5 Potential value of «Decommissioning» costs From NEA-OECD reference documentation (2016) the decommissioning of a nuclear power plant is estimated to be in range between 550 and 850 M$ (values on 2013) The above estimated figures lead to a potential value for the whole decommissioning in the next 15 years in the range between 86 and 133 billion of dollars 157 Reactors in Permanent shutdown IAEA 2016 (Total number of reactors in the world 444 IAEA 2016)

7 Some considerations Cumulated costs of other nuclear facilities in decommissioning, including the military ones, have been judged to be of the same order of magnitude as the cumulate costs of all NPP s The overall costs of the previous slides could be considered largely underestimated, according to the latest trends and information Not all the costs are and will be available in the market since: Some activities are limited to companies and authorities of the countries where the facilities are by the law (e.g. waste disposal, licensing, security, care and maintenance, etc.) Rule of the thumb: only 1/3 of the overall estimated cost may be considered available in the market not all the countries have a completely open regime of market access, in particular for activities that may be considered sensitive The date for the entrance in decommissioning state may be influenced by political and economical considerations, i.e. they may be shutdown before reaching the end of design life (see Germany after Fukushima) or 1 or 2 decades after, if a program of life extension is implemented.

9 Armenia Support to Government on RWM Sogin activities in Armenia starded at the beginning of 2000s, in the recent period Sogin has been involved in the following activities: A 3 years project (end September 2015) to develop, in coordination with the Armenian Government, a strategy for spent fuel and radioactive waste management. The project mainly included analysis of RAW inventory, strategy for the waste management (treatment, conditioning, etc.) and SNF management, Legislative proposals (in line with international best practices). A 3 years project started at the beginning of 2016 for the enhancement of ANRA and NRSC capabilities for safety review and assessment of radioactive waste management facilities and activities.
10 Arctic sea: feasibility study/action plan for the safe and secure management of sunken radioactive object European Commission contract Sogin is leading an European consortium (EWN GmbH - Energiewerke Nord (Germany), NRPA Norwegian Radiation Protection Authority (Norway) and NUVIA (United-Kingdom)) General objectives of the project are: inventory of all types of sunken objects in the Barents and Kara seas International and Russian norms, standards and legislation, applicable to the underwater operation, the retrieval, the treatment and the final storage of the sunken objects assessment and prioritisation, in terms of hazard, of the sunken objects, based on the potential impact on people and environment feasibility studies for the safe and secure retrieval/management/disposal of the most hazardous objects. Action Plan for the retrieval/management/disposal of the selected objects, containing in particular the time schedule and the needed resources
11 France Engineering support for the decommissioning of the Plant George Besse-I Since 2008, Sogin has been providing Engineering support to EURODIF-AREVA for the decommissioning of George Besse-I, Uranium diffusion plant To Eurodif Board Definition of Plant dismantling scenarios and feasibilities studies Plant Decommissioning Cost estimation and time schedule Investigations on dismantling scenarios versus cost-benefit opportunities To Eurodif Technical Team Set up of equipment inventories and site surveys at Tricastin Site (6 months) Definition of disassembling and dismantling sequences of components and installations Waste routes and material rates Static and Dynamic Mechanical Analyses of Diffusers (Finite Element Analysis) Conceptual Design of tilting device for Diffuser components Comparison of technical solutions for specific dismantling sequences SOGIN has performed the engineering activities with internal resources Référence CSTFA Stockage site ISO 20" S3
12 Belgium - ONDRAF/NIRAS Nucleco was awarded in 2015 the Framework Contract concerning technical support for conducting studies in the field of radioactive waste management Waste Characterization, for a term of six years. The project objectives for lot n. 9 consists in the: Comparison of the approaches followed in other countries as part of the assessment of uncertainties affecting the radiological inventory of nuclear waste declared by producers Feasibility study of a deterministic/probabilistic approach on the entire Belgian radiological inventory Technical support for the application of the probabilistic approach as part of the assessment of the uncertainty associated with the different radiological characterization methodologies
13 Belgium FANC The Federal Agency for Nuclear Control (FANC) is a public institution for the protection of the population and the environment against the dangers arising from ionizing radiation. Nucleco is included in the list of "NORM service provider for the following activities: Laboratory measurements On-field measurements Risk-assessment/dose-assessment NORM waste management Decontamination of NORM contaminated equipment
14 Germany - JRC ITU Karlsruhe Nucleco has been awarded in 2014 the Framework Contract for Characterization of radioactive waste using gamma spectroscopy and neutron coincidence counting at the ITU at the JRC-ITU (Institute for Transuranium Elements) in Karlsruhe, Germany Four years up to four person The activities to implement at ITU includes: Measurement with two gamma spectrometers and a neutron coincidence counter; Instrumentation maintenance and calibration; Data analysis for the determination of nuclides and their activities; Historic measurement data and reports in property database; Reporting; Paperwork for radioactive waste packages and containers transport requirements.
15 Norway Technical support to NRPA In 2015 Sogin has acquired a 4 years framework contract with the Norwegian Radiation Protection Authority (NRPA) aimed to support the authority in its safety action plan on Russia and Former Soviet Union countries. NRPA assists the Norwegian government and its ministries on radiation, radiation protection and nuclear safety related issues. It is responsible for the control in the use of radioactive substances and fissile materials, for the coordination of the emergency plans, for the measurements of the natural and artificial radioactivity in the environment and in the workplace. Main Sogin activities: site remediation orphan sources retrieval management of spent nuclear fuel and improvement of the radiological safety of population and environment.
16 Russia - G8 Global Partnership Program According to the Italian-Russian Cooperation Agreement, Sogin is responsible for the general coordination and execution of administrative and operative activities, finalized to project implementation. In particular Sogin is responsible for: Technical Management of the whole life cycle activities Engineering and design: from conceptual to detailed design; technical specification preparation Procurement: draft contract, tender dossier, tender co-management with Contracting Authority Licensing: review of licensing documents Surveillance: on-site surveillance and inspection activities Administrative Management of the Programme Management of the Governmental funds allocated to the GP Contract management and payments Claim and conflict resolution Accounting and reporting to Italian Ministries Implementation scheme: dedicated Italian Russian management unit based in Moscow (10 engineers/experts) Main achievements: Dismantlement of 6 nuclear submarines (e.g., Oscar type t); third place in the world Construction of a vessel for the transportation of nuclear fuel and radwaste Rossita Construction of the pontoon "Itarus for the management of parts of dismantled submarines Andreeva Bay: design and construction of treatment and conditioning facilities for radioactive waste Construction of ten special steel containers for the storage of highly enriched irradiated fuel
17 Slovakia Consultancy to JAVYS PMU for the decommissioning of V1 Nuclear Power Plant in Bohunice (VVER type) - Bohunice International Decommissioning Support Fund (BIDSF) projects Technical and Management assistance includes the following services: Engineering Review of the technical documentation, Development of technical studies Cost Estimate Elaboration of cost estimation in compliance with the International Structure for Decommissioning Costing (ISDC) Review of the cost estimation of specific activities, Procurement Review of procurement documentation Participation at the Evaluation Committees Support to negotiation with the contractors Contract management during project implementation Review of contractors deliverables including design documentation Support JAVYS during project implementation Monitoring Control and update the schedule of the decommissioning activities Propose measures necessary for mitigation of risks
18 UK - Sellafield Nucleco provided radiation protection support to the operations for geophysical surveys carried out onboard the vessel Fugro Seeker. The Nucleco staff handled especially physics and radiation protection activities on board surveillance used to perform high-resolution oceanographic measurements at low areas and deep water in front of the Sellafield Nuclear Plant.
19 Training to Vietnamese Experts on Radioactive Waste Management Sogin has provided a one-week training course on Radioactive Waste Management to Vietnamese experts belonging to the Ministry of Science and Technology and to the state Agency VINATOM The training was cofinanced by the Italian Ministry of Foreign Affairs Site visit and classroom lessons Involvment of: Italian Nuclear Safety Authority (ISPRA) JRC/Ispra ENEA Universities, (Rome, Pisa, Milan) ENEN

