2 Summary: Bureau Veritas Certification has carried out the vaidation of VCS project Repacement of existing uminaires with LED ightings in common areas of residentia buidings, deveoped by Jurong Town Counci Services Premas Operations Limited, on the basis of Verified Carbon Standard, Version 3. The vaidation scope is defined as an independent and objective review of the design document, the project s baseine study, monitoring pan and other reevant documents, and consists of the foowing three phases: Desk Review of the project design and the baseine and monitoring pan Foow up interviews with project stakehoders Resoution of outstanding issues and the issuance of the fina vaidation report and opinion. The overa vaidation, from Contract Review to Vaidation Report & Opinion, was conducted using Bureau Veritas Certification interna procedures. The project activity at Jurong Town Counci invoves repacement of existing uminaires with Light Emitting Diodes (LED) ightings in the corridors, staircases and void decks (hereinafter referred to as common areas ) of severa existing buidings ocated in Jurong Town, Singapore. Buidings participating in this VCS project activity are residentia buidings which have been constructed by Singapore s Pubic Housing Authority known as Housing Deveopment Board (HDB). Jurong Town consists of 5 zones : 1) Bukit Batok, 2) Bukit Batok East, 3) Jurong Centra, 4) Taman Jurong and 5) Yuhua. Tota there are 588 HDB bocks from these 5 zones participating in the project. There were different type of baseine uminaires used in the baseine scenario: 2 feet (T8)- 25 watt, 2 feet (T5)- 17 watt, 4 feet (T8)- 43 watt, 4 feet (T5)- 31 watt and PLC- 17 watt. The baseine uminaires wi be repaced with 12 watt LED uminaires. The project invoves a one to one repacement except in the case of 4 feet uminaires. Each 4 feet uminaries in baseine wi be repaced with two LED uminaires during project scenario. In baseine scenario, a residentia buidings having T5 and T8, PLC type uminaries were consuming higher eectricity than that of efficient LED uminaries instaed in Project scenario, thus resuted in higher CO 2 emissions. Primary objective of the project activities is to repace the existing higher power watt uminaires with energy efficiency amp (LED) to reduce the eectricity consumption and thereby reducing corresponding CO 2 emissions. Project Proponent has utiized an approved methodoogies for deveoping project to reduce the GHG emissions as given beow: AMS II. C version 13 Demand- side energy efficiency activities for specific technoogies. The first output of vaidation was ist of corrective action requests; carifications are presented in exure II of this document. Based on this output, the project document was revised. In summary, it is Bureau Veritas Certification s opinion that the project correcty appies the baseine and monitoring methodoogy AMA II.C (version 13) meets the requirements of Verified Carbon Standard, Version 3. v3.1 2

5 1 INTRODUCTION 1.1 Objective The vaidation serves as project design verification and is a requirement of a projects. The vaidation is an independent third party assessment of the project design. In particuar, the project's baseine, the monitoring pan (MP), and the project s compiance with reevant Verified Carbon Standard, Version 3 are vaidated in order to confirm that the project design, as documented, is sound and reasonabe, and meet the stated requirements and identified criteria. Vaidation is a requirement for a VCS projects and is seen as necessary to provide assurance to stakehoders of the quaity of the project and its intended generation of Verifiabe Carbon Units (VCU). 1.2 Scope and Criteria The vaidation scope is defined as an independent and objective review of the project design document, the project s baseine study and monitoring pan and other reevant documents. The information in these documents is reviewed against Verified Carbon Standard, Version 3 and associated interpretations. The vaidation is not meant to provide any consuting towards the Cient. However, stated requests for carifications and/or corrective actions may provide input for improvement of the project design. The criteria used in vaidation were to assess the project document (PD) against the requirements of Verified Carbon Standard, Version 3, VCS Guidance Document ver 1.1 and associated documents. 1.3 Leve of assurance The eve of assurance was used to determine the depth of detai that the vaidator paced in the vaidation samping pan to determine if there are any errors, omissions, or misrepresentations (ISO :2006). BVCH assessed the project (genera principes, data, samping descriptions, documentation, cacuations, etc.) to provide reasonabe assurance to meet the Project Leve requirements of the VCS Program. The evidence used to achieve a reasonabe eve of assurance is specified in the foowing sections. 