5 Spanish small wind market Approval of the Renewable Energy Plan (PER ) Complements the NREAP and develops Specific Priority Measures to promote The implementation of small wind energy installations As the most important step until now, on 11 November 2011, the new Renewable Energy Plan for the period 2011 to 2020 was finally approved, providing a series of measures to achieve the objective of 300 MW small wind power to be installed by 2020.
6 Spanish small wind market Approval of the Renewable Energy Plan (PER ) These measures include: Specific regulatory treatment for the connection and administrative authorization of small wind power installations Harmonization of the existing regulations to promote the integration of facilities (municipality requirements ). Standardization of technical instructions and procedures affecting the equipment (Certification of Wind Turbines). Regulation of the figure of authorized installer applicable to small wind power. Establishment of a specific remuneration framework for wind turbines <100 kw. Lines of support for distributed generation facilities based on Small Wind Power. Funding mechanism for installations up to 10kW (residential and commercial). Subsidy Program for technological demonstration projects (up to 5 kw). Grant Program for installations (up to 10 kw) NOT supported under the Special Regime (off grid and net metering consumption)

8 Incentive programs Royal Decree 1669/2011 of 18th of November of 2011 Besides, after many months of waiting (and three drafts), on November the Royal Decree regulating the grid connection of small power generating facilities was finally approved ( published in the Official State Bulletin as RD 1669 / 2011 of 18th of November). As a new feature the requirements for small power plants that seek to connect at points where there is already a supply have been simplified. Similarly production facilities with a rated power not exceeding 100 kw have been excluded from the administrative authorization procedure. Furthermore, a new regulation for the supply of electricity produced within the internal network of a consumer has been established which will encourage own consumption. These measures aim to develop and promote distributed generation, providing system benefits such as reduction of grid losses, lower investment needs in grid networks and, ultimately a minimization installations ultimately, of the environmental impact of electrical installations.
9 Incentive programs Draft of Royal Decree for Own Consumption based on a Net Balance scheme Besides, in November 2011 the former State Secretary of Energy ( within the Ministry for Industry, Tourism and Trade) presented a draft Royal Decree establishing the regulation of the administrative, technical economical conditions of the mode of electricity and supply based on Net Balance. Until 12th of December 2011, involved actors were invited to submit comments on the draft regulation (which APPA prepared in due time). The sector is now waiting for the corresponding (not binding) report of the Spanish energy regulator (National Commission for Energy/Comisión Nacional de la Energía).
10 Incentive programs Draft Royal Decree for own consumption based on a Net Balance scheme Compensation mechanism based on net balances, meaning that the installation produces electricity for own consumption in case of demand. If the demand is higher than the production, additional electricity will be imported from the grid & if demand is lower than the own electricity production, the surplus will be exported to the grid In case that there was more electricity delivered to the grid in one billing period ( 1 month) than the electricity imported from the grid, an energy credit ( deferred consumption ) will be generated which will be compensated in future electricity bills (up to a maximum period of 12 month (from the moment this rights has been generated) All electricity installations up to 100 kw of installed capacity (in its internal grid) can participate in the new net balance scheme To be able to participate in the new system the plant owner has to sign a supply contract with the electricity the trading company For the electricity exported/fed into the grid, the producer has to pay grid access fees and a certain net balance service charge (a maximum amount will be fixed by the Ministry of Industry,, Energy and Tourism. The price of the electricity taken from the grid (in times the own demand is higher than the own production) will be freely negotiated between producer and electricity trading company.

28 Future 1. PUBLICATION OF THE RD FOR SELF CONSUMPTION BASED ON A NET BALANCE SCHEME. The approval of this Royal Decree (within at the 3-4 months) will put the citizen at the center of the energy system. It opens the door to the transition to a new paradigm: an energy model in which energy savings must be the priority based on self-consumption of energy and energies own renewable energies. START THE MEASURES ESTABLISHED IN THE PLAN OF RENEWABLES ENERGY SOURCES (PER) Certification of wind turbines: As established in the PER, the standardization of technical instructions and procedures affecting the equipment (Certification of Wind Turbines) is required. A collaboration in this field with all stakeholders ( administration, manufacturers and certification centers) is taking place based on the recommendations of the IEA. It has also been decided to adapt the corresponding label of the IEA (RECOMMENDED PRACTICES FOR WIND TURBINE TESTING AND EVALUATION. CONSUMER LABEL FOR SMALL WIND TURBINES

START THE MEASURES ESTABLISHED IN THE PLAN OF RENEWABLES ENERGY SOURCES (PER) URBAN INTEGRATION: A guide for good practice: Recognizing the important role to be played by local authorities (the PER itself provides a measure for the harmonization of existing regulations to promote the integration of installations) with the strong commitment to support the use of small wind technology, the small wind section of APPA is preparing a document with the aim to facilitate the installation and construction of small wind energy systems at municipal level, both for municipal buildings and private owners, subject to reasonable restrictions, which preserve the public health and safety (good practice guide)
