2 Minimizing Environmental Impacts Working closely with the community and environmental experts We are committed to identifying sites and routes with the least overall impacts. Environmental and engineering experts will conduct extensive research and field reviews. Public input will be collected through stakeholder briefings, meetings and community open houses. Project will undergo formal environmental review under the California Environmental Quality Act (CEQA), providing additional opportunities for public input. CEQA requires a comprehensive environmental assessment analyzing a project s effects and identifying appropriate mitigation in these areas: Aesthetics Agricultural resources Air quality Biological resources Cultural resources Geology and soils Greenhouse gases Hazards and hazardous materials Hydrology and water quality Land use and planning Mineral resources Noise Population and housing Public services Recreation Transportation and traffic Utilities and service systems

4 Project Overview Increasing electric reliability for Bakersfield and surrounding Kern County communities Project Study Area will strengthen the grid and help PG&E continue to provide a highly reliable and stable electricity source for 100,000 customers in the area. The proposed 65 project will include: Building a new substation; 58 Kern PP Converting about 16 miles of transmission lines between PG&E s Magunden existing Wheeler Ridge Substation and 43 Tevis 230 kv Stockdale 58 the proposed new substation from 115 kv to 230 kv; BAKERSFIELD Lamont Converting about 5 miles of 184 transmission lines between PG&E s 119 existing Stockdale Substation and the proposed new substation from to 230 kv; 223 Rebuilding about 6 miles of idle 115 Legend kv transmission lines between the proposed new substation and PG&E s existing Magunden Substation; Existing Transmission Lines Project Study Area Existing Substation City Boundaries Potential Substation Area Adobe Switching Wheeler Ridge Reconductoring about 6 miles of 230 kv transmission line between PG&E s existing Stockdale and Kern PP substations; and Upgrading the existing Stockdale, Lamont, Kern PP, Magunden and Wheeler Ridge substations.
5 Providing Reliable Energy Increasing electric reliability in Bakersfield and surrounding Kern County communities Increases the capacity of the local electric grid, ensuring PG&E continues to stay in front of the area s growing energy demands. Increases efficiencies in the electric system, limiting the impact and potential risk of local customer power outages. Addresses a need for a new substation and upgrades to surrounding substations and transmission lines identified by the California Independent System Operator (CAISO), which manages the state s electric grid.
6 Supporting Economic Growth Investing in local electric infrastructure Helps provide a highly reliable and stable electricity source for leading businesses in Bakersfield and surrounding Kern County communities. Strengthens the grid to respond to growing energy demands from the region s diverse economy. 11 Ensuring Your Safety and Security Our commitment to always put safety first PG&E is committed to investing in local infrastructure upgrades to deliver safe, reliable, affordable and clean energy to our customers. The security of our substations is a top priority. PG&E will implement safety and security measures that meet the highest established standards for critical infrastructure protection, including: protective perimeter fencing proper signage intrusion detection system and alarms card restricted access to the site motion sensors 24/7 video surveillance perimeter lighting advanced network firewalls for telecommunications systems We are coordinating closely with local law enforcement to ensure security concerns are understood and addressed. Upgrades to the transmission system will consider proximity to nearby homes, businesses and farms, as well as the area s natural vegetation, ensuring adequate distances to maintain a safe environment. Our employees are guided by a company pledge to always put safety first.