1.4 Summary Description of the Project The project activity at Jurong Town Counci Premas Operation Limited invoves repacement of existing uminaires with Light Emitting Diodes (LED) ightings in the corridors, staircases and void decks (hereinafter referred to as common areas ) of severa existing buidings ocated in Jurong Town, Singapore. The buiding participating in the project are residentia buidings which has been constructed by Singapore s Pubic Housing Authority known as Housing Deveopment Board (HDB). Jurong Town consists of 5 zones : 1) Bukit Batok, 2) Bukit Batok East, 3) Jurong Centra, 4) Taman Jurong and 5) Yuhua. The project invoves a one to one repacement except in the case of 4 feet uminaires each of which wi be repaced with two LED uminaires. Number of baseine uminaries to be repaced presented in above tabe is verified by vaidation team using the Contract Document JRTC-LED SS Dated 16/10/2009 /Ref-17/and it is confirmed through Instaation reports /Ref-22/and fina handing over document to Jurong Town Counci, Singapore/Ref-11/. The baseine scenario is to continue the usage of existing baseine uminaires which has higher power in terms of watt, resuting in the higher eectricity consumption eading to higher CO 2 emissions as compared to project uminaries i.e. LED s. LED uminaires wi have operationa ifetime of around 50,000 hours (i.e. more than 11 years, based on 12 operating hours a day) /Ref -14/. The power requirement of LED uminaires (in terms of Watt) is expected to be amost haf of the power requirement of baseine uminaires. Repacing existing uminaires with the LEDs woud therefore significanty reduce eectricity consumption and thus wi aso contribute in reducing GHG emissions associated with the eectricity generation. For this project activity tota 94,985 LED uminaires used to repace the baseine uminairies. PP has caimed in the PDD submitted for vaidation that LED s are having operationa ifetime of 50,000 Hrs, the ifetime of the LED ights is confiremd by the vaidation team using manufacturers specification /Ref-14/ and it was further corsschecked using pubicay avaiabe information i.e. From US Department of Energy, Energy Efficiency and Renewabe energy/ref-13/ 2 VALIDATION PROCESS 2.1 Method and Criteria The overa vaidation, from Contract Review to Vaidation Report & Opinion, was conducted using Bureau Veritas Certification interna procedures. The vaidation activity performed was a combination of desk review and site visit from 11/08/2012 incuding discussions and interviews with cient, consutant and stakehoders. The Vaidation Criteria aso foowed the guidance documents provided by VCS and incuded foowing VCS Program Guide (1 Feb 2012 v3.2) VCS Standard (1 Feb 2012, v3.2) Program Definitions (1 February 2012 v 3.2) 2.2 Document Review The Project Document submitted by UGL Services Premas Operations Limited and additiona background documents reated to the project design and baseine, i.e. approved methodoogy, Verified Carbon Standard, Version 3 were reviewed. v3.1 6

7 To address Bureau Veritas Certification corrective action and carification requests UGL Services Premas Operations Limited revised the Project Document (PD) and resubmitted it on 28/08/2012 as Version 02. The vaidation findings presented in this report, reates to the project as described in the Project Document (PD) Version 01 Dated 12/07/2012 and the same stand corrected to Version 02 to incude a corrections done in the PD based on the reported CAR s & CL s during Vaidation process. The ist of documents reviewed is presented in exure-i. 2.3 Interviews Bureau Veritas Certification performed site visit and interviews with Project Proponent, and project stakehoders to confirm seected information and to resove issues identified in the document review. The site visit was carried out on 11/08/2012. Representatives of UGL Services Premas Operations Limited and Jurong Town Counci were interviewed. The main topics of the interviews are summarized in Tabe 1 and personne interviewed are given in Tabe 2. During onsite vaidations foowing activities were performed: An assessment of the impementation and operation of the proposed project activity through visua inspection and through interviews with the representatives of project proponent. Confirmation of the pre-project scenario Confirmation of the appicabiity of the methodoogy, mainy regarding the instaation of Luminaries and their capacities, make and monitoring and controing instruments and operationa arrangements. Assessment of the project boundaries Assessment of the monitoring provisions by checking the monitoring arrangements v3.1 7

