2 Environmental Protection Act Section 9 of the Act states that an approval must be obtained for construction, alteration, extension or replacement of any plant, structure, equipment, etc. that may discharge or contaminate into the natural environment, or alteration of a process or rate of discharge. This applies to all CHP installations IESO will not pay the incentive until the approval has been obtained 2 March 8, 2017

3 Environmental Approval MOECC provides two streams to obtain approval: 1) Environmental Compliance Approval (ECA) Applicable to all turbine CHP systems Must include: dispersion modeling, emission summary, assessment of noise emissions Approval process could be lengthy, up to 700 days o Discussion with MOECC is underway to shorten the approval timeline for micro-turbine applications to 90 days 3 March 8, 2017

4 Environmental Approval 2) Environmental Activity and Sector Registry (EASR) Applicable to reciprocating engine CHP systems under 25 MW Must Include: dispersion modeling, emission summary, assessment of noise emissions Once registered online it s deemed approved Reports must be kept on-site Subject to site inspections Heavy industry sectors such as steel, paper, chemical, etc. are not eligible and must follow ECA process 4 March 8, 2017

8 Gas Code Requirements CHP systems do not require gas approval from TSSA; it may require approval for Boiler and Pressure Vessels division Gas piping with pressure in excess of 125 PSI do require TSSA approval Gas piping must follow standard Gas Code installation, testing and inspection procedures 8 March 8, 2017

9 Gas Connection For projects requiring high gas pressure and/or large gas flow, gas availability must be assessed at project development stage to ensure gas is available and an appropriate cost of system upgrade (if required) is included in the project pricing Connection process can be lengthy; engage Enbridge Gas in the early stage Gas regulating station upgrade takes 16 weeks or longer Gas main or service line re-enforcement would further extend the timeline Higher gas pressure system will require Enbridge s engineering approval 9 March 8, 2017

10 Gas Connection The following steps should be taken: Prepare a list of all gas appliances at the facility, noting their maximum gas input Determine maximum gas input and gas pressure requirement of the CHP unit Determine the new annual gas consumption with the CHP in place Contact Enbridge s Customer Connections Centre at to get in touch with the appropriate field office Complete the Gas Availability form; its finding is valid for 90 days 10 March 8, 2017

14 Building Permit Requirements Permits may not be required in the following situations: CHP systems installed inside a building that do not require structural alterations CHP systems installed outside where it meets zoning bylaws Permit is required in the following situations: CHP system installation where structural alteration is required System installed on the roof System installed outside where it may impede driveways, walkways or parking spots 14 March 8, 2017
