7 Main policies already put in place before 2012 European measures and national ones are complementary All levers of action are used : regulatory, financial and incentives Some examples in the case of transport Regulation on CO 2 emissions from new cars (EU) CO 2 labelling for new vehicles (EU) Fiscal measures aimed at changing new vehicle purchase behaviour (bonus-malus, scrap-page scheme) (FR) Development of alternatives to road and air (FR) CO 2 information on transport services and voluntary agreements (FR) 7
8 New measures adopted since the elaboration of the scenarios 1) Domestic level Building : increase of the tax credit for refurbishment from sept onward, specific premium for thermal renovation works under economic criteria Energy production : fracking for shale gas banned Energy distribution : generalisation of smart meters (linky) to develop smart grids by 2020 Agriculture : Methane Energy and Nitrogen Autonomy Plan (EMAA) to process a larger share of livestock effluents Research : worldwide innovation challenge (3 pillars out of 7) and new industrial plans (15 plans out of 34) will help to build a low carbon future 2) EU level Industry - energy production : ETS backloading (transitory initiative to postpone or 'back-load' the auctioning of some emission allowances) F-gas directive 8
9 New measures The energy transistion law under scrutiny of the Parliament Based on a large consultation : a National Energy Debate held in 2013 with consultations all over the countries. New domestic targets for 2030 are discussed GHG : 40 % by 2030 achieved through ambitious target Energy efficiency : -20 % in final consumption / 2012 Renewable energy : 32 % in final energy consumption Energy production : towards 0.5 B /year (2fold increase) in ressources allocated annually to the heat fund (mainly targetting heat production from biomass, but also solar and geothermy) Transport : reinforce electromobility (public bids, aids for charging points) Buildings : binding thermal renovation for building undergoing rehabilitation/architectural works 9
10 French long term climate policy At the European level, the 2030 package sets out a binding, economy-wide reduction target of at least 40 %domestic reductions in greenhouse gas emissions by 2030 compared to 1990 A goal of a fourfold reduction of the GHG emissions by 2050 was defined in 2005 at the national level, A low carbon national strategy with carbon budgets for 5-years periods and pluriannual programs for energy is under work 10