8 2.5 Resoution of Any Materia Discrepancy The objective of this phase of the vaidation is to raise the requests for corrective actions and carification and any other outstanding issues that needed to be carified for Bureau Veritas Certification positive concusion on the project design. List of corrective action request, carifications is presented in exure- II of the report. Corrective Action Requests (CAR) are issued, where: i) There are mistakes in PD that have direct impact on project resuts. ii) Vaidation protoco requirements have not been met. iii) There is a risk that the project woud not be abe to deiver (high quaity) VCUs. The vaidation team may aso use the term Carification Request (CL), which woud be where: i) Additiona information is needed to fuy carify an issue. Corrective action requests and carifications raised during vaidation activity by the vaidation team are a resoved and addressed by the PP in the respective sections of PD as we as Monitoring pan. PD and monitoring pan are found updated accordingy. 3 VALIDATION FINDINGS 3.1 Project Design Project scope, type, technoogies and measures impemented, and eigibiity of the project Bureau Veritas Certification recognizes the initiative of Jurong Town Counci fufiing its goas of promoting sustainabe deveopment in Host Country Singapore by repacement of existing uminaires with Light Emitting Diodes (LED) ightings in the corridors, staircases and void decks so as to reduce the eectricity consumption. The LED uminaires wi have operationa ifetime of around 50,000 hours (i.e. more than 11 years, based on 12 operating hours a day). The power requirement of the LED uminaires (in terms of Watt) is expected to be amost haf of the power requirement of the baseine uminaires. Repacing existing uminaires with the LEDs woud therefore significanty reduce eectricity consumption and thus wi aso contribute in reducing GHG emission associated with eectricity generation. PP has estimated the eectricity savings using formua (2) provided in the Approved Methodoogy AMS II.C, Version 13 which reveaed that that the existing eectricity consumption is MWh/year for a identified buiding in the Jurong Town Counci and after repacement with LED, the annua eectricity consumption wi be MWh/year, Thus, the project wi substantiay reduce the eectricity consumption in the ighting system which otherwise woud have been consumed in the baseine scenario. The scope of the vaidation incuded the GHG project and baseine scenarios; physica infrastructure, activities, technoogies and processes of the GHG project; GHG sources, types of GHG s. The scope of the project is Repacement of existing uminaires with LED ightings in common areas of residentia buidings outined in Section 1.2 of this report. v3.1 8

9 Repacement of existing uminaires with LED ightings in common areas of residentia buidings is a energy demand project, which fas under VCS Sectora Scopes 03. The project invoves utiization of energy efficiency LED uminaires with 12 watt to repace existing baseine uminaires (T8, T5 and PLC) with varied watt from 17 watt to 43 watt to reduce energy consumption. The Technoogy: The LED uminaires wi have operationa ifetime of around 50,000 hours (i.e. more than 11 years, based on 12 operating hours a day). The power requirement of the LED uminaires (in terms of Watt) is expected to be amost haf of the power requirement of the baseine uminaires. The LED uminaires using in the project activity is 12 watt, whereas power requirement of baseine uminaires varies between 17 to 43 watts. The quantity of eectricity consumption reduction is cacuated by utiising AMS II.C (Version 13) Demandside energy efficiency activities for specific technoogies. The said project is categorised under Project Category (with Tota Emission Reduction of 2397 tco 2 / um) as per Verified Carbon Standard, Version 3 definition for Project Category based on the emission reduction quantity in tco 2 / um. Project Start date is the date on which project wi start reducing or removing GHG emissions consistenty i.e after commissioning and stabiization of the project 29th March Years fixed Crediting Period and the crediting period for the project starts from 29th March 2011 There is no doube counting as the project has not been considered under any other GHG program. Project participant has given a decaration that they wi not be caiming any other credits other than VCUs. As per Verified Carbon Standard, Version 3, the scope of VCS program incudes foowing 1. A six Kyoto Protoco greenhouse gases; 2. A technoogies supported by an approved VCS Program methodoogy, incuding AFOLU project types as set out on 3. Any approved GHG Programs; 4. Project category (ies) which is part of an approved GHG Program; 5. Project methodoogies, not part of an approved GHG Program, when approved under the VCS program under doube approva process The project is adoption of energy- efficient equipment. This date was vaidated by the Vaidation Team using the fina handing over document submitted by United Premas Operations Limited to HDB. The handing over of project was done in phases, however the fina handing over was competed on 29/03/2011 and hence the start date is considered as 29/03/2011. PP has shown a handing over reports to Vaidation Team, which was counter signed by the Jurong Town Counci Authorities. Based on the above vaidation, Vaidation team confirms that the Start Date of the project activity is in accordance with Definition of Start Date given by VCS Standard, Version Project crediting period Project proponent has provided information on crediting period in VCS PD Section 1.6. PP seects fixed crediting period of 10 years and the crediting period commences from the expected start date of project activity i.e. 29/03/2011, as mentioned in section in this report. The seected crediting period is