4 IEC Ed. 1 History Four years under development: 108/314/NP: IEC TC 108 project proposed on Considered ECMA 383, Energy Star 5, IEC (ICT consumption measurement) and IEC (AV consumption measurement) 108/401/CD available (Australian draft was based on documents after this point, before CDV) 108/446/CDV available Approval to circulate FDIS 108/478/RQ, Approval to include uncirculated amended short idle test procedure in FDIS TC 108 plans to circulate FDIS by Plan to publish by end of 2012 TC 108 will then hand over maintenance to another TC 5 Implementation concerns Local standards should mirror and track track international standards d A/NZ domestic standards are organised quite differently, but technically equivalent The IEC standard isn t finalised. Approval not guaranteed, as lastminute technical changes to be inserted in the FDIS without review Harmonised test methodology is vital but it should also consider other internationally or regionally harmonised frameworks: Compliance limits Test report portability Acceptability of test laboratories Exemptions for very low volume production and other factors where regulation would not save significant emissions Cross economies mutual recognition of approvals and registrations 6 3
