is planned to be completed by This is a great impetus and would put Nuclear Power on growth path. 3. Nuclear Power will remain a part of strategic energy mix for India aimed at its energy security and 24x7 bulk nonfossil clean energy source for sustainable development.