found in ine with the estimated operation ife time of the LED, PP has estimated around 50,000 hours (i.e. more than 11 years, based on 12 operating hours a day) as ife time of LED at the Project Site, hence the seected fixed crediting period found appropriate. The Technica ife time of the LED seected by PP was vaidated using the manufacturers Specification and it is found in accordance with Option (a) of Methodoogica Too Too to determine the remaining ifetime of equipment. (Version 01) EB 50 ex 15, This was further reconfirmed using pubicay avaiabe credibe references I.e. Document on Lifetime of White LED s, as per the document it is scientificay proven that the if LED s are working 24/7 it can work efficienty without much drop in Lumen eve for more than Hrs. hence the Life time evidence given by PP is acceptabe to Vaidation Team Project scae and estimated GHG emission reductions or removas Based on the estimation of GHG emission reductions due to impementation of project activity presented by PP in the VCS PD, it vaidation team confirms that the project activity fas under project scae. PP has correcty identified the Scae and appropriatey presented in the VCS PD section 1.7 in the prescribed format. As per the definition of the Project scae provided by the VCS, Average annua project emissions v3.1 10

11 estimated by PP are found beow 1,000,000 tco 2e and hence the categorization of proposed project activity is in accordance with para of VCS, Version 3. Estimated Average ua Emission Reductions due to impementation of project activity are 2397 tco2e Project activities The project activities invoves repacement of existing uminaires with Light Emitting Diodes (LED) ightings in the corridors, staircases and void decks (hereinafter referred to as common areas ) of severa existing buidings ocated in Jurong Town. There is tota 5 zones under Jurong Town Counci: 1) Bukit Batok, 2) Bukit Batok East, 3) Jurong Centra, 4) Taman Jurong and 5) Yuhua. Tota 588 bocks invoved in the Jurong Town. PP is instaing LED uminaires using ower power watt i.e 12 watt, which wi consume approximatey MWh eectricity consumption per year and generate average annua emissions of 2,452 tco2 In the absence of this project activity, Jurong Town wi continue to use the existing baseine uminaires with varies power in term of watt from 17 watt to 43 watt which wi consume amost doube of project activities eectricity consumption at MWh per annum and generated 4849 tco2 emissions. Impementation of project activity wi resut in reducing CO 2 emissions due to the usage of high energy efficiency LED uminaires Project ocation The project is impemented in HDB Bocks ocated in 5 zones of Jurong Town, Singapore. The centra GPS coordinated for the 5 zones are as foows: Centra GPS coordinates of the five zones covered under the project: Bukit Batok N E Bukit Batok East N E Jurong Centra N E Taman Jurong N E Yuhua N E Vaidation team confirms that the ocation detais mentioned in the VCS PD found precise and it is physicay verified during site visit and by checking Googe geographica coordinates of Jurong Town Counci 5 zones Project compiance with appicabe aws, statutes and other reguatory frameworks PP has decared in the VCS PD that there is no oca reguation exists in the host country which prevents or promotes impementation of project activity i.e. repacement of existing uminaires with LED ightings in common areas of residentia buidings. Repacement of existing uminaires with LED ightings in common areas of residentia buiding is in compiance with this standard and PP has ensured that adequate and energy efficiency LED uminaires are instaed. During site visit vaidation team verified the scrapped od uminaires have been dispose off by independent third party which have foow the above mentioned reguations. Hence vaidation team finay concudes that Project is impemented in accordance with appicabe oca aws, statues and other reguatory frameworks exist in the host country Singapore at that time of vaidation. v3.1 11

12 3.1.9 Ownership The ownership of project activity was verified in detaied by the vaidation team during site visit and observed that the LED uminaires instaed at the Jurong Town Counci- 5 Zones faciity is owned by Jurong Town Counci. Vaidation team has verified the Owner ship of the Jurong Town Counci through officia web site, from where it was confirmed that divisions invoved in the Project Activity are beonging to the Jurong Town Counci, and it is in accordance with Singapore Government s constituency aocation. Hence Vaidation Team has concuded that ownership proofs are correct and there is no ambiguity exists in the ownership of the project activity Emissions trading programs and other binding imits The project activity s emissions reduction is not incuded in an emission trading program and do not take pace in a jurisdiction with binding imits on GHG emissions. There are no binding imits on GHG emission reduction in Singapore. The project activity wi be submitted for registration as a VCS project activity ony. PP has provided a decaration on its etter head that the project activity