4 1- The government provides standards, funding and information material Standards A new regulation, known as RT 2012 : generalization of low-energy buildings with performance requirements to be achieved in energy consumption as well as summer comfort, to meet a minimum quality standard More freedom to the designers of buildings Use of renewable energy in individual houses Application only to new buildings, by anticipation, as of 2011, october 28th, to public buildings and offices as well as units in the larger social housing districts and to all new homes and other commercial buildings as of 2013, january 1st 4

5 Energy consumption shall not exceed an average of 50 kwh of primary energy per square meter per year rather than 150 so far The 2020 regulation should create an obligation for buildings to be «positive energy building» 5

11 Several tools Collaborative tools that facilitate better management of construction projects that involve multiple professions Buildings ID card that clearly identifies all the building's characteristics upon delivery Building's health log that allows you to schedule and record acts of maintenance or rehabilitation 11

The role of local governments Local governments can encourage the development of sustainable areas that foster local innovation and act as real-life demonstrators of the know-how of private businesses and urban planners It is at level of territories and not just of buildings that progress must be made in order to protect the environment 12

13 The challenges for local governments To have control over town and country planning To take into account the emergence of decentralized energy power systems through smart grids and the development of renewable energy To improve water treatment and water distribution, what requires a high-level of engineering and innovation on the part of businesses To develop public transportation To avoid urban sprawl, which leads to excess consumption of farmland, forest and natural areas, to the artificialization of soil To recycling and recover waste, as a way of consuming fewer raw maretials And to carry out all these policies in a coordinated manner, as a guarantee of guenuine sustainable territorial development 13

14 The French government and French businesses, including the best-in-class companies today, are fully committed to meeting the 21 st century's challenge of ensuring our planet's survival while improving the quality of life of its inhabitants. 14
