4 2009 Regular Session Chapter 37 Sec. 62 The requirements for the SCORE report shall be abbreviated in scope The Agency, in consultation with the AMC, SWAA, SWMCB, shall Reduce the resources counties employ to collect the data Ensure that estimation methods are consistent across counties Ensure the data reported are accurate and useful for policy makers

8 Waste and Recycling Haulers The waste/recycling haulers were not involved in the development of the SCORE recommendations. Some of the recommendations impact them directly. The Agency is currently seeking additional input from NSWMA and other haulers such as Eureka and municipal haulers.

9 Recommendation 1 Continue to measure the individual components of the waste management hierarchy Use SCORE to validate and complement the data Reduce Re-Use Recycle Compost Waste to Energy Landfill with Gas Recovery Landfill

11 Recommendation 3 Reorganize the solid waste data within the Agency Needed to tie the various data sources together Develop an electronic data entry system for annual reports to free staff time for other priorities

13 Recommendation 5 Expand the waste sort requirement for WTE facilities to include landfills

14 Recommendation 6 Fix the recycling rate credits from SCORE because it is misleading and creates confusion

15 Recommendation 7 Modify SCORE survey as needed Remove questions that are duplicative of facility reports Continue to rely on counties to help identify out-of-system waste

16 Recommendation 8 Internal MPCA coordination of annual reports and permits Standardize terminology Must not impair the ability of the C&E and permitting staff to complete their work

18 Recommendation 10 Do not address Construction and Demolition at this time It was determined that the scope of this project was sufficiently large Address C&D after this process is complete

25 Summary ReTRAC development is well underway. All permitted solid waste facilities are reporting into ReTRAC currently. Due March 1, 2014 Other Agency reporting will be added including HHW, SCORE, E-Waste, etc.. Completed by January 2015
