2 Sr. No. i ii SHREE CEMENT LIMITED; RAS (PALI) RAJASTHAN COMPLIANCE STATUS OF ENVIRONMENT CLEARANCE LETTER NO.: J-11011/343/2012-IA-II (I) dated: September 10, 2015 October-2015 to March-2016 Environment Clearance conditions The project proponent should install 24x7 air devices to monitor air emission, as provided by CPCB and submit report to Ministry and its Regional Office The standards prescribed for cement plants vide the recent MOEF&CC notification GSR612 (E) dated shall be implemented. Compliance Opacity meters have been installed for continuous monitoring of PM at the stack of Kiln, Clinker cooler, cement mill, coal mill and Boiler. CEMS have been installed for continuous monitoring of SO2 and NOx at the stack of Kiln and Boiler Emission level for the period of Oct-2016 to Mar-2016 are enclosed as annexure 1. Presently the stack of Kiln, Clinker cooler, Coal mill, Cement mill are complying with PM<50 mg/nm 3 Order has been given and consent have been obtained to replace the kiln ESP with bag to meet the new Standards of PM<30 mg/nm 3. iii Project shall not start without EC for expansion of captive limestone mines. iv Continuous stack monitoring facilities to monitor gaseous emissions from the process stacks shall be provided. After expansion, limit of PM shall be controlled within 50 mg/nm3 by installing adequate air pollution control system. Electrostatic precipitators to clinker cooler, bag house to raw mill kiln and bag filters to coal mill and cement mill. Low NOx burners shall be provided to control NOx emissions. Regular Calibration of the instruments must be ensured. v Secondary fugitive emissions shall be controlled and shall be within the prescribed limits and regularly monitored. Guidelines/ Code of Practice issued by the CPCB in this regard shall be followed. EC has been granted by MoEF& CC vide letter no. J /327/2012-IA.II(M) dated 21 st July 2015 for increase of limestone production from 17.2 to 19.6 MTPA Copy of EC has been submitted on 18/09/2015. Opacity meters have been installed for continuous monitoring of PM at the stack of Kiln, Clinker cooler, cement mill, coal mill and Boiler. CEMS have been installed for continuous monitoring of SO2 and NOx at the stack of Kiln and Boiler PM Emission levels are < 50 mg/nm3. Adequate air pollution control device have been installed. Low NOx burners have been installed with all kilns. Calibration of all instruments is being done on regular basis. CPCB guidelines for control of fugitive emission have been implemented. Following measures have been taken for the control of fugitive emission: Use of covered vehicle for cement and clinker transported Use of closed containers and bulkers for fly ash transportation Use of Rail along with road transportation. All movement area is cemented. Silos for the storage of Clinker and fly ash Covered storage for gypsum Proposed covered storage for coal All unlading hoppers are covered and bag dust collectors have provided. All conveyor belts are covered Bag dust collectors have been provide at all material transfer points. Water spray system has been provided with reclaimed and limestone unloading points. Vacuum sweeping m/c are being used for better housekeeping.

