3 Carver County Solid Waste Master Plan Carver County Strategies Carver County will work with haulers to implement an organic waste collection program. Collection and separate management of food waste and other organic waste will increase by 20% by 2008.

5 Regulatory Framework for SSO Composting at the time of Project Onset 1) Co-collection of yard waste and MSW was not allowed. Minnesota Statute 115A yard waste cannot be placed in mixed municipal solid waste. Minnesota Statute 115A.13 (subd.21) definition of mixed municipal solid waste specifically included source-separated separated compostable materials.

7 Project Goals 1) Demonstrate that commingled source separated organics can be co-collected with yard waste and processed at a yard waste site. 2) Demonstrate that commingled collection and processing of these materials will improve the overall economics of SSO management and can be accomplished without County subsidies. 3) Increase SSO composting sites and composting capacity by Assisting MPCA in rules changes to allow for a third tier compost facility. 4) Assist in statutory changes that eliminates plastic bags as a source of contamination.

8 Initial Project Timeline In 2006 Carver County received a $40,000 Grant from the MPCA to conduct the organics project. March 2007 the MPCA granted approval to begin the Demonstration/Research Project. April 2007 Waste Management began collecting organics from yard waste routes in the cities of Chanhassen, Chaska, Waconia and Watertown and delivered to the RW Farms site located at the University of Minnesota Landscape Arboretum yard waste site in Chanhassen. July 2007 MPCA increased grant funding by $15,000 to allow for expanded collection in winter months. August 2007 MPCA amended demonstration agreement to add organics from commercial/institutional sources.

13 Biodegradable Bags Available in Local Stores Residents in the program can no longer use plastic bags. Bag-To-Nature, and Kraft bags are ASTM D6400 certified and approved for project and available in local stores.

14 Residential Organics Collection 1. Collect food scraps and food-soiled paper in kitchen pail or other container. 1) Empty kitchen scraps and yard waste in cart. 2) Set out yard waste cart at curb along side trash and recycling for collection. Residents are offered 90, 60, or 30 gallon carts

15 Hauling Economics Collection cost savings by 1) eliminating a second cart for organics, 2) eliminating the cost for a second truck. ($85.00 per hour to operate a truck) Decrease transportation cost by utilizing local sites and eliminating long hauls and transferring material. (Transferring cost is $15.00 ton) Haulers gain a competitive edge by offering organics collection.

17 Organics Composting Facility RW Farms yard waste compost site located at the Minnesota Landscape Arboretum. Several other sites were considered before settling on this one. Advantages of this site included: Established yard waste compost site in the County Short haul distance from a majority of the program routes Support of the host community (Chanhassen) Site Capacity: Up to 20,000 yds 3 at any given time.

18 Preparation of Site Installation of Visual Screening This berm is located on the north side to screen the site from HWY 5. Trees were planted for added height.

19 On-Site Leachate and Storm Water Management Installation of Ceramic Collection Tubes Worked with U of M professor Thomas Halbach on leachate collection system design and installation

21 Organics Arrive at Site Hauler delivers organics/yard waste to the site using both side load and rear load trucks. Material is sorted to remove contamination (mainly plastic bags)

22 Compost Processing After sorting, the organics are fed into the Supreme 300 mixer to blend the feedstock. The organics are thoroughly blended prior to adding them to a stockpile.

23 Static Pile Material collected and placed in a pile for monitoring. Once a pile meets the MPCA s guidelines regarding the Process to Further Reduce Pathogens (PFRP) it is combined in a static pile with previous weeks materials.

24 Screening Finished Compost is screened and tested following the criteria outlined by MPCA. RW Farms utilizes a CEC Screen with a 5-foot by 12-foot deck.

25 The Finished Product The Arboretum has the opportunity to utilize finished compost. Remaining compost will be sold to local landscape operations or land applied by RW Farms.

26 Managing Plastic Bag Contamination

27 Issues with Plastic Bags No system can eliminate 100% of plastic contamination. Unless the plastic is eliminated at the source. Plastic bags degrade the quality of compost, severely limiting potential markets. Screening material with plastic creates of residual which consists of a high percentage of compost that must be disposed of separately.

37 US WOMEN S S OPEN Collection containers were grouped in areas where trashed was generated around the course. Containers were placed adjacent to concession stands. Kitchen staff collected organics. Front end load containers were utilized to consolidate organics.

38 Residential Drop-off/Internal off/internal County Collection Program

39 Hennepin County Organics originated from the Wayzata and Minnetonka residential programs as well as the public school programs. The loads were put through a shredder and then a mixer while the other two were put through just the mixer.

42 Project Expansion MPCA has extended the demonstration project through. Measure any changes to participation and diversion rates during the winter months. Expand participation of the program to other routes in the communities currently participating in the program. Expand the program to other communities in western Carver County. Second site approved by MPCA as part of the demonstration project (City of Mayer).
