2 BACKGROUND INFORMATION Serbia FYROM SOFIA Greece Romania Turkey Black Sea Over 80,000 multifamily buildings with 700,000 residential units housing more than 2,000,000 people need serious retrofitting; An investment of approx. EUR 4 billion is needed for this purpose.

3 ENERGY EFFICIENCY IN HOUSING Ventilation Roof Windows Walls Base ZZZZZ buildings constructed in compliance with earlier legislation need twice the energy consumption required by current standards; forced restriction of consumption at the cost of human health and wellbeing; extensive use of cheap dirty energy

4 A STATE HOUSING RENOVATION PROGRAMME envisages retrofitting of the multifamily housing stock in most urgent need (51% of all) Expected results: Social: Improved quality of life for 1/3 of the population; Contribution to social cohesion Environmental: Energy consumption reduced by 3,990,000 MWh/per year; Greenhouse gas (GHG) emissions reduced by 3,420,000 t/per year Economic: Boost to construction business and materials production; Contribution to employment preservation and generation

5 BARRIERS TO LARGE-SCALE RETROFITTING Lack of tradition in the joint management of common property; Lack of professional management of residential buildings; Impoverishment of the population; Nonexistent financial support mechanisms.

6 DEMONSTRATION PROJECT FOR THE RENOVATION OF MULTIFAMILY BUILDINGS A joint initiative of the MRDPW and UNDP Bulgaria Objective - to develop and test a full cycle renovation action on multifamily buildings in order to prepare: the start of the National Programme the access to EU Structural Funds for Housing Policy

7 THE PROJECT SCHEME provision of a systematic support: subsidies + facilitated access to loans + technical assistance to voluntarily associated homeowners in whole building units for renovation of multifamily buildings and surrounding public domain

8 PROJECT PARTNERS - PPP Bulgarian Ministry of Regional Development and Public Works (MRDPW); local authorities (municipalities) centres of agglomerations according to the Operational Program Regional Development; Condominiums from whole buildings: National Energy Efficiency Fund UNDP

9 CONCRETE RESULTS FROM THE FIRST PHASE ( ) Beneficiary households: 485 Planned energy savings after renovation: 40-60% Planned energy savings: 3,333,521 кwh/per year Planned CO2 less in the atmosphere: 2,620 t/per year

11 NEW PHASE Countrywide expansion; 2. Renovation of whole areas, instead of individual buildings; 3. Institutionalizing of the process.

12 Expected achievements related to development and local governance: Developed implementation mechanism for multifamily housing renovation; Improved municipal capacity for the formulation and implementation of housing projects within the frame of integrated urban development; Increased public awareness of the need for housing renovation, improved civic capacity to get organized for the achievement of mutually beneficial goals.
