5 Recent Investments: Tax Ditch Initiatives A Partnership Among Agencies DNREC Division of Watershed Stewardship Sussex, Kent and New Castle Conservation Districts 235 Tax Ditch Organizations 1,011 Right of Way research requests performed for landowners in the last 12 months. Over 100 Tax Ditch meetings attended. (Mostly After Normal Working Hours) 101 Financial statements audited. 49 Court Order Changes Executed 32 Tax Ditch Permits Completed

6 Hudson Road Tax Ditch Planning and Design initiated in 2011 Court Ordered as a Tax Ditch on December 31 st, 2013 Final Design and Permits Approved October 2014 Construction commenced November 2014, installing a downstream pilot channel. Construction scheduled to be completed in late spring Constructed Sussex Conservation District and George and Lynch. $650,000 construction cost for the entire system funded through RC&D 21 st Century, Community Transportation Funds and Non-Point Source funds for plantings.

7 Water Management Projects Sussex County Completed 10 Resource Conservation & Development Projects 2 large projects under construction Hudson Road Tax Ditch Johnson Development Phase I Johnson Development Phase 1 Drainage Improvements Completed Bay Beach Coastal Drainage Study in Bay Beach Communities and Oak Orchard Received $150,000 Community Water Quality Grant for Bridgeville Branch Bank Stabilization. Construction slated for Partnered with Sussex Conservation District for 2 Surface Water Matching Planning Grants Fawn Road / Morra Drainage Improvements

8 Regulations and Codes Federal and State Stormwater County and Local Programs

9 DelDOT Locally delegated sediment and stormwater program. MS4 Stormwater permittee for federal permit. Manage $20+M in drainage maintenance and stormwater projects and programs annually.

10 Examples of Green Technology Projects Implementation of green streets (combination of infrastructure practices in transportation rights-ofway) or BMP s for new development, redevelopment or retrofits; porous pavement, bio-retention, trees, filter strips, swales. Implementation of wet weather management systems for parking areas which include: the incremental cost of porous pavement, bio-retention, trees, green roofs and other practices that mimic natural hydrology and reduce effective imperviousness. Establishment and restoration of riparian buffers, floodplains, wetlands, living shorelines, and other natural features. The water quality portion of projects that employ development and redevelopment practices that preserve or restore site hydrologic processes through sustainable landscaping and site design.

13 Watershed Approach to Toxics Assessment and Restoration (WATAR) Assess status, trends and sources of toxics in Delaware watersheds. Better coordinate efforts between water & waste management programs. Identify & implement priority remediation and restorations projects (e.g. Mirror Lake, Meco Ditch, NVF Yorklyn, Fort DuPont, Amtrak) Primary Goal: Accelerate removal or reduction of fish consumption advisories. Need additional funds in addition to HSCA.

14 Watershed Implementation of Non-permit related (voluntary) BMP s Ag/Conservation, Stream / Channel and Shoreline Restoration Projects Current reliance on grant funding. Can we move this into the SRF loan reduction/water quality project bin? 14

15 Non-MS-4 Municipal Stormwater Quality Projects (Including County) Delaware resort areas are the best example. What are the options? Community water quality improvement grants. Surface Water Planning Grants Partnering with loan applicants. Need greater marketing. Private market (Stormwater Fee-In-Lieu?)

16 Green Infrastructure Solutions for Drainage and Flooding Concerns Currently good match with Surface Water Planning Grants and 21 st Century Funds. Match with other water quality grant programs NPS 319, and other EPA grants (CB). Going to need to augment current 21 st Century Funds. What else?

17 Integrating our Planning, Assessment, Implementation Goals on a Watershed Basis We Have Watershed Plans Chesapeake WIP NPS A-I (EPA)watershed plans Pollution Control Strategies for TMDL / Impaired Waters watersheds NEP CCMP s Is there an opportunity with the expanded watershed planning criteria to create some efficiencies?