3 Planation all around the plant premises. vi Arsenic and Mercury shall be monitored in emissions, ambient air and water. vii Efforts shall be made to reduce impact of the transport of the raw materials and end products on the surrounding environment including agricultural land. All the raw materials including fly ash shall be transported in the closed containers only and shall not be overloaded. The company shall have separate truck parking area. Vehicular emissions shall be regularly monitored. viii Effort shall be made to further reduce water consumption by using air cooled condensers. All the treated waste water shall be recycled and reused in the process and / or for dust suppression and green belt development and other plant related activities etc. No process wastewater shall be discharged outside the factory premises and zero discharge shall be adopted. ix x Effort shall be made to make use of rain water harvested. If needed, capacity of the reservoir shall be enhanced to meet the maximum water requirement. Only balance water requirement shall be met from other sources. Regular monitoring of influent and effluent surface, sub-surface and ground water shall be ensured and treated wastewater shall meet the norms prescribed by the State Pollution Control Board or described under the Environment (Protection) Act, 1986 whichever are more stringent. Leachate study for the effluent generated and analysis shall also be regularly carried out and report submitted to the Ministry's Regional of MoEF, SPCB and CPCB. Fugitive emission is well and within limit. Emission level are enclosed as annexure 2. Arsenic and Mercury in Stack emissions, ambient air and ground water carried out by approved lab and analysis report is enclosing as annexure-3. Following measures have been taken for the control of transportation emission: Cement and clinker are being transported in covered vehicles. Fly ash is being transported in the closed containers and bulkers. All vehicles used in transportation are loaded as per the capacity. Vehicles with PUC are allowed. Rail transportation has been adopted along with road to reduce impact. All boilers of power plant & WHRS have been attached with air cooled condensers. Cement manufacturing process is based dry process technology. RO reject from CPP & WHRS is being used for synthetic gypsum manufacturing& ash quenching. Domestic waste water generated from office toilets, mess guest house is being treated in STP and treated water is used for greenbelt development. Zero discharge has been achieved. Rain water collection pits have been developed at the following locations to use for plant & mining activities and to recharge the ground water. So. Structure Water storage Capacity in KL 1. Harvesting Pit-1 at Mines Harvesting Pit-2 at Mines Harvesting Pit-3 near plant gate Harvesting Pit-4 in Colony near Vill. Bhagatpura Total water requirement entire Ras project (Cement, Power, Mine and Residential colony) is 4380 KLD. CGWA have been granted permission to withdraw 4000 KLD ground water. The balance 380 KLD water will be used from the rain water collected in above pits. There is Rain water & ground water used for project. There is no effluent discharge on land or outside of plant premises. Domestic waste water generated from office toilets, mess and guest house is being treated in to STP, and treated water used for greenbelt development. Analysis report of STP treated water is enclosing as annexure 4. Ground water level and quality monitoring are been carried out on regular basis and results are enclosed as annexure 5.

4 xi All the bag filter dust, raw mill dust, coal dust, clinker dust and cement dust from pollution control devices shall be recycled and reused in the process and used for cement manufacturing. Spent oil and batteries shall be sold to authorized recycler / preprocessors only. xii All the fly ash shall be utilized as per Fly ash Notification 1999 subsequently amended in 2003 and Efforts shall be made to use fly ash maximum in making Pozzolona Cement (PPC) xiii A detailed study on chemical composition of coal used particularly heavy metal and radio activity contents shall be carried out through a reputed institute and report shall be submitted to Regional Office of the Ministry. Only after ascertaining its radioactive level shall fly ash be supplied for utilization in cement manufacturing. xiv Effort shall be made to use low-grade lime, more fly ash and solid waste in the cement manufacturing. xv Greenbelt of about meter width shall be developed all along the periphery of the plant. Apart from that an area of 33% of total plant area shall be provided for development the green belt 3 layers of plantation shall be provided. Tree plantation shall more on the prevalent wind direction based upon the outcome of windrose at the site. Selection of plant species shall be as per the CPCB guidelines in consultation with the DFO. xvi All the recommendation made in the Charter on Corporate Responsibility for Environment Protection (CREP) shall be implemented. Dust collected in air pollution control equipment is reused in process. Used oil and batteries are sold to authorized recycler / preprocessors only. Fly ash is used for making the PPC. Fly ash generated in captive power plant is being utilized for cement manufacturing. Heavy metal analysis in coal has been carried out by approved lab and analysis report is enclosing as annexure-3 We have in-house R&D facility for use of fly ash and low grade lime stone. Lead Zinc slag of Hindustan Zinc Limited is being used as alternative raw material in place of iron ore. CPCB & RSPCB permissions have been obtained for the following waste and started to use: Paint sludge. ETP sludge and Phosphate sludge of automobile industries. CETP sludge of Pali. CPCB & RSPCB permissions have been obtained for the following waste to start shortly: Chemical Gypsum Tyre chips, Solid mix waste and liquid mix waste, Oil soaked cotton and grinding waste, Oily rags and incineration ash 3 layers plantation has been provide along with boundary wall. Out of total plant area of hectares, green belt has been developed in 63.8 hectares (34%) area with numbers of saplings. Local native species of plants have been planted for increase survival rate. CPCB guidelines for plantation have been followed. All CREP recommendations have been implemented.

