24 SECNAV & Energy Policy Act of 2005 Mega-Watt-Hours (MWH) SECNAV Directive Shore based installations will produce at least half of the energy requirements from renewable sources by 2020 EPAct 2005 Mandates the purchase of renewable energy of not less than 5% of the installation s consumption by % = < 3,000 MWH IAW EPAct 2005, by 2012 the landfill project & the current solar projects will produce 93% of the power required for Miramar (Accounting purposes only) EPACT 2005 Goals 2003 Baseline MCAS Miramar Double credit for renewable energy under EPACT If the renewable energy is produced and used on-site at a Federal facility Innovation for Our Energy Future

33 Innovation for Our Energy Future Moving Toward Net Zero Miramar s current annual Megawatt-Hours (MWH) ~50,000 MWH Base load Approximately six (6) Mega-watts (MW) of power Load profile ranges 4 MW s on holidays to peaking at 14 MW s Many times peak power occurs for just a few minutes. PPA will generate (3MW) 24,000 MWH Current solar generation (1MW) 1,500 MWH Planning for other solar power (2-3MW) 4,000 MWH Investigating renewable DG (Fuel Cells or Micro-Turbines) to generate ~20,000 MWH
34 Innovation for Our Energy Future Moving Toward Net Zero or Energy Independence To fill the delta for the remaining energy need, the following will be required: a. Smart Grid application To manage and control the different inputs to our electrical distribution system b. Use distributed generation (Fuel Cells, Micro-turbine) Exploring how the emissions a.k.a. GHG s are going to effect our Executive mandates c. Investigate the viability of a Station-wide backup power system using a multi-fuel generator

Continuity: Projects may take >3 years execute An installation should have Energy Champions (Military and Civilian) leaning more on the Senior Federal employee due to the frequent rotation of military personnel.
