A CLEAN & GREEN CITY Waste Management in Singapore Mr Kwok Wai Choong Deputy Director Industry Development and Promotion Office
After independence, I searched for some dramatic way to distinguish ourselves from other Third World countries. I settled for a clean and green Singapore. One arm of my strategy was to make Singapore into an oasis in Southeast Asia, for if we had First World standards, then businessmen and tourists would make us a base for their business and tours of the region. -Lee Kuan Yew
From Past to Present Transformation of living conditions & refuse collection 3
From Past to Present From Direct Landfilling To Volume Reduction and Energy Recovery Semakau Landfill (Started operation in 1999) Ulu Pandan (1979) Tuas (1986) Senoko (1992) Tuas South (2000) Keppel Seghers (2009) 1,100 tons/day 1,700 tons/day 2,400 tons/day 3,000 tons/day 800 tons/day 4
Sustainable Singapore Blueprint % National Recycling rate 81% Non-Domestic Recycling rate 30% Domestic Recycling Rate Mobility: < private, > public transport Good Air Quality Resource Sustainability Community Stewardship / Green Volunteers & Jobs More Green / Blue Spaces
Our Waste Management Vision Vision To achieve a sustainable, affordable and integrated waste-to-resource management system for all Minimise & Segregate Waste at Source Achieve an overall recycling rate of 70% by 2030 Ensure sufficient disposal capacity & optimise resources Prolong lifespan of Semakau Landfill to 2045 or beyond Raise Solid Waste Management industry productivity, standards & capability Build Strong 3R culture and promote greater awareness & participation 6
Closing our Waste Loop 11
Waste Minimisation Singapore Packaging Agreement (SPA) Voluntary pact by Government, industry and NGOs As of Jun 2017: 197 signatories, cumulatively 39,000 tonnes of packaging waste reduced, $93 mil in material cost savings Annual SPA Awards to recognize notable efforts and achievements in reducing packaging waste by signatories Enhancements to SPA Packaging benchmarking database & Logo for products with reduced packaging Mandatory reporting of packaging data and waste reduction plans by 2021 Mandatory Waste Reporting 97 large hotels and 172 shopping malls reported waste data and submitted waste reduction plans in 2016 Large public sector buildings to report waste data as well
Waste Minimisation NEA s 3R Fund Co-fund companies on 3R initiatives As of May 2017: 17 completed projects and 24 ongoing Food Waste Reduction Outreach Programme Study on consumer attitudes toward food waste Targeted outreach programmes to cut food waste Co-develop guidelines on food donation and reduction with industry
Public Waste Collection Uniform Fee for domestic premises: HDB and condominium households ~ $8/mth Landed premises ~ $23/mth Trade Premises: Monthly rate based on volume of waste generated For premises not covered under PWC scheme, Refuse collection fees charged by licensed GWCs are market driven 10
National Recycling Programme Homes Introducing enhancements to increase recycling accessibility & convenience 1 recycling bin for every block of flats rolled out in 2014 Dual Chute System Provision of recycling chutes extended to private residential developments Buildings taller than four storeys in all new nonlanded private residential developments required to install dual chutes (refuse and recyclables) All new non-landed private residential developments with at least 500 dwelling units to be installed with PWCS Pneumatic Waste Conveyance Systems (PWCS) for GreenPrint at Yuhua
Targeted Recycling Food Waste Management Pilot Projects Onsite segregation and treatment at hawker centre Collection of source segregated food waste for demonstration plant to co- digest with used water sludge E-Waste Management National Voluntary E-Waste Recycling Partnership Study on e-waste management framework

Key Challenges Faced for Waste Management Land Scarcity Limited lifespan of Semakau Landfill Limited land space for waste management activities Fragmented Industry More than 90% SMEs Resulting in A less optimised deployment of resources Manpower Shortage Menial processes Poor image and wage resulting in difficulty in recruitment Resulting in Heavy reliance on foreign workers Local Operational Challenges High public expectation Daily collection (due to topic climate) Dense urban built-up operating environment Requiring Higher resources for waste management activities Lack of Automation/ Technology Innovation High dependency on low skilled labour High investment cost Lack of knowledge and know-hows on the effectiveness of adoption Resulting in Low productivity 15
Looking Ahead - New Areas for Waste & Resource Management 1. More efficient waste handling and Pre-treatment PWCS PAYT, Smart & Automated waste Collection High efficiency MRF Onsite, communitylevel recycling/waste treatment Upcycling technology 2. Organic Waste Separation & Treatment Anaerobic codigestion demo plant for food waste & sludge MBT plant to process MSW to recyclables and fuel Explore onsite /offsite food waste treatment options 3. Thermal Treatment for Waste WTE demo facilities and research program Advanced mass-burn technologies with higher energy recovery & low emission Alternative thermal technology, eg gasification 4. Ash Treatment and Utilisation IBA treatment and reuse for land reclamation IFA treatment options
