2 Tuan-Tuan dan Puan-Puan yang saya hormati sekalian. Assalamualaikum Warahmatullahi wabarokatuh. Salam Sejahtera dan Salam 1Malaysia. 1. Terlebih dahulu saya memanjatkan rasa penuh kesyukuran ke hadrat Allah SWT kerana dengan rahmatnya kita dapat hadir bersama-sama untuk Majlis Perasmian Projek Kebangsaan Greenhouse Gas (GHG) Emissions Reductions in Targeted Industrial Sub-Sectors Through Energy Efficiency and Application of Solar Thermal Systems in Malaysia, sebuah projek yang dibiayai bersama oleh Kementerian Sains, Teknologi dan Inovasi (MOSTI), Kementerian Tenaga, Teknologi Hijau dan Air (KeTTHA), Global Environment Facility (GEF) di bawah United Nations Industrial Development Organisation (UNIDO) dan SIRIM Berhad, pada pagi ini. Ladies and Gentleman, please allow me to continue my speech in English. 2. I am delighted to be here today to launch the National Project on GHG Emissions Reductions in Targeted Industrial Sub- Sectors through Energy Efficiency and Application of Solar Thermal Systems in Malaysia. 3. The project is an initiative by the Government of Malaysia via MOSTI, KeTTHA, Ministry of International Trade and Industry, 2

3 Ministry of Natural Resources and Environment, the Malaysian Investment Development Authority (MIDA), Sustainable Energy Development Authority (SEDA), SME Corporation Malaysia, Malaysian Industry-Government Group for High Technology (MIGHT), Solar Energy Research Center-Universiti Kebangsaan Malaysia (SERI-UKM), Universiti Teknologi MARA and Centre for Education, Training and Research in Renewable Energy and Energy Efficiency of Universiti Sains Malaysia, in partnership with GEF and UNIDO. This five year project, which is championed by SIRIM Berhad, aims to promote and demonstrate sector specific energy efficiency improvements and solar thermal technology application in the heating and cooling processes practised by the Malaysian industries. The strategic initiatives of the project will support and contribute towards the reduction of anthropogenic carbon dioxide emissions into our environment. Ladies and Gentlemen, 4. Climate change and energy security are two of the most critical issues globally. News about environmental disasters surface every day. In fact, in recent years Malaysia has also been experiencing its fair share of environmental issues such as floods, long spell of dry seasons and rising temperatures. Towards addressing these issues, the Government has identified plans and steps to build a clean energy economy, address climate change issues and protect the environment. 3

4 For example, Malaysia has pledged its commitment to reduce the nation s GHG emissions intensity by 40%, by the year It is critical to note that Malaysia, under the business as usual scenario, is projected to become a net importer of energy by the year 2030 as reported in the Asian Development Bank (ADB) Energy Outlook 1. Energy resources are slowly depleting and as such, the Government has embarked on various initiatives and awareness campaigns to encourage the use of renewable energy (RE) and promote energy efficiency (EE) in order to sustainably consume energy. Amongst the multimillion ringgit projects in the past undertaken by the Government in partnership with GEF and the United Nations Development Programme (UNDP) were: i. Malaysian Industrial Energy Efficiency Improvement Project; ii. Biomass-based Power Generation and Cogeneration in the Palm Oil Industry; and iii. Malaysia Building Integrated Photovoltaic Technology Application Project. It is worth highlighting that these projects have served as an impetus for developing many Government policies, regulatory 1 Energy Outlook for Asia and the Pacific Available at 4

5 frameworks and action plans in relation to energy efficiency and renewable energy. 6. Since then, the Government has continuously implemented various strategies and projects to ensure that Malaysia sets its path to become a high-income but low-carbon sustainable economy. Within this area, sustainable green technology, RE and manufacturing of energy efficient products are given proper attention. For example, one of the 12 National Key Economic Areas under the Economic Transformation Programme promotes a strong focus on energy via two Entry Point Projects (EPP) No 9 and 10. The two EPPs on Improving Energy Efficiency and Building Up Renewable Energy and Solar Power Capacity are targeted to generate up to RM14.4 billion in Gross National Income by the year Ladies and Gentleman, 7. While Malaysia is ready to achieve our green growth agenda with numerous strategies, action plans and game changers, we will continue to work with international bodies to advance our efforts in green technology, renewable energy and energy efficiency in the country. We appreciate that these international projects bring with them advanced technology transfer, the 2 ETP Annual Report Available at 5

