Post-floods Recovery efforts Budget 2016 additional 700m investment National Flood Resilience Review 25 year Environment Plan Cumbria Action Plan 13 Recovery Over 250m paid out by Government to support the recovery effort and get communities back on their feet as quickly as possible Extensive repairs to road, rail, bridges and flood defences Grants of up to 5000 per flooded property for resilient repairs 14

Additional 700m in funding 150 million of capital spending to build flood defence schemes in areas affected by the December floods protecting more than 7,400 properties. 33 million in Cumbria, 35 million in Leeds, 45 million in York and 35 in Calder Valley. Up to 25 million in flood defences in Carlisle once the EA has concluded a review of its need. 160 million for maintaining defences, 40 million a year up to Remaining 350m to be allocated following outcome of National Flood Resilience Review 15 National Flood Resilience Review Updating our climate modelling and stress-testing the nation s resilience to flood risk Assessing the resilience of our important infrastructure like electricity substations Our temporary defences Our future investment strategy, including an assessment of risk in England s core cities 16

Cumbria flood partnership An accessible action plan for Cumbria by the summer, which sets out a clear vision to inspire and drive joined-up action by Defra and partners to reduce the impact of future extreme rainfall events. Focus on most affected catchments (Derwent, Eden and Kent & Leven) Led by new EA Catchment Directors Open door to the partnership 5 workstreams Text in footer 17 Post-floods partnerships 18

25 Year Environment Plan Defra will publish a framework for action on the environment in summer This will set out the scope of the 25-year plan which will be completed by the end of The plan will help ensure the environment is maintained and improved so it flourishes and continues to underpin our economic success and wellbeing develop the structures and tools to enable people to value nature fully when they are making decisions integrate delivery and decision-making on environmental quality by using catchments as the building block, driven by local join-up through Defra s organisational reform bring together business, environmental non-governmental organisations and others to deliver improvements to the environment, harnessing people s enthusiasm and connecting people with nature 19 To get there we will work in a way that is: Modern harness the power of data and new technology. Draw together economic, social and scientific evidence to prioritise action. Develop innovative ways of financing environmental improvements. Integrated take a catchment/landscape based approach, recognising interactions across environmental assets and combining decision-making on environmental quality and flood risk management. Local give greater responsibility to local people and communities, ensuring join-up of agencies and alignment of local boundaries. Open empower people and businesses to play their part in managing the environment. Increase people s connection with nature. 20

Water level management For water management this means: integrated water planning based around catchments, with greater use of natural flood management Strong local partnerships with more influence on decision making Innovation in funding solutions Availability of data and information about the state of the water environment and flood risk The development and use of new technologies 21 Building on progress 22

Going further Testing the approach, including in a catchment Managing flood risk from source to sea More integration of decision making on water resources, water quality and flood risk More joined up funding and delivery Stronger local partnerships, in more places More local responsibility, expanded and new IDBs 23 Coming together is a beginning. Keeping together is progress. Working together is success. Henry Ford 24