Closed unloading hoppers with water sprinkling arrangement have been provided for unloading of limestone and coal & pet coke. Bag filters have been provided at all material transfer points. All conveyor belts are covered. All movement area is cemented and sweeping is being done by vacuum sweeping machine. Fly ash is used for making of PPC. Lead Zinc slag of Hindustan Zinc Limited is used as alternative raw material in place of iron ore. CPCB & RSPCB permissions have been obtained for use of Paint sludge, ETP sludge and Phosphate sludge of automobile industries. CETP Sludge of Pali, Chemical Gypsum, Tyre chips, Solid mix waste and liquid mix waste, oil soaked cotton and grinding waste, Oily rags and incineration ash 5. Cement industries will carry out feasible study and submit target dates to CPCB cogeneration of power by July xvii Third Party Monitoring of air pollution shall be furnished as part of compliance report. xviii All the commitments made to the public during the Public Hearing / Public Consultation meeting shall be satisfactorily implemented and a separate budget for implementing the same shall be allocated and information submitted to the Ministry's Regional Office. xix At least 5 % of the total cost of the project shall be earmarked towards the Enterprise Social Commitment (ESC) based on local needs. The proponent shall prepare a detailed CSR Plan for every next 5 years for the existing-cum-expansion project, which includes village-wise, sector-wise (Health, Education, Sanitation, Health, Skill Development and infrastructure requirements such as strengthening of village roads, avenue plantation, etc) activities in consultation with the local communities and administration. The CSR Plan will include the amount of 2% retain annual profits as provided for in Clause 135 All kilns are attached with waste heat recovery system. Complying with. A separate budget head shall be created and the annual capital and revenue expenditure on various activities of the Plan shall be submitted as part of the Compliance Report to Regional Office. The details of the CSR Plan shall also be uploaded on the company website and shall also be provided in the Annual Report of the company. xx Risk and Disaster Management Plan along with the mitigation measure shall be prepared and a copy submitted to the Ministry s Regional Office, SPCB and CPCB within 3 months of issue of environment clearance letter. xxi To educate the workers, all the work places where dust may cause a hazard shall be clearly indicate as dust exposure area through the use of display signs which identifies the hazard and the associate health effects. xxii Provision shall be made for the housing of construction labour within the site with all necessary infrastructure and facilities such as fuel for cooking, mobile toilets, Safe drinking water, medical health care, crèche etc. The housing may be in the form of temporary structures to be removed after the completion of the project. General Condition i The project authorities must strictly adhere to the stipulations made by the Rajasthan Pollution Control Board and me State Government. ii No further expansion or modification of the plant shall be carried out without prior approval of the Ministry of Environment, Forest and Climate Change (MoEF&CC). Y Efforts should be made to achieve power consumption of 70 units/tonne for Portland Pozzolona Cement (PPC) and 95 unit/tonne for Ordinary Portland Cement (OPC) production and thermal energy consumption of 670 Kcal/Kg of clinker. iv At least four ambient air quality monitoring stations should be established in the downward direction as well as where maximum ground level concentrations of PM10, PM2.5, SO2, NOx, are anticipated in consultation with the SPCB. Data on ambient air quality and Stack emission shall be regularly submitted to this Ministry including its Regional Office at Lucknow and the SPCB/CPCB once in six months. Risk and Disaster Management Plan has been submitted on 18/09/2015. Training programmes is being organized for workers on regular basis. Signs board have been displayed at all health associated risk area. Adequate PPE s such as ear muffs / ear plugs, helmet, dust mask and shoes have been provided to workers to avoid the health hazard. All necessary facilities such as toilets, drinking water, medical health, fuel etc. has been provided to construction labors. Yes, we are complying with all the stipulation made by the RSPCB and state govt. Yes for further expansion, prior approval will be obtained from MOE&F. Separate energy management cell has been established to monitor power & fuel consumption. All suitable measure like VFD, high efficient motors have been adopted to reduce power consumption. Ambient air quality monitoring is being monitored at the four location of the plant boundary. Complying with the National Ambient Air Quality Emission Standards issued by the Ministry. Monitoring results of ambient air quality at plant boundary are enclosing as annexure 7. Stack monitoring results are enclosing as annexure 1. Six monthly compliance report is being submitted on regular basis to the Ministry of RO office of the MOEF/CPCB and RPCB.

