And strengthening complementarities with the Structural Funds. 3 HORIZON 2020: Some highlights - A simpler programme architecture centered on the 3 strategic objectives. - A single set of rules for participation and dissemination, simplifying the terms and procedures, especially for financial rules ( COM ) - A simple evaluation criteria: Excellence-impact- Implementation - For pilots, demonstrators, experimental developments..the grant shall be limited to a maximum of 70% of the total eligible costs. Priorities given to large scale pilots and demonstrators for key technologies. - The «Industrial leadership» pillar will aim at making Europe attractive to invest in research and innovation, in order to build leadership in enabling and industrial technologies. Dedicated support is mentionned for ICT, nanos, advanced materials, biotechnology and advanced manufacturing and processing. A specific chapter on energy-intensive process industries. - «Building on the experience of the PPPs under the Recovery plan, there will be greater scope for establishing such partnerships». Documents COM(2011) 808,809,810,811, 30 Nov Horizon 2020 and process industry Extract from the pillar 2 «Industrial leadership» Steel Committee. 22 Oct HORIZON 2020: Recent events - EIP on raw materials : participation in WP 1 ( pilot &demonstrators). - Creation of a dedicated WG within ESTEP for secondary raw materials( WP1) - Official communication from EC ( 29/02/12) : SWD(2012)27 and COM(2012)82 final. - Consultation process with questionnaire: common answer prepared by ESTEP - EIP water resource: Workshop in April. Water and energy is one of the topics. Water is also included in the SPIRE initiative - EMIRI PPP initiative: Energy Materials Industrial Research Initiative. Towards the creation of a legal entity. Voestalpine, ArcelorMittal,CSM among the funding members. Estep is here as ETP as well.first official meeting with the E. Commission on 25th April, second in September. EMIRI association created on 10th Sep, see next slides - «SPIRE», see specific specific slides - HORIZON 2020: Regular meetings with the EC over the past months - PPP info days: 9 and 10 July First official annoucement for SPIRE - ESTEP is updating at present time its Strategic Research Agenda in order to show the consistency and relevance with Horizon EMIRI: Goals and ambitions -EMIRI s aim is to raise awareness of the needs of the advanced materials sector for sustainable energy applications in the context of the forthcoming Horizon 2020 framework programme. - The backbone of the initiative for sustainable energy will be the SET Plan materials road map published by the Commission in November In addition EMIRI will represent a multi-ket approach as it deals in one way or another in Advanced materials, Nano materials and Photonics. - It will be industry driven in terms of defining the long term strategy and priorities, however it will remain inclusive with respect to all the stakeholders in the sector (ETPs, including ESTEP, Industry Associations, Research associations) - An association EMIRI was founded in Sept 2012 by a core group of leading motivated industrial organisations and companies. For the Steel sector ArcelorMittal, voestalpine, CSM, and Eurofer/ESTEP are members. - EMIRI will explore mechanisms to implement its ambitions. The first of these will be to review together with the stakeholders and the EC the feasibility of creating a PPP that will achieve the goals of EMIRI. 4 Resource & Energy efficiency Partnership Who we are SPIRE Sustainable Process Industry through Resource and Energy Efficiency A proposal for a European public-private Partnership(PPP) dedicated to innovation in resource and energy efficiency and enabled by the process industries The Process industries within the value chain Process Industry Resource & Energy efficiency Partnership Main objectives of the SPIRE initiative : To develop, via research, innovation & knowledge exchange, new solutions to improve resource and energy efficiency in the process industries within a cross sectoral approach To develop solutions that demonstrate the advantages of industrial cooperation To explain and promote the current and future potential of industry in addressing the current challenges of sustainable production, in line with the resource and energy policies. To provide a channel for a broad coalition of industry interests to dialogue with the EU institutions on methods of improving resource and energy use. We propose to create a Public Private Partnership (PPP) to support and manage this initiative. 