4 Previous efforts A very large scope of scientific topics in the R&D on waste and spent fuel management and disposal treated through more than 80 european projects since 1998 (FP5 to FP7) The data presented include projects excluding projects in the area of Partitioning and Transmutation:

5 Difficulties A lot of scientific disciplines and priorities to be covered Different national specialities to be taken into account political, legislative and administrative situation degree of maturity of the national programs for radioactive waste management (from zero up to almost ready pprograms) geological environment (granite, clay, salt) waste inventory considered different repository concepts The already existing cooperations between the stakeholders TRIGGER for IGD-TP!!! Implementing Geological Disposal of Radioactive Waste Technology Platform (IGD-TP)

6 What is IDG-TP? European Council called for a strengthening of the European research and innovation area by creating European technology platforms bringing together technological know-how, industry, regulators and financial institutions. TPs are bottom-up, industry-led initiatives TPs are well known tools (for networking and co-operation )in the EU since 2003, with fixed structure Vision Report Strategic Research Agenda Deployment Plan 2009 Draft in RD&D priorities Forms of joint Published for licencing and work and activities Launch of IGD-TP implementation

9 Our Commitment is to: Build confidence in the safety of geological disposal solutions among European citizens and decision-makers. Encourage the establishment of waste management programmes that integrate geological disposal as the accepted option for the safe longterm management of long-lived and/or high-level waste. Facilitate access to expertise and technology and maintain competences in the field of geological disposal for the benefit of Member States

10 List of benefits. It is foreseen that the IGD-TP will contribute to the following areas at the European geological disposal community and its stakeholders: Opportunities to carry out joint research, development and demonstration work and joint use of resources for the work. Competence building in geological disposal. Joint work on developing strategies for [licensing and] implementation of deep repositories. Knowledge transfer within the geological disposal community and for stakeholders. Countries/ priorities /emphasis

12 IGD-TP Preparation ( ) Frame: CARD CARD: (Co-ordination Action on Research, Development and Demonstration Priorities and Strategies for Geological Disposal, FP6 project) in The aim of the CARD project was to assess the feasibility of a European Technology Platform (TP) that would provide a framework for networking and co-operation in the field of RD&D for geological disposal of radioactive waste in the EU.

13 IGD-TP Vision work process ( ) SKB and Posiva volunteered to support the continued work to draft the Vision Report A drafting team was set up: SKB, Sweden Posiva, Finland ANDRA, France BMWi, Germany NOTE!!! Vision Report draft was prepared and the draft consulted in 2009 A FP7 project proposal for an IGD-TP Secretariat (SecIGD) was submitted in 2009 An Interim Executive Group (IEG) was formed

15 Key Topics Basis of the SRA Safety case Waste forms and their behaviour Technical feasibility and long-term performance of repository components Development strategy of the repository Safety of construction and operations Monitoring Governance and stakeholder involvement

16 Cross-cutting Activities - relevant to every program at any stage - Dialogue with regulators, Competence maintenance, Education and Training, Knowledge Management (incl. information preservation, memory keeping), Communication interfaces and other activities supporting information exchange

17 How to procedee further? SRA will be finalized soon The participation to IGD-TP is increasing now a total of 70 participants endorsing the vision. The work on the deployment has started a small working group was set up The Secretariat at SKB Stockholm continues to be active. Next Exchange Forum scheduled for November The true deployment test for the IGD-TP is still ahead

18 Hungarian approach/1 Previous efforts in Hungary: uranium mine, detailed regional geological information promising host rock with law permeability cooperation with AECL (Canada), growing internal expertise well based support from local citizens and stakeholders Conclusion: yes, we can work it out Consequence: the weight of CARD project underestimated (PURAM didn t joined) HLW program in Hungary was slowing down significantly clear message: the HLW program is not really a one country size issue

19 Hungarian approach/2 PURAM recognized the benefits linked to IDG-TP PURAM joined to the TP at the end of 2009, became member of EG Active participation in SRA WG from the beginning Existing problems: sleeping expert companies reason 1: stuffed with contracts, no hard financial motivation reason 2: the financial structure is still not fully detailed financing system in HUNGARY is not really IDG-TP friendly no practice related to deployment of the TP ( not yet ) nevertheless: it is hardly recommendable to join to the IDG-TP
