Wind Power Potential in Russia It is estimated that Russia has large wind potential, its gross theoretical wind energy potential is defined to be billion kwh/year (H=100m) and gross technical wind energy potential billion kwh/year (H=100m). The favourable zones for wind energy development include territories of South and North Caucasus federal districts (FD), territories of the North West, Ural, Siberian, Far East FD located in the Arctic Circle; coastal areas northeast of the country, as well as the Kamchatka Peninsula and Sakhalin Island. But the sources haven t been realized to its full potential, only 13 are installed in Russia nowadays. 3
RES Industry of the Russian Federation Decree of July 28, p "On stimulation of production of power generation from renewable sources, Governmental Decree of November 10, p "Changes the main directions of the state policy in the field of improving energy the efficiency of power sector using renewable energy sources for the period till 2024 and the Resolution of the Russian Government dated 10 November " On amendments to certain acts of the Russian Federation on the use of renewable energe sources in the wholesale power(capacity) market formed a support mechanism for renewable energy in the wholesale power market, including: - Setting targets for the types of renewable energy development to 2024, Types of RES Всего Wind Solar Other RES Total
RES Industry of the Russian Federation - setting localization degree targets for production of the main and (or) auxiliary generating equipment, Types of generating facilities Generating facilities operating on the basis of wind power Generating facilities operating on the basis of the photoelectric conversion of solar energy Year of commissioning from 2019 till 2024 from 2014 till 2015 from 2016 till 2024 Target degree of localization 25% 40% 55% 65% 50% 70% Generating facilities operating on the basis of other renewable energy sources from 2014 till 2015 from 2016 till 2017 from 2018 till % 45% 65% - accounting in marginal cost of capital return on invested capital and the change in exchange rates in Russia 5
Capacity Purchase Agreement Parties/Transactions Minpromtorg (The Ministry of Industry and Trade) Confirmation of the achievement of the required indicator of WF localization JSC SO UPS (System Operator of the United Power System) RES Plant Owner Certification Commercial Representation Agreement JSC FSC (Financial Settling Centre) CPA parties: RES generators, purchasers, TSA, SO, NP «Market Council» Capacity Purchase Agreement Purchasers Confirmation of the achievement of the required indicator of WF localization Qualification NP "Market Council" Organization of Capacity Purchase Tender JSC TSA (Trade System Administrator) Selection of projects is carried out for next4 years 6
Selected and realized RES projects Adopted support measures gave a strong impulse for of competitive selection of projects, and now the projects of solar energy are leading, of them already is implemented about 50%, in second place are wind power projects with a total declared capacity of 801 and with the absence of completed projects, the third - the declaired of hydropower, which are also not implemented. 11 Conclusions The main actors RES industry in the wholesale market of electricity (capacity) market: strategic investors, developers, engineering companies, equipment manufacturers, the company owners being built or operated generation facilities from renewable energy sources are identified. Characteristics of being built or operated generation facilities based on renewable energy sources and regions of their location are presented. Production and property ties between the main actors of renewable energy industry in the wholesale market of power (capacity) are identified The existence of domestic samples generating equipment based on renewable energy for use in the domestic and foreign markets is noted It is noted that the localization of production equipment is the main factor, which does not allow at present to implement the planned indicators of wind and hydro capacities addings. Dynamic growth of generating capacity based on renewable energy in the wholesale market of electricity (capacity) UES of Russia is noted 11
