2 History Beginning in the 1980 s, the wastewater collection system serving Greenville County, South Carolina (SC) and parts of Anderson, Laurens and Spartanburg Counties experienced wet weather overflows resulting from excess rainwater entering into the sewer system. In January 1988, a court order from the South Carolina Department of Health & Environmental Control (SCDHEC) directed Renewable Water Resources (ReWa), formerly Western Carolina Regional Sewer Authority, and the sewer Subdistricts serving the Mauldin Road Wastewater Treatment Plant Basin to initiate a program to alleviate excessive wetweather flows in the Mauldin Road trunk sewer system. The Subdistricts initially included in this sewer rehabilitation program were Berea Public Service District; Gantt Fire, Sewer and Police District; Parker Sewer and Fire District; and the City of Greenville. Currently, 17 Subdistricts have partnered with ReWa to eliminate the recurring overflows from the system which has led to increased capacity in the collection system lines and the treatment facilities. Every year, ReWa submits an annual progress report to SCDHEC on the sewer rehabilitation work completed by ReWa and the Subdistricts in the Mauldin Road Basin. The objective of the annual report is to summarize the sewer rehabilitation work performed by ReWa as well as each sewer Subdistrict that feeds into the Mauldin Road Basin. Individual sections of the annual report outline the yearly progress made by each Subdistrict in its sewer rehabilitation program. The sewer rehabilitation program consists of, but is not limited to, pre-rehabilitation flow and rainfall monitoring, sanitary sewer evaluation system (SSES), sewer rehabilitation, and post-rehabilitation flow and rainfall monitoring. System Wide Coordination In order to address all sewer basins within ReWa s service area (Attachment A), a system wide Inflow and Infiltration (I&I) Reduction Program was developed. All of the Subdistricts were asked to partner in an agreement with ReWa stating that they would be accountable for their Subdistrict s SSES and reduction of I&I in their lines, thereby reducing the wet weather peaking factor over a time period of 15 years. ReWa Board of Commissioners and senior staff met with the Subdistricts to negotiate the terms of each of the agreements. Every effort was made to ensure that each agreement was tailored to the individual Subdistrict s needs. This I&I Reduction report includes updated information compiled from ReWa and the following Subdistricts: Berea Public Service District; City of Greenville; City of Fountain Inn; Laurens County Water and Sewer Commission; Marietta Water, Fire, Sanitation and Sewer District; City of Mauldin; Metropolitan Sewer Subdistrict; Parker Sewer and Fire Sub-District; Town of Pelzer; 1
3 Town of West Pelzer; City of Simpsonville; Taylors Fire and Sewer District; City of Travelers Rest and Wade Hampton Fire and Sewer District. At this time, the 2013 and 2014 annual report from Gantt Fire, Sewer and Police District is outstanding, so metrics from this district are not included in this report. The Greer Commission of Public Works report is currently under review so some metrics from this district have not been included. An example of an I&I agreement has been included in this paper (Attachment F). Each Subdistrict also has a work plan that outlines the entities commitments and milestones that are to be met within the 15 year time period. The work plan may be altered as needed, as long as the intended work to reduce the peaking factor is completed and the time period of 15 years is not affected. Attachment G (only found online at is the City of Mauldin s work plan which outlines needed improvements, project outcomes, work location, and completion schedule, as well as identifies the annual revenue stream to be dedicated to the continued operation, maintenance and rehabilitation of the City of Mauldin s collection system. Each Subdistrict is required to provide an annual report to ReWa detailing improvements and completed work during the past year, along with a dedicated funding source for the planned work. From the efforts associated with these agreements thus far, the Upstate area has already seen a significant increase in Subdistrict and ReWa sewer line capacity, as well as treatment facility capacity (Attachment B). Per the agreements, flow monitoring data is to be used by the Subdistricts and ReWa to measure peak flows. Attachment C is a map showing ReWa s current flow monitoring locations. Also in the agreements, each Subdistrict was asked to use a metric, such as the Babbitt Equation, the 10 State Standard, pump station run times, or a manual measurement of flow to quantify I&I in their systems. Attachment D shows the miles of sewer line, the flow metric and the monies spent last year on rehabilitation by the Subdistricts and ReWa. Some Subdistricts, such as Laurens County, did not contract rehabilitation work within the past year because they have new or recently rehabilitated infrastructure. The above metrics have assisted in the identification, prioritization, and reduction of deficiencies which contribute to excessive wet weather flows through I&I (Attachment E-1, 2 and 3). In this attachment, the chart represents peaking factor comparisons in 2007, 2012, and 2013 at ReWa s 14 flow meter locations upstream from our water resource recovery facilities (WRRF). As you can see, the peaking factors recorded at these locations have reduced over time during similar rain events. Overall, the reduction in peaking factors since 2007 can be contributed to the system wide rehabilitation efforts of ReWa and the Subdistricts. 2
