Innovation for Our Energy Future Military Construction (MILCON) Projects We require higher levels of certification in the Leadership and Energy & Environmental Design (LEED) Process. Step 1 was: Golf Course / SNCO Club First: Gold facility in the Marine Corps Step 2 was: Youth & Teen Center Completed March 2010 On track for LEED Gold certification 2010 Project of the Year Award SD Chapter of the American Public Works Association. Step 3 was Combat Training Tank Sch. grand opening Oct 2010 On track for LEED Gold Major renewable efforts Step 4 is: Program funds in the MILCON budget for Net Zero building

Innovation for Our Energy Future

Energy Project Overview Projects Underway 1. 3 MW landfill power 2. ~1 MW solar power generation solar parking lot lights 4. Boiler replacement combined with solar thermal application 5. Water conservation Next step Applied NREL s recommendation for co-generation and maximizing our PV applications Based upon recommendations, requested NAVFAC to conduct a detailed infrastructure load analysis for the entire Station Future projects Once analysis is complete, design a MILCON project or submit for Energy Savings Performance Contract Innovation for Our Energy Future

Landfill Power Miramar s Landfill Negotiations are underway for a Power Purchase Agreement (PPA) for 3.2 MW s of landfill power. Est. 24,000 MWh/yr ~ 81,000 MBTU Significant portion of the renewable energy goal for the entire Marine Corps Innovation for Our Energy Future

Innovation for Our Energy Future Housing Commissary Medical / Dental Units Brig Housing The 3 MW s of landfill power will help support the entire flight line

Innovation for Our Energy Future Solar Power Installed 300 solar parking lot lights 400 more est. award FY10 Installed 250 kw PV carport 650 KW more est. award FY10

SECNAV & Energy Policy Act of 2005 Mega-Watt-Hours (MWH) SECNAV Directive Shore based installations will produce at least half of the energy requirements from renewable sources by 2020 EPAct 2005 Mandates the purchase of renewable energy of not less than 5% of the installation s consumption by % = < 3,000 MWH IAW EPAct 2005, by 2012 the landfill project & the current solar projects will produce 93% of the power required for Miramar (Accounting purposes only) EPACT 2005 Goals 2003 Baseline MCAS Miramar Double credit for renewable energy under EPACT If the renewable energy is produced and used on-site at a Federal facility Innovation for Our Energy Future

Heating and Hot Water Boiler Replacement Replacing 60 + heating and domestic hot water (DHW) systems. The DHW system will incorporate tank less water heaters and solar thermal hybrid applications. (OLD) heating boilers (NEW) state of art Tankless water heaters Solar Thermal Traditional DHW system Innovation for Our Energy Future

California Water Supply Innovation for Our Energy Future

Innovation for Our Energy Future

These ball-fields used >7,200,000 gallons of drinking water. Innovation for Our Energy Future

Innovation for Our Energy Future

Innovation for Our Energy Future

Innovation for Our Energy Future Recycled Water Effort Converting major irrigation areas to recycled water by installing several miles of new water lines

Energy Project Overview Projects Underway 1. 3 MW landfill power 2. ~1 MW solar power generation solar parking lot lights 4. Boiler replacement combined with solar thermal application 5. Water conservation Next step Applied NREL s recommendation for co-generation and maximizing our PV application Based on recommendations, requested NAVFAC to conduct a detailed infrastructure load analysis for the entire Station Future projects Once analysis is complete, design a MILCON project or submit for Energy Savings Performance Contract Innovation for Our Energy Future

Innovation for Our Energy Future Moving Toward Net Zero Miramar s current annual Megawatt-Hours (MWH) ~50,000 MWH Base load Approximately six (6) Mega-watts (MW) of power Load profile ranges 4 MW s on holidays to peaking at 14 MW s Many times peak power occurs for just a few minutes. PPA will generate (3MW) 24,000 MWH Current solar generation (1MW) 1,500 MWH Planning for other solar power (2-3MW) 4,000 MWH Investigating renewable DG (Fuel Cells or Micro-Turbines) to generate ~20,000 MWH

Innovation for Our Energy Future Moving Toward Net Zero or Energy Independence To fill the delta for the remaining energy need, the following will be required: a. Smart Grid application To manage and control the different inputs to our electrical distribution system b. Use distributed generation (Fuel Cells, Micro-turbine) Exploring how the emissions a.k.a. GHG s are going to effect our Executive mandates c. Investigate the viability of a Station-wide backup power system using a multi-fuel generator

Innovation for Our Energy Future Heat the water to > 60 BEQ s 1.5 MW Combined Heat and Power Unit Phase IV

250-1 MW Combined Heat and Power Unit Innovation for Our Energy Future

Lesson's Learned 1. Understand your entire electrical distribution system Major set-backs may occur due to infrastructure limitations 2. Can you export power to the grid 3. Understand your utility standby power/departing load charges 4. Meters are required 5. Continuity: Projects may take >3 years execute An installation should have Energy Champions (Military and Civilian) leaning more on the Senior Federal employee due to the frequent rotation of military personnel.