wi neither participate in any emission trading programs, GHG Programs nor avai any form of environmenta credits Participation under other GHG programs The project activity has not been registered nor is seeking registration under any other GHG programs such as. 13 3.2 Appication of Methodoogy Tite and Reference PP has utiized a Approved Sma Scae monitoring Methodoogy to deveop this VCS project. As VCS Aows utiization of approved methodoogies from it is in accordance with Verified Carbon Standard, Version 3 Para 3.1.5, under section 3 Project Requirements. An appied Approved methodoogy utiized by the PP is methodoogy AMS-II.C (Version 13): Demand-side energy efficiency activities for specific technoogies Appicabiity The appicabiity of the chosen baseine methodoogy has been adequatey addressed in the Project description. The appicabiity conditions of AMS-II. C (Version 13) are satisfied as given beow. A. Appicabiity Conditions of AMS II.C (Version 13) Appicabiity Condition No 1: The project is encouraging the adoption of energy-efficient equipment / appiances (e.g amps, baasts, refrigerators, motors, fans, air conditioners, pumping systems) at many sites. These technoogies may repace existing equipment or be instaed at new sites. In the case of new faciities, the determination of baseine scenario sha be as per the procedures described in the genera guidance to SSC methodoogies under the section Type II and III Greenfied project (new faciities). The aggregate energy savings by as singe project may not exceed the equivaent to 60GWh per year for eectrica end use energy efficiency technoogies. For Fossi fue end use energy efficiency technoogies, the imit is 180GWh therma per year in fue input. The project invoves suppy and instaation of energy efficient LED uminaires as a repacement to existing uminaires in common areas of severa existing HDB bocks in Jurong Town, Singapore. It therefore contributes in reducing eectricity consumption for ighting in common areas in HDB Bocks compared to what woud have been consumed in the baseine scenario. The eectricity savings from the project activity is ~5 GWh per annum (refer to section 3.4, baseine eectricity consumption = MWh and project eectricity consumption = MWh) which is within the aggregate imit of 60 GWh provided under the methodoogy. This is confirmed by using the Baseine Luminary detais and Project Luminary Detais, PP has provided a transparent cacuation in Appendix 1 of PD to show each how each HDB bock participating in the Project activity achieves the Saving and it is within 60 GWh. Appicabiity Condition No 2: For each repaced appiance / equipment / system the rated capacity or output or eve of services (e.g igh output, water output, room temperature and comfort, the rated output capacity of airconditioners etc.) is no significanty smaer (maximum 10%0 than the baseine or significanty arger (maximum + 50%) than the baseines. v3.1 13

14 The ux output of the LEDs is not significanty smaer (maximum - 10%) or significanty arger (maximum + 50%) than the baseine uminaires. In order to justify compiance with this appicabiity condition, ux sampes were coected for different types of baseine uminaires instaed in different ocations (corridor, staircases, void decks) in HDB bocks before dismanting them. Simiary, ux data was aso coected for LED uminaires for the same ocation (at which baseine ux was recorded) after the instaation of LEDs. The two sets of ux data was compared to concude that it is within the -10% to +50% range as provided under the methodoogy. Vaidation team has verified the Lux Measurement data obtained through a campaign which invove measurement before repacement and measurement after repacement. This Measurement was carried out for the samped HDB bocks, totay 100 bocks were samped. The Samping methodoogy is ceary mentioned in the PD. From the Lux measurement data it is confirmed that the project activity meets this appicabiity condition. Appicabiity Condition No 3: If the energy efficient equipment contains refrigerants, then the refrigerant used in the project case sha be CFC free. Project emission from the baseine refrigerant and / or project refrigerants sha be considered in accordance with the guidance of the Board (EB34, paragraph 17). This methodoogy credits emission reductions ony due to the reduction in eectricity consumption from use of more efficient equipment / appiance. Not Appicabe due to LED do not consists any refrigerant Project Boundary The project boundary is the 588 HDB bocks ocated within 5 zones of Jurong Town Counci. Bukit Batok N E Bukit Batok East N E Jurong Centra N E Taman Jurong N E Yuhua N E The main source of GHG from this project wi be CO2 from the eectricity energy consumption drawn from Singapore nationa grid. The Vaidation Team vaidated the project boundary by: a) Site visit on 11/08/2012 to assess the physica instaation of LED uminaires was done at the above mentioned 5 zones in Jurong Town Counci, Singapore. During Site visit Vaidation Team Verified 20 Bocks in various Divisions to confirm that repacement is competed and is in accordance with the Description provided in the PD. The project boundary incudes the LED uminaires and Energy Monitoring and Contro System instaed at each HDB bock. Contract Document JRTC-LED SS Darted 16/10/2009 between Jurong Town Counci to UGL Services Premas Operations Limited for the repacement of LED uminaires in Listed HDB Bocks of Five Divisions. 