Cooperation Agreements Since several years, Sogin has been developing and implementing Cooperation Agreements with State owned Companies and Institutions in order to promote exchange of experience and best practices, in the field of: decommissioning, radioactive waste management and disposal. CAs allow Sogin experts to be at the leading hedge of the technology and know-how benefiting of the valuable experience carried out by major players in the sector Examples of recent CAs Waste Management/Disposal: SURAO (Czech Republic); Disposal: ANDRA (France); General: CNPEC (China); Radioactive Waste Management: OECD/NEA (RepMet-Radioactive Waste Repository Metadata)

Support to the Italian Government Sogin is often requested to make available its know-how and technological expertise in implementing and supporting the Italian Government and its various Institutional bodies Examples Participation to the works of the Italian presidency team for the G8/G7 Nuclear Safety and Security Group Technical Support for the Italian Report under the «Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management Operative technical role in the Material and Management Minimization (M3) programme, formerly named Global Threat Reduction Initiative (GTRI) 21

Support to the Italian Government Material and Management Minimization (M3) ex Global Threat Reduction Initiative (GTRI) Italy has been taking part in the Global Threat Reduction Initiative (GTRI), now M3, promoted by US National Nuclear Security Administration (NNSA) of the U.S Department of Energy (DOE) with the aim of secure, remove and/or facilitate the disposition of high risk vulnerable nuclear and radiological materials Sogin - under the coordination of the Italian government - played an important role in the repatriation of the Irradiated and not Irradiated Highly Enriched Uranium and Plutonium. Accomplishments Three shipments of nuclear materials have been completed in the years 2012, 2013 and 2014 Quantities: Irradiated Highly Enriched Uranium ~ 10 g Not irradiated Highly Enriched Uranium almost ~ 10 kg Mixed Oxide (MOX): Uranium ~ 54 kg, Plutonium ~ 8 kg 22

International Organizations Sogin is actively taking part in the working groups of the most important International Organizations in the nuclear sector with two primary goals: Play a pro-active role in drafting norms / standards that will have an impact on Sogin activities Be continuously updated to the best practices, know-how and international standards 23