6 availability of funding sources and capacity building for our local industrial sector. In this regard, I am pleased to note that at present, the Government of Malaysia in partnership with GEF and UNIDO, are implementing several national interest projects, such as the Industrial Energy Efficiency for the Malaysian Manufacturing Sector, GEF UNIDO Cleantech Programme for SMEs in Malaysia and Energy Efficient Low- Carbon Transport in Malaysia. I also understand that there are several more projects in the pipeline coming our way soon. Ladies and Gentlemen, 8. Today we are here to witness the launch of another significant project in partnership with GEF and UNIDO. This project will focus primarily on industrial thermal energy efficiency, optimisation of thermal processes and solar thermal systems application for heating & cooling processes. With Malaysia being categorised as a country with high potential for solar energy application due to its high level of solar radiation throughout the year, this innovative and emerging technology project will be apt for the local industrial sector. Companies will be able to be more energy efficient and subsequently reduce their energy cost and render themselves more competitive. Solar thermal energy is a convenient source of heating and the technology does not rely on finite energy resources. The solar thermal system is intended to supply thermal heat in particular 6

7 for industrial heating and cooling application, supplementing a conventional heat supply system. 9. The project seeks to address barriers in an integrated and holistic approach by combining demonstration projects with high replication potential and ensuring human capital development by providing various capacity building trainings to our local technical work force. The project also aims to ensure that much needed policies, regulatory framework and incentive schemes are developed and put in place to facilitate the industrialisation of solar thermal systems and technology in the Malaysian industry. Thus, the multi-stakeholders involvement in this project is the cornerstone of its success and is being exhibited at the very beginning of its implementation. 10. I have been made to understand that this solar thermal system and technology project will work not only with larger industries but also with Small and Medium Enterprises (SMEs). I believe this project will provide opportunities and educate the SMEs on how to innovate and manage their energy cost especially with the rising cost of energy and fuel price fluctuations, which will render them more competitive locally and internationally. This project will also contribute directly and indirectly to the Government s green SME programme where companies will be encouraged to adopt green practices and reduce their GHG emissions. 7

I am pleased to note that this project will also encourage and promote national level research, development and commercialization (R,D&C) in supporting the production of high quality, up-to-date and relevant outputs, products and services related to solar thermal energy. Industries that take part in this project will have the opportunity to assess their technical needs and eventually decide on the chosen technologies to be adopted at a commercial scale. The project also seeks to further improve production processes, to raise the quality and standards of solar thermal technology and to cut costs through the introduction of new and innovative methods. Some of the potential key areas for technological development are: i. high efficiency solar thermal collectors; ii. new compact, time indifferent storage technologies; iii. solar thermal systems design, intelligent control systems; and iv. standards and standardisation as well as quality and reliability. Ladies and Gentlemen, 12. I wish to also share MOSTI s support towards developing solar related technologies in the country via R&D financing schemes. In particular, MOSTI s pre-commercialization fund has, so far, funded two successful solar thermal related projects amounting to more than RM4 million. MOSTI is always prepared to encourage the development of new emerging 8

9 technologies. I am confident that SIRIM as the industrial technology organization of the nation will position itself as the center of excellence, leading and pioneering the advancement and industrialization of solar thermal technology in Malaysia. We are hopeful that SIRIM will be the focal point for the innovation of this emerging technology and green initiative. I would like to assure you that MOSTI is ready to provide strong support and resources both for strategic R&D funding and industrial development initiative. 13. I have also been made to understand through Component No. 2 of the project on User and Expert Training Programme, local manufacturers will have an opportunity to explore the setting up of local production facilities. For example, Malaysian companies may want to consider manufacturing solar evacuated tubes, which is needed for medium temperature industrial applications in Malaysia. The product is currently being imported from China and Europe. It is hoped that our local manufacturers will take up this challenge as local demand increases. Ladies and Gentlemen, 14. To conclude, I am confident that this project will provide significant support and assistance to the Government in our quest to transform Malaysia into a high-income, low carbon economy, which is able to deliver better productivity and efficiency. I wish SIRIM and the project partners through this 9

10 tripartite strategic collaborative partnerships involving the Government, R&D Organizations, and Industry, all the best in the successful implementation of the project. 15. With this I am pleased to launch the National Project on GHG Emissions Reductions in Targeted Industrial SubSectors through EE and Application of Solar Thermal Systems in Malaysia. Thank you. 10