2. Fina Handing Over Document and Certificate of competion Dated 29/03/2011 towards repacement of existing uminaires with LED uminaires in common areas of residentia buidings at Jurong Town Councia Based on the above assessment, the Vaidation Team hereby confirms that the identified boundary and the seected sources and gases are justified for the project activity Baseine Scenario The PP has defined the baseine as according to the methodoogy AMS II.C (Version 13). Based on the PD section 2.4 description of baseine identification, PP has identified the baseine scenario is to continuation of current situation i.e HDB bocks participating in the project wi continue to use the baseine uminaires in their common areas thus resuting in higher eectricity consumption compared to what wi be consumed in the project scenario. Hence, the baseine scenario identified found in ine with the requirement of approved methodoogy requirement. Since the baseine is energy dispaced eectricity, PP has demonstrated the cacuation of baseine eectricity consumption by mutipying number of uminaires repaces (ni) x power (watts) (pi) x annua operating hours and average annua technica grid osses (y) in baseine scenario which is further mutipied by the combined margin emission factor to arrive at baseine emissions. PP has estabished baseine Emissions using Number of uminaries repaced, for which the project energy efficient uminaries are operating during the year and Power of the Baseine uminaries.detaied documents on baseine uminaries with specific anaysis on number of uminaires repaced in each zone in the common areas, power watt, annua operating running hours and average annua technica grid oss are made avaiabe for the vaidation purpose. Based on these documents Vaidation Team confirms that baseine uminaire s eectricity consumption and the reevant parameters are transparenty cacuated and presented by PP. The Vaidation team is of the opinion that the baseine determination is correct and appropriate in accordance with appied baseine and monitoring methodoogies i.e. AMS. II.C, Version 13. Vaidation team therefore confirms that the seected baseine scenario reasonaby represents the scenario in the absence of the project activity. It was aso confirmed by the vaidation team that there were no nationa or sectora poicies were prevaiing at the time of the project participants decision to impement the said project activity i.e. there was no mandate for impementing repacement of existing uminaires with LED uminaires in common area of residentia buidings. The project activity, thus was the vountary decision of the project participant. v3.1 15

16 Based on the above assessment the vaidation team hereby confirms that: VALIDATION REPORT: VCS Version 3 (a) A the assumptions and data used by the project participants are isted in the PD, incuding their references and sources; (b) A documentation used is reevant for estabishing the baseine scenario and correcty quoted and interpreted in the PD; (c) Assumptions and data used in the identification of the baseine scenario are justified appropriatey, supported by evidence and can be deemed reasonabe; (d) Reevant nationa and/or sectora poicies and circumstances are considered and isted in the PD; (e) The approved baseine methodoogy has been correcty appied to identify the most reasonabe baseine scenario and the identified baseine scenario reasonaby represents what woud occur in the absence of the proposed VCS project activity Additionaity PP has demonstrated the additionaity of project activity by using category of micro scae energy efficiency project activities ( guideine ex 26, Executive Board Meeting 68) which is described in PD section 2.5. In accordance with Para 3 of EB 68 ex 26, the energy efficiency project activity is considered as additiona if project activity fufis both beow conditions, 1) Each of the independent subsystem/measure in the project achieves an estimated annua energy savings of equa to smaer than 600 megawatt hours; and 2) End users of the subsystem or measure are househods/communities/sme. Whie Verifying the submitted PD, Vaidation team found that it was not cear how PP has caimed that condition 1 i.e. each independent subsystem / measure in the project achieves estimated annua energy savings of ess than 600 MWh. Hence Vaidation team has raised CL 01. In response to the CL1 PP has presented detaied cacuation in the PD Version 2 Dated 28/08/2012 transparenty. As per the cacuation provided in the revised PD Appendix 1, it is confirmed that independent subsystem / measure in the project activity is one residentia bock. As per the cacuation it is observed that the eectricity saving in each bock is in the range of 0.24 MWh / um to MWh/um. Vaidation team performed an independent cacuation based on the data verified during site visit and found that on an average the energy efficiency per bock (division wise) is in the range of 7.51 MWh to 10. MWh per annum.. 