2 Army Reserve Solid Waste Program Mission The AR's mission is to implement an efficient, cost-effective and comprehensive solid waste program that reduces solid waste generation, increases solid waste diversion, and promotes sustainability throughout the force. The AR's mission aims to support operational and infrastructure solid waste initiatives and increase visibility of solid waste management needs while promoting a culture of sustainability throughout the force. 4 ARIMD Solid Waste Program Strategy The ARIMD strategies for meeting program goals during FY17 will be discussed. While progress has been made in ALL program goal areas in FY17, a heavy emphasis was placed on Recycling and Program Foundation. These areas will to continue to be focal points in FY18 especially Recycling, due to its significant impact on diversion goals. Strategies for meeting program goals in ALL areas will continue to be achieved in FY18 and beyond. Recycling Programs Program Foundation UNCLASSIFIED / FOUO 4
5 Sustainable Procurement Annual Sustainable Procurement contract review (to comply with Federal and DoD requirements). No contracts reviewed contained ALL of the required clauses for EACH contract category. Annual contract review: total sampling of applicable contracts did not meet the required 95 percent (DoD SSPP). Sustainable Procurement Quick Guides. Sustainable procurement training. Annual contract review (continued). Comply with DoD goal ALL contracts and purchase actions meet Federal and DoD sustainable procurement requirements. UNCLASSIFIED / FOUO 5
6 Reduce and Reuse ARIMD developed an AR paper use reduction policy/guidance. Net Zero (NZ) waste evaluations conducted. Paper use reduction policy signing delays. More sites need to be evaluated for NZ waste. Implement Net Zero (NZ) waste projects at NZ waste-designated sites (more focus). Evaluate new/ additional NZ waste sites (more focus). Implement paper use reduction policy. UNCLASSIFIED / FOUO 6
7 Recycling Services Identified Working with regions to identify recycling services provided to their reserve centers. This supports SWAR estimation, as well as identification of needs. Used Recycling Profile Survey phase 1 data for initial list. Need for additional survey (phase 2 for remaining Commands) to complete identification of recycling services/other solid waste management information for ALL command sites. Some survey issues. Complete second phase of survey (Survey Monkey). Expand recycling services. UNCLASSIFIED / FOUO 7
8 Equipment Needs Support Command equipment/support materials needs to improve material diversion. Recycle bins. Recycle bin labels. AFOS/FOS guidance sheets. Campaign know before you throw. CEWWEs revealed many sites lacking necessary infrastructure (bins). Need to identify additional site requirements via recycling profile survey. Other infrastructure requirements identified. Identify recycle bins/labels for 63rd, 81st, and 99th Readiness Divisions (based on phase 2 survey results). Identify/Add requirements to POM cycle (all Commands). Waste-to-Energy system at Fort McCoy? UNCLASSIFIED / FOUO 8
9 Qualified Recycling Programs Support the development of QRPs at all applicable locations. DLA Disposition Services retaining proceeds of scrap metal/brass sales. Camp Parks partnership with FHL QRP. Devens feasibility study for potential QRP. Identify opportunities for additional regional QRPs/partnerships. Direct sale of brass by current AR QRPs (FHL/Fort McCoy). UNCLASSIFIED / FOUO 9
10 Recycling Challenges Meet/exceed the 50% MSW diversion goal set by Federal and DoD: 32 percent MSW diversion in FY16 (AR reported in SWARWeb). Identified items difficult to divert at many locations: Pallets are a common problem. Other items? Mattresses, tires? Diversion challenges at some Commands. Conduct waste characterization studies. Develop solutions for diverting difficult items. UNCLASSIFIED / FOUO 10
11 SWARWeb Reporting Report data bi-annually in SWAR system. Use the Army Reserve estimation methodology and tool. Lead acid batteries and fluorescent lamps no longer SWARWeb reportable. Challenge capturing some recycling data for SWARWeb reporting. C&D debris reporting issues. Waste-to-Energy mapping. Improve communication with USACE project managers to improve receipt of C&D data for reporting. Conduct more CEWWEs. Use of Phase 2 survey results to assist in improved diversion reporting. UNCLASSIFIED / FOUO 11
12 Integrated Solid Waste Program Foundation ARIMD provide/recommend solid waste program-specific training. Support AR awards program. Promote the solid waste program, increase awareness. Facilitate working group teleconferences. Support Integrated Solid Waste Management Plans at Commands. Fund requirements. Some Commands need updated Integrated Solid Waste Management Plan (ISWMP). Need more program-specific training opportunities. Need to identify qualified SW candidates for various award programs. Current Integrated Solid Waste Management Plans at all Commands. Annual dashboard self-assessment by Commands (ARIMD tasker). Identify program-specific training opportunities (e.g., QRP training). Improve program education and awareness. UNCLASSIFIED / FOUO 12
