Sewerage & Water Board of New Orleans Bayou Bienvenue Central Wetlands Assimilation Project Update July 31, 2014

Wetlands Assimilation Phase I May 14, 2010: Coastal Protection and Restoration Authority (CPRA) and SWBNO entered into an IGA to investigate the feasibility of restoring wetlands through introduction of nutrients via treated wastewater effluent

State of Waters in the Wetlands Salinity Level Variable: 2 to 10 ppt High in Fall, Low in Spring Cypress growth at 1 to 3 ppt Tidal Changes 6 inches per day Wind increases up to 1 ft

State of Waters in the Wetlands PH levels: 6.5 to 9 Dissolved Oxygen (4.0 ppm) Near or above saturation Nutrients Constant state of flux Total Nitrogen: 0.17 to 3.31 ppm Total Phosphorus: 0.04 to 0.43 ppm Nutria Overgrazing

Wetlands Assimilation Phase II May 11, 2011: CPRA and SWBNO entered into agreement to design and construct wetlands demonstration projects.

Ferrate High Redox Potential No carcinogenic disinfection byproducts Final product (Ferric hydroxide) is non-toxic Shown to treat antibiotics, hormones, and personal care products Disinfects and stabilizes biosolids

Wetlands Assimilation Phase II Process flow Ferrate treated effluent from Clarifier #1 is pump to cells Goal is to evaluate the effectiveness of Ferrate in binding the endocrine disrupting chemical discharged in the final effluent, and Biosolids (Class A biosolids and ash) in enhancing the growth of the baldcypress and tupelo trees in the assimilation of wetlands

Wetlands Assimilation Phase II A-1 at $2,750,000 consists of construction of two cells 24 acres total both cells receiving ferrate disinfected effluent one cell receiving Class A biosolids.

Wetlands Assimilation Demo Phase II Central Wetlands Unit A-1 Waldemar S. Nelson Design including permitting and biosolids analysis ($538,000) Contract 3780 Advanced Quality Construction Construction of the cells are 100% complete $1.3 M Coastal Impact Assistance Program

Wetlands Assimilation Demo Phase II Central Wetlands Unit A-1 Contract 3781 ($288,000 CIAP) - Commander Corporation was issued May 2012 for civil/mechanical work associated with treated effluent and biosolids delivery Bonding Agent is assuming completion of pipeline Contract 3782 ($585,000 CIAP) Lease-Purchase acquisition of ferrate treatment technology issued May 2012 and is on site Biosolids permit to LDEQ submitted

Wetlands Assimilation Demo Phase II Central Wetlands Unit A-1 Current Status Completion of pipeline installation Veolia to place biosolids and ash Pumping ferrate treated effluent into two cells Reduced salinity levels will allow for planting of baldcypress and tupelo One year monitoring and analysis

Wetlands Assimilation Demo Phase II Central Wetlands Unit A-2

Wetlands Assimilation Demo Phase II Central Wetlands Unit A-2 1. WSN submitted 95% design plans June Effluent pumped from EBWWTP to St. Bernard Parish 3. Servitude from Republic Services 4. SWBNO to Bid summer Separate contract for plantings

Wetlands Assimilation Demo Phase II Central Wetlands Unit A-2 Planting Floating Islands

Wetlands Assimilation Demo Phase II Central Wetlands Unit A-2 Planting baldcypress, tupelo and bulrush

Wetlands Expansion Project CPRA funded $4.5 M expansion Design in-house

Wetlands Expansion Project 17 acre cell Cypress Planting Floating Islands Ferrate Treated Effluent Ash Placement Construction to begin Dec. 2014