7 v vi vii Industrial waste water shall be properly collected treated so as to conform to the standards prescribed under GSR 422 (E) dated 19 th May, 1993 and 31 December, 1993 or as amended from time to time. The treated waste water shall be utilized for plantation purpose. The overall noise levels in and around the plant area shall be kept well within the standards (85 dba) by providing noise control measures including acoustic hoods, silencers, enclosures etc. On all sources of noise generation. The ambient noise levels should conform to the standards prescribed under EPA Rules, 1989 viz. 75 dba (daytime) and 70 dba (nighttime). Occupational health surveillance of the workers shall be done on a regular basis and records maintained as per the Factories Act. viii The company shall develop rain water harvesting structures to harvest the rain water for utilization in the lean season besides recharging the ground water table. No waste water is being generated from the dry cement manufacturing process. RO reject water is utilizing in synthetic gypsum manufacturing. Domestic waste water generated from office toilets, mess and guest house is being treated in STP, and treated water is used for plantation. Overall noise level in and around the plant area are well within the prescribed standards of 85 db (A). Ambient noise levels at the plant boundary are well within the standards prescribed under EPA Rules viz 75 db (A) (Day time) and 70 db (A) (Night time.) monitoring results are enclosing as annexure 8. Well-equipped Occupational Health Management Center has been established. Occupational Health Surveillance programme have been carried out on regular basis and record of the same is maintained as per Factories Act. 8 ix The project proponent shall also comply with all the environmental protection measures and safeguard recommended in the EIA/EMP report. Further, the company must undertake socio-economic development activities in the surrounding villages like community development programmes, educational programmes, drinking water supply and health care etc. x Requisite funds shall be earmarked towards capital cost and recurring cost/annum for environment pollution control measures to implement the conditions stipulated by the Ministry of Environment, Forests and Climate Change (MoEF&CC) as well as the State Government. An implementation schedule for implementing all the conditions stipulated herein shall be submitted to the Regional Office of the Ministry at Lucknow, The funds so provided shall not be diverted for any other purpose. xi A copy of clearance letter shall be sent by the proponent to concerned Panchayat, Zila Parishad / Municipal Corporation, Urban Local Body and the local NGO, if any, from whom suggestions / representations, if any, were received while processing the proposal. The clearance letter shall also be put on the web site of the company by the proponent. xii The project proponent shall upload the status of compliance of the stipulated environment clearance conditions, including results of monitored data on their website and shall update the same periodically. It shall simultaneously be sent to the Regional Office of the MOEF&CC, the respective Zonal Office of CPCB and the SPCB. The Regional Office of this Ministry at Lucknow/CPCB/RSPCB shall monitor the stipulated conditions. xiv The environmental statement for each financial year ending 31 st March in Form-V as is mandated to be submitted by the project proponent to the concerned State Pollution Control Board as prescribed under the Environment (Protection) Rules, 1986, as amended subsequently, shall also be put on the website of the company along with the status of compliance of environmental conditions and shall also be sent to the respective Regional Offices of the MOEF&CC at Lucknow by . xv Project Proponent shall inform the public that the project has been accorded environmental clearance by the Ministry and copies of the clearance letter are available with the RSPCB and may also be seen at the Website of the Ministry of Environment, Forests and Climate Change (MoEF&CC) at This should be advertised within seven days from the date of issue of the clearance letter at least in two local newspapers that are widely circulated in the region of which one shall be in the vernacular language of the locality concerned and a copy of the same shall be forwarded to the Regional office at Lucknow. xvi The Project Authorities shall inform the Regional Office as well as the Ministry, the date of financial closure and final approval of the project by the concerned authorities and the date of commencing the land development work. and Forests, its Regional Office, Lucknow, Central Pollution Control Board and State Pollution Control Board. Every year in the month of September, Environment statement is being submitted to the concerned authorities.