22 SPIRE: Where we are so far? SPIRE is fully in line with the objectives of Horizon 2020, published on 30 th Nov 2011 : tackling societal challenges and providing industrial leadership and competitiveness The E. Commission supports this initiative and asks us to prepare some elements about the commitment from industry, the research roadmap, and the way of working for this PPP. We hadaa firstofficial meeting withthethe European Commission on 24 th April, with participation of DG Research, Environment, ICT. A Ad hoc Industrial Advisory Group for the SPIRE PPP has been created. A second AIAG meeting held on 5 th June. The SPIRE website created in June. The research roadmap has been published in July. The Association SPIRE created in July. 23 SPIRE: towards a commitment from industry - Global research budget of circa 1 2 billion Euros, of which millions from industry over a 6 years period. Around 120 million for the steel industry, so 20 millions/year. A part could be ongoing activities from the steel companies to be shared within SPIRE. - Elements of expected impact for the process industries have been provided in the research roadmap. - Definition of gouvernance structure for the SPIRE PPP. Setting up a legal entity AISBL on the model of EFFRA. - To compile a PPP multi-annual Roadmap, defining the research contents. - To propose KPIs around resource efficiency ( energy, raw materials, water, waste, recycling ) - All these elements were provided in July
5 SPIRE: creation of a legal entity - As suggested by the E. Commission, there is a need to create a legal entity «A.SPIRE», Association SPIRE. - The statutes, under the Belgian law ( ASBL) have been approved. - 3 categories of membership - Industry members, with 3 subcategories: - Companies belonging to the process industry. 5 Letters of Intent already signed for steel by ArcelorMittal, Tatasteel, TKS-E, Tenaris, voestalpine. AM and TKS-E are founding members. - Companies that have partnership relationship to the process industry. For steel industry CMI and LKAB are here. - Trade associations active in this field. ESTEP/EUROFER is here. - EUROFER (BdL) and TKS-E ( Dr Ferkel) are members of the Board. - Research members. So far the RTOs involved in the roadmap are here. BFI is representing RIES( Research initiative for European Steel). BFI, CSM and Mefos are founding members. CRM is member. - Associate members. Open to other trade associations, NGOs, other. They participate in topics groups and general assembly, but without voting rights. - The association has been officially created on 18th July. 25 A.SPIRE Governance A. 6 Roadmap: Practical Organisation - EC asked SPIRE to write a draft research roadmap for end of June 2012, respecting a formatted table of contents. - Steel industry was represented by RIES members; RIES is the Alliance «Research Initiative for European Steel». These 4 members received support from the ESTEP Working Group 1 and 4 and from an ad-hoc ESTEP taskforce. - B. de Lamberterie ESTEP and Ralph Sievering (BFI) are in the master workgroup. - First draft finalisation on 23rd May. Second draft on 8th June. Final version on 5th July and officially distributed by the EC during the PPP infodays on 9and 10 July. - Public consultation: 22July 30 September : now ended. - See Roadmap: table of contents SPIRE: next steps - Roadmap consolidation in Q rd AIAG meeting with the Commission in November - SPIRE presentation to the next ESTEP mirror group on 7th November - SPIRE 1st general assembly on 20th November 33 EU R&D&I: opportunities - Within Horizon 2020, there is a lot of opportunities for the process industries and equipment suppliers. - Industrial leadership where we are proposing the PPP SPIRE...lead by industry - secure, clean and efficient energy production - Climate change, Resource efficiency( including energy efficiency) and raw materials - To cover the whole innovation chain, with pilots & demonstrators and putting the results on the market - Equipment suppliers could be also involved in tranversal components to be included in all R&D&I initiative, like - Life Cycle Assessment, Life Cycle Thinking - Eco-design ( e.g. industrial furnaces) - Implementation of the energy directive ( e.g. BATs implementation, energy management concept, continuous improvement of energy efficiency...) - Implementation of the Industrial Emissions Directive (EID) with the BATs conclusions - Ensuring the transition to a low-carbon economy 34 BAT conclusions for I&S industry - Covering the upstream steps of productions up to semis with detailed list per units( coke plant, sinter plant, pellet plants, BF, BOF,EAF, casting) - In addition general BAT conclusions - Environmental management - Energy management - Materials management - Residues and wastes - Water and waste water management - Monitoring - Decommissioning - Noise - An overall total of 95 BAT conclusions for the upstream steel production - Directive IED Article Conclusions The ETPs play a key role within the European Research Area, defining SRAs and developing roadmaps in conjunction with the European Commission. The European Commission has launched in 2010 new initiatives for the improvement of research and innovation policy. Innovation has been placed at the heart of the EU 2020 strategy.
