2 Stages of dredging operations 1. Decision on the necessity of dredging. 2. Development of project documentation, including an assessment of environmental impact. 3. Public involvement of assessment of environmental impact. 4. The state ecological expertise and state expertise of project documentation. 5. Licensing, permits of dredging materials dumping placement, and port captain permit of the safety of navigation. 6. Dredging; industrial environmental control and ecological monitoring of impacts on the environment, compensation of damage for bioresources in area of dredging. 2
3 Legislation regulating the dredging Federal law «Code of commercial navigation», Federal law «Water Code of the Russian Federation», Federal law «On Environmental Protection», Federal law «About internal sea waters, territorial sea and the Contiguous Zone of the Russian Federation», Federal law «On the Continental Shelf of the Russian Federation», Federal law «On waste production and consumption», Federal law «On Ecological Expertise», Federal law «On the Animal World», Resolution of the Government of the Russian Federation "On Approval of the procedure of state ecological expertise", 1996, N 698. Resolution of the Government of the Russian Federation «On the rates of charges for emissions and discharges of pollutants into surface and ground water bodies», 2003, N 344. SanPiN "Sanitary-epidemiological requirements for the protection of coastal sea waters from pollution in the places of people water consumption. 3
4 The competent authority of Russia to implement the International Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter, 1972 (London Convention) Ministry of Natural Resources of the Russian Federation (MNR of Russia) Supervisory Authority for Environmental Compliance in the Russian Federation The Federal Supervisory Natural Resources Management Service It is under the authority of the Ministry of Natural Resources of the Russian Federation 4
5 Responsibility of the Seaport: monitor conditions for safe dredging; monitor the deployment of ships engaged in dredging; monitoring of ground transportation routes by specialized vessels and of dumping at designated areas. 5
6 Assessing the impact on the environment when documentation for dredging development; procedure is determined by the legislation of the Russian Federation (the modalities, documentation) provided the use of complete and reliable source of information, tools and methods of measurement, calculations, evaluations. The results of assessing the impact on the environment: Characterization and extent of environmental impacts information as a result of dredging in the sea; alternate versions of the dredging; measures to reduce of negative impacts. Identified and taken into account public opinion regarding the planned dredging. The results of the analysis of alternatives of planned marine dredging and the choice of technology. 6
7 Environmental monitoring for marine dredging approval of the order of monitoring and reporting the results to the authorized federal executive bodies of the Russian Federation; immediate notification to the customer's work on the case of exceeding the maximum allowable concentrations of chemicals in water or other threats to the security of the environment found in the performance of dredging. The location and number of points is determined by observing network based on the physical and geographical conditions in the region and the technology of dredging and. It is based on data of engineering surveys. Observations should be carried out prior to dredging, during dredging and after. 7
8 Conclusions National regulating dredging system requires the harmonization of norms according to the LC. For broader stakeholder involvement on application of the LC provisions at the national level it would be advisable to consider holding a IMO workshop in Russia. 8