4 The Metropolitan Sewer Subdistrict incorporated into their service area the Piedmont and Slater sewer systems and received a grant to comprehensively rehabilitate the systems. At the Piedmont Regional WRRF a consistent decrease in peaking factors can be seen since 2007 (see Attachment E-2) and can be tied back to the rehabilitation efforts of Metropolitan Sewer Subdistrict. These improvements assist ReWa and the Subdistricts in achieving environmental compliance and economic efficiency. Reporting Results Annually, the Subdistricts and ReWa meet with SCDHEC and the Environmental Protection Agency to brief them on work completed and planned, quantified I&I reduction amounts, monies spent, technologies used, peaking factor reductions, flow monitoring results, best practices and any public outreach. Attachment B shows an overall picture of the total amount of excess wet-weather flow reduction during an average year s rain event from each of our WRRF. The 2006 I&I gallons compared to the 2013 I&I gallons shows a drastic reduction in the volume of I&I flowing to the WRRF. This represents an average I&I reduction of 46% within ReWa s system. This reduction can be accredited to the hard work and diligence that the Subdistricts and ReWa have invested into their infrastructure. As a result of the significant reduction of I&I at the WRRF, ReWa requested that SCDHEC lower our unit contributory loadings (UCL) at the Pelham, Durbin Creek, Gilder Creek, Mauldin Road and Lower Reedy WRRF. Recently, by reviewing DHEC flow inventory for each WRRF, ReWa identified over 3 million gallons of allocated capacity that was not being used. Therefore, ReWa was able to recover this capacity and add it back to the appropriate facilities to increase the available capacity. The UCL reduction and recovered capacity has allowed ReWa to regain more than 17 MGD of previously allocated capacity, as well as delay the need for facility upgrades in the future, saving our rate payers money. The value of the 17 MGD UCL recovered capacity is approximately $102 million, which is a savings of approximately $800 per customer. Since the initiation of the program, an average of 440 million gallons of I&I per year have been removed. Treatment and conveyance of this excess flow would have cost ratepayers approximately $270 million. These savings consider only capital costs; however, a study is underway to determine operational savings related to I&I reduction at facilities. This information will be available in the next update. 3
5 Recent Efforts The Subdistricts and ReWa continue to take great strides towards improving the sewer collection lines, trunk lines and ReWa WRRF capacity. For this reporting period alone, more than $15 million in capital improvement work and $37 million in O&M was spent by the partnership in an effort to further reduce wet weather flows. There were more than 1100 manhole repairs, 300 miles of line cleaning and televising, and more than 113,000 feet of cured in-place piping completed. Environmental awareness through public education and outreach plays a key role in improving the quality of Upstate waterways. Partnerships have been a crucial part of the success of these programs in the Upstate of SC. ReWa s public education program includes quarterly external e-newsletters, Pipe Patrol Fats, Oils and Grease (FOG) prevention program, Project Rx: A River Remedy drug take back events and public education campaign, Be Freshwater Friendly and its newest focus, Potty Protocol. Potty Protocol aims to bring awareness to items that are not truly flushable but may be labeled or thought of as so. Other outreach initiatives include WRRF tours, partnerships with local schools to host educational workshops, mentor programs and classes, participation in local events and presentations at local and statewide events and conferences. The Upstate of SC has seen a significant increase in new development projects in the past year and ReWa strives to provide the infrastructure to support that growth. In 2014, there were 143 new development projects compared to only 48 in Moving forward, the Subdistricts and ReWa intend to further reduce wet weather flows by striving for elimination of I&I within the collection systems. This will be accomplished by performing additional rehabilitation work as new areas of concern arise. The goal is to prolong collection systems operation, regain capacity and reduce WRRF flows so that further UCL reduction requests can be made. Governance ReWa along with 17 other agencies are represented in the Sewer Advisory Committee (SAC). This committee consists of elected or appointed officials, and meets on a quarterly basis to discuss new developments and issues in their respective areas. ReWa serves along with representatives from each of the four groups, which include Cities, Counties, Subdistricts, and At Large. The SAC is charged with fostering communication among the entities leadership on items of common interest, identifying issues and recommending solutions. 4
6 We believe success is built upon partnerships within our community. By working closely with our Subdistrict partners, we provide the necessary infrastructure to support development and growth in the Upstate of SC.