17 From the above cacuation and site vaidation team herewith confirms that, VALIDATION REPORT: VCS Version 3 (a) ua energy savings expected from the project are ~5 GWh per annum. 588 HDB Bocks are participating in the project. Therefore the energy saving per HDB Bock (i.e. an independent subsystem/measure) is we within the cap of 600 MWh provided under the guideine. (b) The project activity invoves repacement of baseine uminaries in common areas HDB Bocks meant for residentia purpose with more efficient LED uminaries for identified HDB bock of Jurong Town in Singapore hence 2 nd condition of EB 68 ex 26 is aso fufis. Vaidation Team hereby confirms that Project activity satisfactoriy fufis both condition as prescribed under Para 3 of EB 68 ex 26 and hence considered as additiona under micro scae additionaity requirement of Quantification of GHG Emission Reductions and Removas PP has used the agorithm and formuae in ine with the AMS II.C Version 13 and corresponding toos to cacuate emission factor stated in AMS I.D. (EB63 ex 19 methodoogica Too Too to cacuate the emission factor for an eectricity system version The project activity wi gather data from: 1. Number of LED umianire repaced (ni) 2. Power of the LED uminaires in terms of watt 3. ua average operating hours (Oi) hours 4. Average annua technica grid osses (y) Data wi then computed from the eectronic data management system to get the vaue of tota eectricity consumption in the baseine scenario (MWh). Since the baseine is energy dispaced eectricity, PP has the cacuated the baseine eectricity consumption by mutipying number of uminaires repaces (ni) x power (watts) (pi) x annua operating hours and average annua technica grid osses (y) in baseine scenario which is further mutipied by the combined margin emission factor to arrive at baseine emissions. The assumptions used for cacuating baseine emissions are presented by PP in transparent eectronic data form (output of monitoring eectronic data management system), hence, the baseine emission cacuated by PP was found satisfactory. During site visit Vaidation team cross checked the repacement of the Luminaries in seected bock and samping approach for verifying the repacement is as given beow Number of Bocks samped during Vaidation Site visit = of Tota Number of Bocks = 588 = Based on the above cacuation vaidation team seected 25 bocks randomy from the given ist of HDB bocks provided by PP. As per the demonstration eakage emission in the project is not appicabe because there is no transfer of the equipment, the od uminaires were scrapped, hence, no eakage account in the cacuation. v3.1 19

20 The vaidation team found the cacuation is in ine with the approved methodoogy for the cacuation of emission reduction. Grid Emission factor: Grid emission factor is pubished by Singapore DNA which is Nationa Environmenta Agency on 25 Feb 2011 based on 3 years data 2007, 2008 and Whie verifying the submitted PD Version 1 Dated 12/07/2012, it was observed that PP has utiized grid Emission factor for year 2011 i.e tco 2 /MWh, however the project was started in year 2010 and hence the CAR 3 was raised. In response to the CAR3 PP revised the emission factor to 2010 i.e tco 2 /MWh. Baseine emissions, project emission and emission reduction cacuations are corrected appying revised grid emission factor and hence the CAR 3 was cosed. PP decided to use the Ex ante option which compies with the Too to cacuate the emission factor for an eectricity system (version )(Ref-XX). A 3-year generation weighted average has been derived for the years, 2007, 2008 and The buid and operating margins of the grid are considered as a product of the weighted average for each margin and summed to give the fina vaue of the emission factor (EF grid,cm,y ) and expressed in kiogramsco 2 per kwh as foows: EF grid,cm,y = EF grid,om,y x W OM + EF grid, BM,y X W BM EF grid,bm,y = Buid margin CO2 emission factor in year y (tco 2 /MWh) EF grid,om,y = Operating margin CO2 emission factor in yeary y (tco 2 /MWh) W OM = Weighting of operating margin emission factor (%) W BM = Weighting of buid margin emission factor (%) Then the emission reduction wi be cacuated by energy saved per month x EF grid,cm,y where EF grid,cm,y = tco2/mwh Hence the annua MWh energy saving x tco 2 /MWh = tonco2e per annum. DOE has vaidated the emission factor pubished by NEA on 25 Feb 2011 and it is accordance to the too to cacuate the emission factor for an eectricity system. Based on the above assessment, the Vaidation Team hereby confirms that: (a) A assumptions and data used by the project participants are isted in the PD, incuding their references and sources; (b) A documentation used by project participants as the basis for assumptions and source of data is correcty quoted and interpreted in the PD; (c) A vaues used in the PD are considered reasonabe in the context of the proposed project activity; (d) The baseine methodoogy has been appied correcty to cacuate project emissions, baseine emissions, eakage and emission reductions; v3.1 20

