11 Historical Background Nuclear power was identified as a feasible and viable proposition for Bangladesh (former East-Pakistan). Rooppur was selected as a site for NPP (70 MW, 140 MW, 200 MW) and Pre-feasibility studies were conducted. 1971: Independence from Pakistan. 1977~78 Feasibility studies were conducted by Sofratome, France and viability of Rooppur NPP (125 MW) was confirmed. Postponed in light of cost-effectiveness 11

12 Historical Background : Plant capacity raised to 300 MW and fresh initiative taken : New feasibility study was conducted by Lahmeyer International, Germany in association with Motor Columbus, Switzerland. Financing difficulties : Nuclear Power option was included in National Energy Policy 1997: The government decided to expedite the implementation process of NPP with two units of 600 MW each. 12

13 Historical Background : Pre-implementation phase activities such as SSR for two units were initiated. 2000: Bangladesh Nuclear Energy Action Plan was approved by the government. 2008: Implementation of Rooppur NPP had become an Election Pledge of the present ruling party including all major political parties. 2008: An IAEA Mission on a Holistic Approach for the establishing nuclear infrastructure in Bangladesh was conducted during 17-21, November. 2009: A project for performing essential preparatory activities for implementation of 13 initiated. 2 (two) units of 1000 MW(e) each have been

17 Recent Progress : An MOU between BAEC and the ROSATOM was signed for cooperation in the Peaceful Uses of Nuclear Energy on 13 May. 2010: A National Committee on RNPP headed by the Prime Minister was formed. 2010: In order to overcome the increasing power crisis in the country nuclear power plant shall be established immediately - Resolution was passed unanimously by the National Parliament in November. 2010: Hon ble DG of IAEA, Mr. Amano visited Bangladesh during December and assured his kind support for implementation of Rooppur NPP. 17

18 Recent Progress : The Cabinet approved the Interagency agreement between the Russian Regulatory Body and the Ministry of Science and Technology on cooperation in the areas of Nuclear Safety Regulation on 31 October,2011. IAEA -INIR mission conducted during November 2011, which concluded that Bangladesh Nuclear Power Program in general has progressed into Phase 2, being in the stage of preparation to negotiate agreement(s)/contract(s) Cooperation Agreement between GoB and Russian Federation concern-ing the construction of Rooppur NPP was signed on 02 Nov,

19 Recent Progress 2012 Bangladesh Atomic Energy Regulatory Authority (BAERA) Act was enacted in the National Parliament on 31 May An independent regulatory body has been established under the provision of BAERA Act; A MOU for the training of the staff of nuclear power sector was signed on 4 June 2012 A MOU for the establishment of Information Centre of Nuclear Energy in Bangladesh was signed on 4 June Bilateral consultation meeting between Russian Federation and GoB for determining potential NPP cost and defining the terms and conditions of the borrowed loans/credit financing from the vendor sources conducted in July,

20 Recent Progress 2012 Bilateral consultation on main terms and conditions of the draft contract (Legal and technical) for carrying out engineering survey and environmental studies of Rooppur NPP) was held in Dhaka, 1~7 September, A Loan agreement has been signed with Russian Federation for financing of $ 500 Million for MW NPP on 15th January 2013 for preparatory stage of construction. An agreement between Atomstroyexport, RF and BAEC has been signed on 27 June 2013 for the development of the Feasibility Evaluation, Environmental Impact Assessment for Rooppur NPP site and the performance of the necessary Engineering Survey and Environmental Studies. Negotiations held between an expert team of Atomstroyexport, RF and BAEC during July 2013 to finalize the contract on Performance of survey works and development of design documentation and first-priority working documentation for Rooppur NPP. On the 2nd of October the Russian Federation and the People s Republic of Bangladesh signed a technical contract for construction of Ruppur NPP. 20

21 Recent Progress On 2 nd October, 2013 Bangladesh prime minister Sheikh Hasina Wazed and Rosatom head Sergei Kiryenko applaud the laying of the foundation stone for the Rooppur plant. 21

25 National nuclear power infrastructure: Role of NEPIO Preparatory works for nuclear power project are being managed by the NEPIO, which consists of high level Committees involving Ministries, BAEC, Nuclear regulator, Electricity producers and Distributors, Education and Research institutions and related Stakeholders. During Phase 1, the NEPIO will play the key role in establishing national nuclear power infrastructure. The NEPIO will play a significant role at Phase 2 activities and the Project Management will be handed over to NPP Owner/ Operator (say BAEC) at the final stage of Phase 2 under IAEA Milestone-2. 25

26 National nuclear power infrastructure: Role of NEPIO PHASE 3 UNDER MILESTONE-2 The Vendor along with the Project Management Team will manage Engineering, Procurement and Construction of the Rooppur NPP. BASIS OF MANAGEMENT OF ROOPPUR NPP PROJECT Rooppur NPP project activities would be accomplished fulfilling the requirements of internationally established management system to achieve safety goals in connection with the design, construction, commissioning, operation and maintenance. 26

27 General Nuclear Communication Program Scientific Information Division: Under BAEC, this division is working for dissemination of information regarding Nuclear applications and Nuclear Power projects through Publishing Booklets/ Brochures, Press release for news media (local & International) etc. Response to queries placed by phone/letter/ . attending Science Fairs/Exhibition (focused on Students and Common People), TV Shows; Dialogue and Open discussion with News Media : 27 Officials from BAEC, NPP key personnel enjoys attending TV/Radio Shows regarding Nuclear Aspects. Seminar and Round Table discussion with Print & Electronic Media also held often.

33 Dialogues with the public, the people's representatives at various levels and the decision makers are being conducted and Round Table Discussion on NPP are being organized different media and professional bodies these activities establish the public acceptance level of the Project A Round Table Discussion on N-power plant discussion organized by the Daily Star Newspaper A Meeting with local public and people's representatives in August 2010 BAEC also conducted a limited survey on public acceptance/awareness about nuclear power programme that clearly described the unique public acceptance level of the project 33
