2 Strategic Context Maintaining our tactical and strategic edge heavily depends upon the wise use of our resources energy, water, and land to preserve future choices through superior knowledge, technologies, and execution. ES2 Strategy, May 2015 The Army has historically undervalued energy security and sustainability Evolving from a framework that viewed resource considerations as constraints on operational effectiveness to a perspective that considers the critical role of resources as mission enablers Treating energy, water and land resources as a free goods (unintentionally) creates vulnerabilities and risks Energy and water are vulnerabilities that can be exploited and shortfalls can increase mission risk A ready and resilient Army has secure access to energy, water and land resources which allows it to act in a complex and rapidly evolving world 2
3 Energy Security and Sustainability Strategy (ES 2 ) Purpose: Integrate energy security and sustainability into a resiliency framework Presents the Army s strategic roadmap for its energy and sustainability plans, programs and processes Adopts security, resiliency, and future choice as organizing approaches Army Net Zero embodies the facilities (permanent and contingency) elements of the ES 2 Strategy 3

5 Net Zero Concept Net Zero Energy Definition: The Army defines a Net Zero Energy installation as an installation that reduces overall energy use, maximizes efficiency, implements energy recovery and cogeneration opportunities, and then offsets the remaining demand with the production of renewable energy from onsite sources, such that the Net Zero Energy installation produces as much renewable energy as it uses over the course of a year. Net Zero Water Definition: The Army defines a Net Zero Water installation as an installation that reduces overall water use, regardless of the source; increases efficiency of water equipment; recycles and reuses water, shifting from potable water use to alternative sources as much as possible; and minimizes inter-basin transfers of any type of water, potable or non-potable, such that a Net Zero Water installation recharges as much water back into the aquifer as it withdraws. Net Zero Waste Definition: The Army defines a Net Zero Waste installation as an installation that reduces, reuses, recycles/ composts, and recovers solid waste streams, converting them to resource values, resulting in zero landfill disposal. 5

Optimize Use Maximize the use of xeriscaping Improve purchasing practices Recycle and compost waste Establish a Qualified Recycling Program 3. Assure Access Conduct energy and water master planning Implement leak detection on the potable water distribution system Maximize water recycling 4. Build Resiliency Pursue alternative financing mechanisms Maximize use of alternate water and energy sources 5. Drive Innovation Reduce energy use through energy management control systems Install purple pipe Repurpose and reuse materials 6

9 Energy and Sustainability-Informed Army Culture Army Leadership is taking both a top-down and bottom-up approach to become energy secure and sustainable Top Down: The Under Secretary of the Army is the Sr. Sustainability Official Bottom Up: The Net Zero pilot sites are identifying themselves for participation There is increased awareness of how energy security and sustainability objectives cut across the entire Army Enterprise The Power Is In Your Hands campaign has the goal of making every soldier an energy manager Each installation s energy manager serves the Garrison Commander as the installation's energy champion in all phases of planning and executing viable energy programs Sustainability-informed decision-making is being incorporated into schoolhouse curricula The Army is embracing sustainability because it is critical to our mission success The rate of sustainability-based change within the Army is accelerating Creative financing, through collaboration, is often necessary to achieve long-term energy and sustainability goals 9
