1 WATER WELLS TEST UPDATE The Department of the Air Force is currently conducting sampling of private drinking water wells for perfluoroctanesulfonic acid (PFOS) and perfluorooctanoic acid (PFOA) as part of a sampling program related to Joint Base McGuire-Dix-Lakehurst (JB MDL) because some on-base groundwater locations on base were found to exceed EPA Health Advisory Levels (HALs) for these two compounds. JB MDL is hand delivering informational packages to approximately properties in the southeastern portion of Jackson Township near the JB MDL boundary where they are seeking permission from property owners to sample their drinking water well. 2 IMPORTANT MESSAGE FOR RESIDENTS WITH PRIVATE DRINKING WATER WELLS: The Department of Air Force is currently sampling private drinking water wells in our area for the presence of perfluoroctanesulfonic acid (PFOS) and perfluorooctanoic acid (PFOA) as part of a sampling program related to Joint Base McGuire-Dix-Lakehurst (JB MDL) because some on-base groundwater locations exceeded EPA Health Advisory Levels (HALs) for these two compounds. In the event the sampling results indicate exceedances of EPA's health advisory levels for these compounds, the Air Force will take immediate action to ensure you are provided clean water to drink, at no cost to you. The sampling is being conducted in coordination with the US Environmental Protection Agency (EPA) and the New Jersey Department of Environmental Protection. Drinking Water Sampling Request Forms and informational fact sheets about PFOS and PFOA can be found on our website at The Air Force is requesting your permission to sample your well, which would be completed at no cost to you. 5 January 2{}17 PRIVATE DRINKING WATER WELLS TO BE TESTED FOR PERFLUOROOCTANE SULFONATE (PFOS) AND PERFLUOROOCTANOIC ACID (PFOA) The U.S. Air Force (USAF) requests permission to sample your drinking water as part ofa sampling program to determine ifprivate drinking water wells in certain areas near Joint Base McGuire-Dix-Lakehurst (JB MDL) have been impacted by the perfluorinated compounds (PFCs) perfluorooctane sulfonate (PFOS) and perfluorooctanoic acid (PFOA), and if additional actions are needed to protect human health. PFOS and PFOA are used in a variety ofhousehold and industrial products, including firefighting foam. PFOS and PFOA are components oflegacyaqueous Film Forming Foam (AFFF) - a firefighting agent the Air Force began using in the 1970s to extinguish petroleum fires; AFFF provides essential burn-back resistance, protection against vapor release and rapid extinguishment. In 2012, the Air Force launched a comprehensive plan to identify potential AFFF release sites and related drinking water contamination, respond and prevent futme contamination. The USAF is coordinating closely with the U.S. Environmental Protection Agency (EPA), the New Jersey Department ofenvironmental Protection (NIDEP), and the United States Arniy Corps ofengineers (USACE). PFOS and PFOA are not regulated under the Safe Drinking Water Act (SDWA), but EPA has issued health advisory levels (HAs) for these chemicals in Using the EPA's guidance to assess contamination risks, the Air Force identified 200 installations where releases may have occurred, to include JB MDL where the firefighting agent was historically used for fire training, equipment testing and emergency response incidents. The USAF recently collected approximately 160 groundwater samples and 30 surface water samples at 21 sites across JB MDL as part ofa base-wide site inspection for PFOS and PFOA. Sample results showed PFOS and PFOA in groqndwater and some surface waters above EPA HAs. Several factors are evaluaied to determine additional locations for sampling, such as depth to groundwater, potential for the compounds to migrate offofthe base, and potential pathways forthe contaminantto reach drinking water sources. Based onthese factors, the USAFand coonlinating agencles recommends your drinking water well be sampled for PFOS and PFOA, which can be scheduled with you at your convenience and will be completed at no cost to you. Test results are generally received back from the laboratory within 45 days, and the USAF will notify you as soon as the test results are available. In the event the test results show levels above the EPA's HA, the USAF will take immediate action to ensure you are provided clean water to drink, while actions will continue over the longer term to address the PFOS and PFOA sources. IfPFOS or PFOA are detected, but at levels below the HA, the Air Force may request your permission to conduct further sampling, as needed, to evaluate concentrations. Ifthe test results show no PFOS or PFOA, then no further sampling will be required. 6 Q: How do I get my drinking water well tested? A: Please contact the well sampling contractor listed below to arrange for your well to be sampled. Our contractor will work with you to arrange for a date/time to conduct the sampling and assist you in completing the sampling request form. Q: 1)0 I have to get my well tested? A: You are not required to have your private well tested; however, your well is located near an area of JB MDL known to contain PFOSIPFOA in the groundwater. USAF and our health partners recommend that your well be tested to ensure the health and safety ofyour family. The testing process is quick and offered at no cost to residents. Q: My water has been previously tested, why wasn't I told about this before? A: The testing ofpfosipfoa requires a special laboratory test, different than the routine tests that are completed for drinking water. PFOSIPFOA are classified as an emerging contaminant. Emerging contaminants do not have established regulatory standards, but evolving science has identified potential risk to human health, and regulatory standards are under consideration. Recent sampling ofpfosipfoa release sites at JB MDL has determined that your well is in an area where the groundwater may be impacted bypfos/ PFOA. So JB MDL is conducting this PFOSIPFOA sampling ofprivate drinking water wells in certain areas to ensure we can properly and quickly address any potential threat to the health of our Airmen, their families or our neighbors. Q: What are PFCs? A: Perfluorinated compounds, or PFCs, are a group of manmade chemicals used for a wide variety ofresidential, commercial and industrial purposes. The Envirornnental Protection Agency established health advisory levels for two types ofpfcs, PFOS and PFOA,at 70 parts per trillion (ppt) because ofa potential risk to human health. Although PFOSIPFOA are unregulated and commonly used, the Air Force is taking aggressive measures to reduce the risk ofmission-related PFOSIPFOA contamination tainstallation and supporting communities' drinking-water sources. Q: What are Health Advisory Levels (HAs)? A: EPA develops health advisories to provide information on contaminants that can cause human health effects and are known or anticipated to occur in drinking water. EPA's health advisories are non-enforceable and non-regulatory and provide technical information to state agencies and other public health officials on health effects analytical methodologies, and treatment technologies asso~ ciated with drinking water contamination. To provide residents, including the most sensitive populations, with a margin ofprotection from a life-time ofexposure to PFOA and PFOS from drinking water, EPA established the health advisory levels at 70.parts per trillion (ppt) in May When both PFOA and PFOS are found in drinking water, the combined concentrations ofpfoa and PFOS should be compared with the 70 ppt health advisory level. Q: How much will this testing cost me? A: None. The Air Force will cover all ofthe cost to sample your well and provide bottled water to you ifyour well results exceed the HAs.