21 (e) A estimates of the baseine emissions can be repicated using the data and parameter vaues provided in the PD Methodoogy Deviations There is no Methodoogy deviations notices and hence this is Not Appicabe Monitoring Pan A. Data and parameters avaiabe at vaidation as foow: 1. Combined margin emission factor in year y cacuated in accordance with the provision in AMS I. D. (EFCO2,ELEC,y ; EFCO2,y ) - tco2/mwh. The combined margin emission factor is cacuated by appying 0.5 weights to simpe operating margin and buid margin emission factor. Simpe operating margin and buid margin emission factor are pubished by Singapore DNA which is Nationa Environmenta Agency on 25 Feb 2011 based on 3 years data 2007, 2008 and Vaidation Team has vaidated the emission factor pubished by NEA on 25 Feb 2011 and it is accordance to the too to cacuate the emission factor for an eectricity system. 2. Average annua technica grid osses (transmission and distribution) during year y for the grid serving the ocations where the devices are instaed. Data is determined by Energy Market Authority (EMA), Government of Singapore then pubished by Sinapore Power. Vaidation Team has vaidated the annua technica grid oss from EMA on 25 Feb 2011 and confirmed the cacuation of the grid osses is according to methodoogy AMS I.D. 3. Project sampe group (PSG) for monitoring average annua operating hours of the project devices. The project sampe size is determined based on the Standard for samping for surveys for project activities and programme of activities (ex-2, Executive Board Meeting 65) and Best Practice Exampes Focusing on Sampe Size and Reiabiity Cacuations (ex-6, Executive Board Meeting 67). Aso refer to section 4.3 of the PD for further information on determination of sampe size. Base on the samping method mentioned above, tota 100 bocks wi be seected in monthy checks to ensure that the LED uminaires instaed in HDB bocks are sti in operating. 4. Number of devices of the group of i devices (e.g., 24W or 41W or 36W baseine uminaires) repaced, for which the project energy efficient equipment is operating during the year. This data is coected at the time of repacing the existing uminaires with the LED. Data was coected and recorded in data ogs. Tota number appied 88, pi ( for baseine uminaires)- Data pertaining to this parameter is coected at the time of repacing the existing uminaires with the LEDs. It is cross checked with the data provided in the tender document foated by a group of town councis in Singapore for repacing existing uminaires in common areas of HDB bocks with LEDs. Data was coected and recorded in data ogs. It wi remain constant for the entire crediting period and wi be used for cacuating baseine emissions. Vaue appied in the baseine uminaires are: v3.1

Data was coected and recorded in data ogs deveoped for this purpose. This parameter wi remain constant for the entire crediting period. 7. pi ( for project uminaires) Power of the LEDs instaed in the project This is the name pate power of the LEDs. The data for this parameter wi remain constant for the entire crediting period and wi be used for cacuating project emissions. Vaue appied for Luminaires is 12 watt. B. Monitoring pan compies with the requirements of the methodoogy AMS II.C Version 13 which is a approved methodoogy. The Vaidation Team considers the monitoring pan to be compying with the requirements of the methodoogy. The reasons are as given beow PP has described the monitored pan wi monitor the foow data: 1 The monitoring pan has covered the baseine uminaires and LED operation hour Operation hours are controed using the Timers at each HDB Bock. An operation time schedue for different months are fixed and is found dispayed at each HDB Bock in Pane Room. The Schedue is as given beow Months Time for Switch On in the Evening Time for Switch Off in the Morning January to March 19:00 07:15 Apri to August 19:00 07:00 September to December 18:45 07:00 2. Sampe size is determined according to Best Practice Exampes Focusing on Sampe Size and Reiabiity Cacuations (ex 6, EB meeting 67). Vaue appied is 100 HDB bocks out of the tota 588 bocks wi be monitored. Monitoring Processes: At the end of each month, the project proponent wi review the timers instaed in the project sampe group and verify whether the inbuit programme is correcty cocking 12 hours a day of operation or whether the programme is corrupt and cocking any different number of hours per day. Data on number of hours cocked per day wi be recorded for each timer in the sampe group and based on such data, the mean daiy operating hour cocked and the standard deviation of the mean wi be cacuated. It is most ikey that the standard deviation wi be cacuated as zero and mean hours wi be cacuated as 12 hours a day, uness in the case of any timer(s) whose programming is corrupted and was cocking different number of hours a day during the previous month. If during the monthy review any timer is found fauty, it wi be immediatey repaced with a new timer. v3.1 22
