4 Study 1 Task 1: Conservation and Reuse Survey Objectives of survey were to: Identify Best Management Practices (BMP s) that have been implemented Evaluate the effectiveness and costs of the BMP s being implemented Identify water reuse strategies that have been implemented or are being considered Identify public outreach programs Receive updates to water conservation and drought contingency plans

6 TM #1 Region C Water and Conservation Reuse Survey Mailed surveys on August 31 st Surveys received were as follows: Entities Mailed No. Received Percent WUGs WWPs Total % 71% 51% * 96 WUGs returned survey with useful information, and 17 WUGs responded that they were not involved with water supply and provided no data with the returned survey. 25

15 TM #2 BMP Effectiveness in Region C 2000/2006 Comparison Results: 83% of the WWPs who implemented BMPs and did not implement drought restrictions had a reduced GPCD 62% of the WUGs who implemented BMPs and did not implement drought restrictions had a reduced GPCD Percentage for WWPs and WUGs who did not implement BMPs, did not implement drought restrictions, but still decreased GPCD is actually higher (but from a much smaller population, and less of reduction)

16 TM #2 BMP Effectiveness in Region C 2000/2006 Comparison Results: 56% of the WWPs who implemented BMPs and did implement drought restrictions had a reduced GPCD (would have expected this percentage to be higher) 62% of the WUGs who implemented BMPs and did not implement drought restrictions had a reduced GPCD

17 TM #2 BMP Effectiveness in Region C 2006/2010 Comparison: Attempt to take into account growth factors 100% of the WWPs who implemented BMPs and did not implement drought restrictions had a lower GPCD than the 2010 projection 71% of the WUGs who implemented BMPs and did not implement drought restrictions had a lower GPCD than the 2010 projection Percentage for WWPs and WUGs who did not implement BMPs, did not implement drought restrictions, and decreased GPCD is about the same (but from a much smaller population)

18 TM #2 BMP Effectiveness in Region C Summary: Unable to quantify the effect of individual BMPs 69% of WWPs and 62% of WUGs say that they have reduced per capita water usage from 2000 to 2006, and the overwhelming majority of these water providers have implemented BMPs For each BMP, 60-70% of the water providers who implemented each strategy reduced per capita water usage No correlation has been made between the number of BMPs implemented, or the combination of BMPs implemented, and effect on per capita water usage.

19 TM #2 BMP Effectiveness in Region C Summary (cont.): Most common BMPs implemented by WUGs and WWPs who reduced per capita water usage: Water system audit, leak detection and repair, and pressure control Increasing water prices Public and school education Water conservation pricing structure Not an indication that one BMP performs better than another, although some inferences can be made.
